HAVING SEEN the content of the Digital administrative case file No. 3180, which arises through Digital Purchase Request No. 4024 of the year 2026; and,
 
CONSIDERING:
That the Coordination of Logistics, Purchases, Contracting and Inventory of the Secretariat of Public Services submits documentation for the Public Bidding Call No. 42/2026, intended for the “ACQUISITION OF JACKETS FOR PERSONNEL OF THE SECRETARIAT OF PUBLIC SERVICES”.
That the Official Budget for this procurement amounts, according to the attached documentation, to the total sum of ONE HUNDRED EIGHT MILLION SEVEN HUNDRED THIRTY-TWO THOUSAND PESOS AND 00/100 ($ 108,732,000.00), therefore, in accordance with current provisions, it is appropriate to issue a Public Bidding call.
That the Budget Directorate carried out the corresponding Preventive Imputation.
That the Undersecretariat of Treasury and Modernization, reporting to the Secretariat of Cabinet Coordination and Treasury, intervenes within its competence, authorizing this expenditure.
That there is an intervention by the Directorate of Purchases and Supplies, attaching the Terms and Conditions of the aforementioned Bidding.
That the opening of this process must be provided for in the Directorate of Purchases and Supplies, which must propose an available opening date and send invitations to the corresponding firms.
That, due to the above, this Executive Department deems it convenient to approve the documentation; consequently, to grant the Public Bidding Call No. 42/2026, intended for the “ACQUISITION OF JACKETS FOR PERSONNEL OF THE SECRETARIAT OF PUBLIC SERVICES”, in accordance with the ANNEX, which forms part of this Decree.
That the issuance of the measure is carried out in the use of the powers conferred upon the Municipal Executive by Article 107°, Subsections ñ), q) and u) of Law No. 10.027 and its amendment - Regime of the Municipalities of Entre Ríos.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1°.- Approve the documentation for the Public Bidding Call No. 42/2026, intended for the “ACQUISITION OF JACKETS FOR PERSONNEL OF THE SECRETARIAT OF PUBLIC SERVICES”, in accordance with the ANNEX, which forms part of this Decree; given the background records in the Digital Purchase administrative case file No. 3180 of the year 2026; and by virtue of what was considered above.
 
ARTICLE 2°.- Approve the Official Budget of ONE HUNDRED EIGHT MILLION SEVEN HUNDRED THIRTY-TWO THOUSAND PESOS AND 00/100 ($ 108,732,000.00).
 
ARTICLE 3° - Impute this expenditure to the Budgetary Item corresponding to the Year 2026:
No. 3.1.90.01.01.02.20.02.02 PUBLIC SERVICES $ 108,732,000.00.
 
ARTICLE 4.- It is ordered that the Directorate of Purchases and Supplies send invitations to the corresponding firms for this bidding and set the date for the opening of proposals, in accordance with what was considered above.
 
ARTICLE 5°.- Form the Evaluation Commission in accordance with the provisions of the Terms and Conditions approved above.
 
ARTICLE 6°.- Forward to the Directorate of Purchases and Supplies for the purposes provided, let the Municipal Accounting Office take note; once completed, remit for the knowledge of the Secretariat of Public Services.
 
ARTICLE 7°.- It is ordered that if the first call is declared void, the Directorate of Purchases and Supplies shall proceed to carry out a Second Call.
 
ARTICLE 8°. - Communicate, publish, give to the Secretariat of Cabinet Coordination and Treasury; and in due course, archive.

HAVING SEEN the content  of Decree No. 660/2026 dated July 21 of the current year and;
 
CONSIDERING:
That in the appointment made in  its Article 2°, the level of the position assigned to Mr. MATIAS MIGUEL PASCUCCIELLO, DNI No. 32.795.286, is omitted, therefore this Executive  Department understands it is necessary and timely to rectify said omission,
That the issuance of  this measure  is carried out in the use  of the powers conferred upon the Municipal Executive Department, by Article 107°, subsection q) and u) of Law No. 10.027/11 and amendment No. 10.082/11 01 - Regime of the Municipalities of Entre Ríos.
 
Therefore:

Having seen administrative case file 1577 "D" of July 20, 2026, and:
 
CONSIDERING:
That in the same, Mr. Galli A. Emanuel, File No. 6638, submits his resignation from the position of Director of Traffic and Transport.
That Mr. Galli Arnoldo Emanuel is thanked for his responsibility in the exercise of the entrusted functions .
That consequently, it is appropriate to proceed with a new appointment in the Directorate of Traffic and Transport.
That Mr. Jonathan Maximiliano Ramón Peruchena, File No. 6635, meets the necessary conditions of capacity and suitability to carry out the functions and competencies established in
Article 33 of Ordinance No. 38,703.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107 of Provincial Law No. 10,027 and its amendment Law No. 10,082 - Regime of the Municipalities of Entre Ríos. According to the Consolidated Text (T.O.) Decree No. 4706/12 of the Provincial Executive Branch.

ARTICLE 1.- Accept, as of July 24, 2026, the resignation from the position of Director of Traffic and Transport submitted by Mr. Galli Arnoldo Emanuel, File No. 6638.
 
ARTICLE 2.- Thank Mr. Galli Arnoldo Emanuel, File No. 6638, for his performance and dedication to the functions assigned in a timely manner; he will continue to perform tasks within the Directorate of Traffic and Transport.
 
ARTICLE 3.- Appoint as Director of Traffic and Transport Mr. Jonathan Maximiliano  Ramón Peruchena, File No. 6635, for the performance of the functions and competencies  established in Article 33 of Ordinance No. 38,703, by virtue of what is expressed in the   preceding recitals. He shall have the Rank of Director Level 1.
 
ARTICLE 4.- Communicate, publish, let the Directorate of Human Resources and the Directorate of Payroll Settlement take note, and in due course, archive.

SEEN:
Ordinance No. 38,537, enacted by the Deliberative Council of the City of Concordia on November 28, 2024, promulgated on December 9, 2024, and published on December 20, 2024, through which the “New Honors Regime” was instituted within the scope of the city of Concordia, and;
 
CONSIDERING:
That Article 1 of Ordinance No. 38,537 establishes the “Honors Regime” of the city of Concordia, comprising the Municipal Distinctions, Recognitions, and Declarations that will be granted by the Deliberative Council to persons devoted to study, profession, or trade, or dedicated to service to the community, for significant contributions made to the Municipality, and to places or events of importance to community life;
That Article 4 of the cited Ordinance establishes that the Municipal Distinctions, Recognitions, and Declarations must contain an Annex that will provide a referential framework regarding the conditions that motivate the granting of the corresponding honor;
That Article 11 of Ordinance No. 38,537 institutes the distinction of “Illustrious Citizen of the City of Concordia”, establishing that it will be granted to living persons, Argentine, born in the city of Concordia or who have resided in it for at least ten (10) consecutive years, and who possess undisputed merits and values that have resulted in benefit to the city and its residents;
That the aforementioned regulation expressly establishes that the distinction of “Illustrious Citizen” constitutes the highest honorary value to be granted in the Municipality of the City of Concordia;
That Article 12 of Ordinance No. 38,537 determines as fundamental premises to access said distinction having maintained a noble and outstanding activity, endorsed by an unalterable line of conduct;
That through said activity the community has been benefited, and that it has been sustained over time and developed within the setting of the community itself;
That Mr. Marcos Nicolás Senesi Barón, born in the city of Concordia, represents a clear example of the values of effort, perseverance, and overcoming, having started his sports training in institutions of our city, particularly at Club Salto Grande, from where he began to build a trajectory that would lead him to represent Argentina on the highest stages of international sports;
That from his early years, those who accompanied his training highlighted his personal values, his humility, his responsibility, his camaraderie, and his permanent commitment to sports activity;
That his professional trajectory led him to develop in Argentine and international soccer, reaching recognition for his sports performance and consolidating himself as a representative of our city on stages of maximum relevance;
That Mr. Marcos Nicolás Senesi Barón was part of Argentine youth national team processes and subsequently reached the Senior Argentine National Team, managing to be part of the national squad in a FIFA World Cup, the highest expression of international soccer;
That said event constitutes a reason for special pride for the Concordia community, as it concerns a resident who carried the name of our city to the world sports stage;
That his trajectory is not based solely on his sports achievements, but also on the human values that have accompanied his journey, standing out for his effort, commitment, humility, and dedication.
That the story of Marcos Senesi constitutes an example for present and future generations, demonstrating that constancy, discipline, and perseverance allow for reaching objectives of maximum demand;
That it is appropriate for the Deliberative Council of the City of Concordia to recognize those persons whose trajectory transcends the individual sphere and forms part of the collective identity of our community;
That due to the exposed background, Mr. Marcos Nicolás Senesi Barón meets the merits and conditions provided for in Ordinance No. 38,537 to receive the highest honorary distinction of the City of Concordia;
 
THEREFORE:
 
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
RESOLUTION
 
ARTICLE 1°.- Grant the distinction of “ILLUSTRIOUS CITIZEN OF THE CITY OF CONCORDIA” to Mr. Marcos Nicolás Senesi Barón, in recognition of his sports trajectory, his personal values, and his contribution to the prestige and recognition of the city of Concordia in the national and international sphere.
 
ARTICLE 2°.- Approve as Annex I of this Declaration the summary of background and merits that justify the granting of the distinction, forming an integral part of this document.
 
ARTICLE 3.- Deliver to Mr. Marcos Nicolás Senesi Barón an authenticated copy of this Declaration and a commemorative plaque in recognition of the distinction granted as “Illustrious Citizen of the City of Concordia”.
 
ARTICLE 4.- Communicate, publish, register and archive.
