ORDINANCE ADHERING TO PROVINCIAL DECREE No. 2130/26 DECLARATION OF HEALTH EMERGENCY IN MENTAL HEALTH
 
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
ORDINANCE
 
ARTICLE 1°.- Adhere the Municipality of Concordia to the objectives and guidelines established by the Provincial Executive Power Decree No. 2130/26, by which a Health Emergency in Mental Health is declared in the territory of the Province of Entre Ríos.
 
ARTICLE 2°.- Urge the Municipal Executive Department, through the competent areas, to coordinate actions with the Provincial Ministry of Health aimed at strengthening the prevention, promotion, assistance, and comprehensive approach to mental health and problematic substance use, within the scope of its competencies.
 
ARTICLE 3.- The actions derived from this ordinance shall be carried out in accordance with current budgetary availability and without affecting the provision of essential services.
 
ARTICLE 4.- Communicate, publish, register and archive.

SEEN:
The note presented by Councilwoman Eliana Camila Lagraña, through which she requests to be granted an extraordinary permit to be absent from the sessions of the Deliberative Council until the end of the 2026 Ordinary Period, and;
 
CONSIDERING:
That Councilwoman Eliana Lagraña states that she is experiencing a pregnancy which, according to the medical documentation provided, requires absolute rest, which prevents her from regularly attending the sessions of this Deliberative Council;
That the request is based on the personal and medical circumstances exposed by the councilwoman, having made available to her peers the corresponding documentation in order to prove the reasons that support her request;
That Article 8 of the Internal Regulations of the Deliberative Council establishes that, in the event of a council member's absence from more than two consecutive sessions, they must request the corresponding permit from the Body;
That, likewise, Articles 98 and 99 of Provincial Law No. 10.027 regulate the regime applicable to absences and permits for members of the Deliberative Councils;
That by virtue of the circumstances exposed and the reasons invoked being duly accredited, it is appropriate to grant the requested permit, in order to formalize her situation and guarantee the adequate compliance with the current regulatory provisions;
That, consequently, it is up to this Deliberative Council to resolve on the appropriateness of the requested permit.
 
Therefore:
 
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
RESOLUTION
 
ARTICLE 1.- Grant Councilwoman Eliana Camila Lagraña an extraordinary permit to be absent from the sessions of this Deliberative Council, for reasons related to her pregnancy, during the remaining period of the 2026 Ordinary Period.
 
ARTICLE 2.- Determine that, given the temporality and the specific term of the permit granted in the preceding article, this Deliberative Council will maintain its current integration and composition during the period of the incumbent's absence.
 
ARTICLE 3°.- Notify the Presidency of the Body, the Municipal Executive Department, and the corresponding administrative offices for their acknowledgment, registration, and other legal effects.
 
ARTICLE 4.- Communicate, register, and archive.
