ORDINANCE No. 38703

SECRETARIAT OF HUMAN DEVELOPMENT

ARTICLE 47°.- It is the responsibility of the Secretariat of Human Development to promote, design, and execute programs and projects to improve people's quality of life, coordinate actions with institutions in Concordia linked to social matters, formulate local educational and sports policies, and strengthen the social fabric. In particular, it shall be responsible for:

  1. Search for and promotion of human interaction and communication to generate well-being.
  2. Definition, execution, and control of policies for sectors requiring state intervention.
  3. Promotion of plans for the equal participation of women.
  4. Promotion of social networks and strategic alliances with institutions and neighborhood culture.
  5. Change of attitude in families at risk.
  6. Promotion of policies to reduce welfare dependency and encourage labor insertion.
  7. Representation of the Mayor in participatory social councils.
  8. Planning of service regulations for community progress and well-being.
  9. Liaison with public and private institutional actors.
  10. Coordination with national authorities for social aid to inter-harvest agricultural workers.
  11. Social promotion and support in neighborhoods through artistic, cultural, and pedagogical workshops.
  12. Provision of statistics and other information to the Municipal Executive Department.
  13. Protection, maintenance, and enhancement of artistic, cultural, and urban heritage.
  14. Inclusion and promotion of neighborhood culture.
  15. Analysis of the supply and demand of cultural goods.
  16. Generation of spaces for cultural events.
  17. Promotion of non-formal education and coordination with schools and provincial and national educational bodies.
  18. Coordination of policies to democratize education and digital and financial inclusion.
  19. Promotion of sports as an instrument for social integration.
  20. Dissemination and incorporation of sports practices in institutions and training centers.
  21. Promotion and support of sports agents and strengthening of clubs.
  22. Promotion, assistance, oversight, and execution of sports activity policies.
  23. Promotion and regulation of conditions for sports events and gyms.
  24. Drafting of regulations linked to sports infrastructure.
  25. Application, interpretation, and compliance with sports and physical activity regulations.
  26. Coordination with national and international public and private entities in sports.
  27. Sponsorship and patronage of sports events of national and provincial interest.
  28. Municipal decentralization, citizen participation, and territorial approach.
  29. To guarantee the correct execution of the budget of its area.
  30. Other competencies established in the organizational structure of each area of the Secretariat.

ARTICLE 48°.- The following Undersecretariats and Directorates shall operate within the scope of the Secretariat of Human Development:

  1. Undersecretariat of Social Development.
  2. Undersecretariat of Education and Culture.
  3. Undersecretariat of Sports.
  4. Undersecretariat of Municipal Decentralization.
  5. Administrative Directorate.
  6. Directorate of Administration and Dispatch.
  7. Directorate of Social Assistance.
  8. Directorate of Childhood, Adolescence and Family.
  9. Directorate of Culture.
  10. Directorate of Education.
  11. Directorate of Territorial Approach.

ARTICLE 49.- The Undersecretariat of Social Development shall formulate, coordinate and execute social policies oriented towards the common good, social integration and citizen development, executing programs to prevent social exclusion and marginalization. It shall relate to the Executive Department through the Secretariat of Human Development.

ARTICLE 50.- The Undersecretariat of Education and Culture shall plan, coordinate and execute public policies on education and culture, articulating educational and cultural programs and projects, optimizing resources, promoting inclusion, community development and institutional cooperation. It shall relate to the Executive Department through the Secretariat of Human Development.

ARTICLE 51.- The Undersecretariat of Sports shall execute sports policies, physical activity and social sports programs, strengthening social integration and the community fabric. It shall relate to the Executive Department through the Secretariat of Human Development.

ARTICLE 52.- The Undersecretariat of Municipal Decentralization shall improve the responsiveness of public services, deepen citizen participation, coordinate territorial approach and manage the integration of neighborhood demands into the government agenda. It shall relate to the Executive Department through the Secretariat of Human Development.

ARTICLE 53.- The Administrative Directorate shall manage all administrative matters and daily dispatch, allocation of funds, contracting, asset management, human resources supervision, budget and execution of the Secretariat's programs. It shall relate to the Executive Department through the Secretariat of Human Development.

ARTICLE 54.- The Directorate of Administration and Dispatch shall coordinate the Undersecretariat of Social Development, intervening in budget, allocation of funds, contracting, asset management, human resources, building maintenance and training activities. It shall relate to the Secretariat of Human Development through the Undersecretariat of Social Development.

ARTICLE 55.- The Directorate of Social Assistance shall improve the quality of life of people at social risk, offering direct assistance, food programs and emergency support. It shall relate to the Secretariat of Human Development through the Undersecretariat of Social Development.

ARTICLE 56.- The Directorate of Childhood, Adolescence and Family shall implement policies for the comprehensive protection of the rights of children and adolescents, promoting psychological, social and intellectual development and social inclusion programs. It shall relate to the Secretariat of Human Development through the Undersecretariat of Social Development.

ARTICLE 57.- The Directorate of Culture shall design, coordinate and execute cultural policies, manage programs and events, strengthen local artistic activity and preserve cultural heritage. It shall relate to the Secretariat of Human Development through the Undersecretariat of Education and Culture.

ARTICLE 58.- The Directorate of Education shall coordinate inclusive educational policies, optimize resources, develop programs and activities, and manage the municipal educational agenda. It shall relate to the Secretariat of Human Development through the Undersecretariat of Education and Culture.

ARTICLE 59.- The Directorate of Territorial Approach shall manage municipal decentralization, bringing services closer to residents, coordinating with neighborhood presidents and territorial agents, and managing public services in an integrated manner. It shall relate to the Secretariat of Human Development through the Undersecretariat of Municipal Decentralization.
