THE DELIBERATIVE COUNCIL OF Concordia

Magariños streets, and the edge of the Uruguay River, as specified in the graphic that is part of this document as Annex I and other conditions incorporated below.
Designate the main street of the “Costanera Eduardo Nebel” that runs parallel to the course of the Uruguay River, from Av. Dr. Andrés Chabrillón to Av. Dr. Santiago Coldaroli, with the name Presidente Julio Argentino Roca.
ARTICLE 2.- Provide, based on what is specified in Article 1, for the creation of the
““Gastronomic Zone for food truck-type vehicles”, located in the vicinity of Coldaroli street and the edge of the Uruguay River (on a plot to be delimited in Block 7208, municipal property). It will be intended for gastronomy, which will have the infrastructure and services necessary for the proper functioning of the activity, such as: electricity supply, drinking water, waste management, and other facilities that may be necessary for that purpose. The design of the sector must prioritize accessibility, safety, user comfort, and construction quality, ensuring spaces consistent with the service to be provided. In Annex I, it appears as Zone 1.
ARTICLE 3°.- Establish, based on what is specified in Article 1, the formation of the
“Zone of Gastronomic Commercial Equipment”, located in the vicinity of Bv. San Lorenzo and the edge of the Uruguay River (on a plot to be delimited within Block 1991, municipal property)
. Sector intended for the development of gastronomic activities, through light modular structures of a permanent nature, which allow for the exterior expansion of the premises and favor open views of the surrounding landscape. The sector must have accessibility and adequate infrastructure, equipment, and services necessary for the correct functioning of the activity, as well as an architectural design that integrates harmoniously with the landscape and offers safety and comfort to users. The modules will be based on a prototype according to detail. In Annex I, it appears as Zone 2.
ARTICLE 4.- Arrange, based on what is specified in Article 1, the provision of a
““Rest and Play Zone”, located in the vicinity of Néstor Garat street and the edge of the Uruguay River (on a plot to be delimited within Block 1758, municipal property)
. It will correspond to the public area intended for the development of recreational, leisure, and social interaction activities. The sector must be consolidated with urban infrastructure that includes children's playgrounds, spaces for lingering and resting for adults, through the provision of benches, tables, and shaded areas, among others. Landscaping must prioritize the planting of native vegetation, green carpets, shrubs, and trees consistent with the riverside environment that contribute to soil stability. In Annex I, it appears as Zone 3.
ARTICLE 5.- Consider, for the purpose of reinforcing the activities derived from the project duly defined, that the uses for “Parking Lots”, “Viewpoints”, and “Beach Access and Descents” already in existence will be consolidated.
ARTICLE 6.- Formulate that for the area considered, gastronomic activities, in their different variants (including live acoustic shows, among others), will be considered as “Conditional Uses” according to Section 8.1.3. of the Urban and Territorial Planning Code (COUT - Ordinance No. 38.104/23), and therefore must be conveniently evaluated by the competent technical areas to be finally approved by the Technical Enforcement Authority.
ARTICLE 7°.- Institute that the activities of “dance clubs”, “discotheques”, “party halls”, and all those uses considered assimilable to those mentioned above, may not be established within the scope of the Costanera Nébel, due to the proximity of adjacent residential areas. Likewise, the broadcasting of music through the use of vehicles that have high-power sound equipment installed, such as “tuned” cars or “car audio” type and similar, will not be allowed.
ARTICLE 8.- Authorize the Secretariat of Public Works, in conjunction with the Costanera Management Entity, to carry out the projects for the competent works, their services, and the corresponding calls for bids that enable the actions provided for herein.
