THE MUNICIPALITY ORDERED THE HALT OF A CONSTRUCTION PROJECT LOCATED IN THE LA BIANCA WETLAND
The Municipality of Concordia has ordered the immediate suspension of all work at a property located at 3000 Eva Perón Avenue, in the La Bianca area, after detecting non-compliance with current regulations and the conditions established for its development in an environmentally sensitive area.
Municipal authorities also expressly stated that the viability of any civil works on the premises will not be evaluated until the Wetland Remediation and Mitigation Plan is completed, which was recently approved and whose execution is essential to reduce potential impacts generated.
Likewise, the municipality established specific environmental and technical conditions regarding the reservoir, the incorporation of native vegetation, and the execution of hydraulic works, with the objective of preserving the natural functioning of the wetland system.
The municipal intervention is framed within various administrative case files where technical, urban, and environmental aspects linked to the project submitted for the construction of commercial premises and a warehouse on the property were evaluated.
According to the technical reports included in the administrative case file, the property is located in a sector that is part of a wetland system, which implies special conditions for intervention and requires the application of strict criteria for environmental care, hydraulic management, and impact mitigation.
In this context, the Municipality established clear and mandatory conditions that must be met before proceeding with any construction development.
Among the measures ordered, the owners were expressly instructed to:
* Suspend all unauthorized work that may be being carried out on the property.
* Allocate an area of 3,683.38 square meters for the construction of a reservoir lagoon, intended to regulate water runoff in the sector.
* Execute the culvert projected within the planned hydraulic scheme.
*Construct a retaining wall in accordance with the established technical specifications.
*Plant native species to favor the environmental recovery of the intervened area.
In this sense, it was warned that in the event of any new non-compliance with current regulations or the conditions established in the administrative case file, the corresponding report will be drawn up and the work will be immediately closed, in accordance with the powers granted by municipal legislation.
Likewise, the owners were notified that any non-compliance with the provisions or any future claims derived from the situation will be the exclusive responsibility of the property owner, with the Municipality of Concordia being exempt from liability.
To guarantee compliance with these measures, the intervention of the Department of Private Works, the Directorate of Engineering, and the Wetland Technical Team was ordered, who must verify that each of the established conditions is effectively executed.
From the municipal government, it was emphasized that the protection of wetlands constitutes a priority policy, due to the fundamental role these ecosystems play in water regulation, the preservation of biodiversity, and the prevention of flooding.
