SECRETARIAT OF HEALTH

ARTICLE 60.- It is the responsibility of the Secretariat of Health to attend to the health of citizens, with a special focus on those who do not have social or health coverage, promoting a comprehensive approach and prioritizing primary health care. In particular, it shall be responsible for:

Coordinating and supervising the actions of all directorates and divisions under its jurisdiction.
Leading strategic planning in municipal public health, establishing goals and designing effective actions.
Managing human, financial, and material resources for the municipal health system.
Monitoring and evaluating the performance and results of health policies and programs.
Establishing and maintaining collaborative relationships with relevant provincial, national, and private institutions and organizations.
Promoting public health research and the generation of scientific evidence for decision-making.
Evaluating the effectiveness, safety, and efficiency of new medical technologies and treatments.
Guarantee equitable health actions, addressing the needs of the most vulnerable groups.
Developing contingency and rapid response plans for public health emergencies.
Implementing training and professional development programs for municipal health personnel.
Promoting active community participation in health policies and programs.
To guarantee the correct execution of the budget of its area.
Other competencies established in the organizational structure of each area of the Secretariat.

ARTICLE 61.- The following Directorates shall operate within the scope of the Secretariat of Health:

Directorate of Primary Health Care.
Directorate of Medical Specialties.
Directorate of Civil Protection and Health Emergencies.
Directorate of Disability.
Directorate of Administration and Dispatch.
Directorate of Social Strengthening Policies.

ARTICLE 62.- The Directorate of Primary Health Care shall provide comprehensive services, develop preventive programs, encourage healthy habits, guarantee universal coverage, and promote citizen participation. It shall relate to the Executive Department through the Secretariat of Health.

ARTICLE 63.- The Directorate of Medical Specialties shall implement specialized care programs, offering medical services not available in primary care, ensuring quality, equitable access, and coordination with other entities. It shall relate to the Executive Department through the Secretariat of Health.

ARTICLE 64.- The Directorate of Civil Protection and Health Emergencies shall guarantee safety and health care in emergencies, coordinate emergency teams, provide coverage at events and authorized beaches, and collaborate in risk mitigation. It shall relate to the Executive Department through the Secretariat of Health.

ARTICLE 65.- The Directorate of Disability shall analyze the needs of people with disabilities, design comprehensive prevention, rehabilitation, and inclusion strategies, establish strategic alliances, and promote research, training, and awareness. It shall relate to the Executive Department through the Secretariat of Health.

ARTICLE 66.- The Directorate of Administration and Dispatch shall prepare administrative draft projects, manage the acquisition of goods and services, control administrative procedures, coordinate budget execution, and ensure transparency and efficiency in management. It shall relate to the Executive Department through the Secretariat of Health.

ARTICLE 67.- The Directorate of Social Strengthening Policies shall implement family promotion and prevention policies, provide assistance in situations of vulnerability, formulate its own and associated programs, and train human resources on issues of family, childhood, adolescence, women, violence, and addictions. It shall relate to the Executive Department through the Secretariat of Health.
