Within the framework of a comprehensive municipal state modernization process and with the objective of strengthening more efficient public management, the Municipality of Concordia has ordered, through decrees No. 930/2025, No. 931/2025, and No. 932/2025, the restructuring of internal areas within the Health Secretariat and the General Directorate of Revenue.
The measures adopted respond to a strategic review of administrative operations, aimed at optimizing the use of public resources, avoiding the duplication of functions, and concentrating efforts on key operational areas.
REORGANIZATION IN THE HEALTH SECRETARIAT
In this line, the suppression of three internal units of the Health Secretariat was defined.
The Department of Technology and Innovation in Health, created to support the digitalization of the health system, whose function will be absorbed by the Directorate of Informatics and the Department of Statistics, areas that already have trained technical teams and experience in the management of digital medical records, connectivity, and online appointments. This integration allows for a more rational use of human capital and avoids overlaps.
Regarding the Pharmacy Department, the functions linked to the management of medications and supplies will be assumed by the Directorate of Primary Health Care. This decision guarantees professionalized administration, under the supervision of a staff pharmacist, and ensures the continuity of services in accordance with current regulations.
For its part, the elimination of the SUMAR Program Department – DEM Sector was ordered, whose existence responded exclusively to the execution of funds that are no longer received. This suppression was carried out after official notification from the provincial Ministry of Health regarding the definitive closure of said program.
STRUCTURE REDUCTION IN REVENUE: ELIMINATION OF THE AUTOMOTIVE DIVISION
The elimination of the Automotive Division of the General Directorate of Revenue was resolved, a unit that managed issues linked to the Automotive Tax, a tax whose collection and oversight correspond exclusively to ATER (Tax Administration of Entre Ríos).
The development of digital tools such as the Digital Bill, promoted by ATER, has allowed taxpayers to make inquiries and payments online, significantly reducing the need for in-person assistance at municipal offices.
In this new context, and with the objective of reassigning human resources to taxes under the exclusive jurisdiction of the Municipality, the elimination of this unit was defined. The measure responds to the principle of efficiency, avoiding the duplication of functions and strengthening operational capacity in areas where the local government has direct intervention.
MODERNIZATION FOCUSED ON RESULTS
It is important to highlight that these decisions do not imply a decrease in the services provided to the community. In all cases, operational functions were redistributed to areas that have effective capabilities, ensuring the continuity and quality of care.
