Following the recent publication of a journalistic article analyzing municipal taxes in different cities across the country, the General Directorate of Revenue of the Municipality of Concordia deems it necessary to provide some clarifications to offer complete and accurate information to the citizenry.
The comparison between municipalities requires analyzing not only nominal values or maximum tax rates, but also the current regulatory context, implemented reductions, special regimes, exemptions, and the actual universe of taxpayers reached.
During 2024 and 2025, and within the framework of the municipal tax reform (Note: https://www.infobae.com/ politica/2024/09/25/una- ciudad-de-entre-rios- eliminara-300-impuestos-y-le- pondra-tope-a-la-tasa-que-se- cobra-en-la-factura-de-luz/ ), Concordia advanced in a sustained process of reducing the tax burden, administrative simplification, and modernization of the collection system, with concrete results that are not always reflected in general analyses.
EFFECTIVE REDUCTION OF THE TAX BURDEN
Among the main measures adopted, the following stand out:
• Elimination of administrative stamps (initiation of administrative case files, payment plans, certificates of no outstanding debt, information updates for the Commercial municipal tax, Cemetery stamps, among others), benefiting more than 5,000 residents.
• New regime for Small Taxpayers of the Commercial municipal tax, expanding access to more than 1,000 category A monotributistas and paying a reduced fixed amount of the Commercial municipal tax.
• Improvement of the early payment discount on the General Real Estate municipal tax, raising it from 10% to 15% on the first due date.
• Reduction of general rates for the Commercial municipal tax, lowering it from 1.9% to 1.8% in the general regime.
• Elimination of the 2.7% rate for local food and beverage businesses, food industries, and activities related to construction.
• Reduction for clinics and sanatoriums with inpatient services to 0.75%.
• Special 0.75% rate of the Commercial municipal tax for freight transport companies that have their vehicle fleet registered in the city of Concordia.
• Elimination of the 10% fee on public show tickets.
• Elimination of additional charges to ride-hailing services (remiserías) based on the number of vehicles.
• 30% reduction in surcharges for vacant lots in the General Real Estate municipal tax.
• Reduction of the Municipal Contribution for Public Lighting and establishment of caps lower than those previously in force.
A key piece of data to highlight is that 98.88% of taxpayers in the general regime of the Commercial municipal tax pay between 1.3% and 1.6%, not the maximum rate. Regarding primary activities, although they are taxed at the general rate, in practice it is not applied since most of them are carried out outside the urban area.
On the other hand, it is important to highlight that the Municipality of Concordia does not apply road taxes or environmental protection charges incorporated into fuel receipts or supermarket purchases, as occurs in other municipalities in the country. Likewise, no additional concepts or specific funds that indirectly increase the tax burden—such as tourism, industry, or other funds—are incorporated into the Commercial municipal tax, which allows the current rate to effectively reflect the actual burden paid by taxpayers.
These data are fundamental to avoid interpretations that may lead to erroneous conclusions.
PROMOTION OF INVESTMENT AND EMPLOYMENT
The municipal tax policy also incorporated: Exemptions for new hotel investments for 3 years in the Commercial municipal tax, Exemptions in the Commercial municipal tax for knowledge economy companies for 5 to 10 years, Exemptions for new hourly parking lots in the downtown area for 3 years in the Commercial municipal tax, Exemptions for commercial premises of up to 200 m² in the Commercial municipal tax. These measures seek to generate economic activity and local employment.
SIMPLIFICATION AND MODERNIZATION
Reducing the tax burden is not just about lowering rates. It is also about simplifying procedures and administrative costs. In this sense, the following were implemented: Express Commercial Permits in 24 hours for low-risk businesses, online Commercial municipal tax business closures, Digital Bill for the General Real Estate municipal tax, QR payment, electronic wallets and e-cheq, and Access to the Citizen Portal with ARCA tax password.
These tools reduce time, costs, and bureaucracy for the taxpayer.
COMMITMENT TO FISCAL RESPONSIBILITY
The Municipality maintains a policy of financial order in an adverse context, combining budgetary balance with progressive tax relief.
The goal is not to increase pressure, but to sustain essential public services (lighting, urban hygiene, maintenance, traffic, sanitary infrastructure) with a fairer and more efficient structure.
The General Directorate of Revenue reaffirms that Concordia's tax policy is oriented towards: Reducing unnecessary burdens, simplifying procedures, incentivizing productive activity, guaranteeing quality public services, sustaining fiscal balance, and fostering Tax Awareness.
