The Municipality of Concordia will launch the Municipal Electronic Address (DEM), a new digital tool that will streamline and simplify communications between the General Directorate of Revenue and taxpayers, reducing in-person procedures and advancing toward a more modern, agile, and accessible administration.
Within the framework of the municipal tax administration modernization process, the Executive Department regulated, through Decree 829/26, the implementation of the Municipal Electronic Domicile (DEM), established by Ordinance No. 38,778.
In this first stage, the system will be used by the General Directorate of Revenue for communications and notifications related to the Commercial municipal tax, allowing taxpayers to digitally receive tax assessments, requirements, formal notices, communications, and other administrative acts.
This is a modality already commonly used by tax administrations, both at the national level through ARCA, and at the provincial level through ATER, as well as by other municipalities in the country. Concordia now incorporates this tool at the local level as part of its modernization and digitalization process.
The General Director of Revenue, Accountant Fernando Marsicano, highlighted: “We want more and more procedures and communications to be resolved in a simple and digital way, avoiding unnecessary travel and facilitating the taxpayer's relationship with the Municipality. The Electronic Domicile is a tool that taxpayers already know from its use in other tax agencies and which we are now incorporating in Concordia.”
HOW TO ACCESS?
Taxpayers will be able to log in through the Citizen Portal of the Municipality of Concordia, using their username and password, or through the ARCA portal, with CUIT and Fiscal Key, by accessing the “Municipality of Concordia – Citizen Portal” service.
Once inside the system, they will be able to consult received notifications, verify their read status, and access the details of communications and attached documentation. To complete the establishment of the DEM, it will be necessary to accept the terms and conditions and validate the provided email address.
GRADUAL IMPLEMENTATION
The mandatory nature of establishing the DEM for taxpayers and those responsible for the Commercial municipal tax will be implemented progressively:
• CUIT ending in 0, 1, 2, and 3: until September 30, 2026.
• Ending in 4, 5, and 6: until October 31, 2026.
• Ending in 7, 8, and 9: until November 30, 2026.
• Small Taxpayers: until November 30, 2026, regardless of the CUIT ending.
The implementation will be accompanied by the General Directorate of Revenue with information and assistance to taxpayers to facilitate their incorporation into the new system.
Marsicano pointed out that: “Technology must serve to make things simpler for the taxpayer. Since the beginning of this administration, we have sought a more modern Revenue Directorate, with less bureaucracy, better communication channels, and increasingly closer to the residents and merchants of Concordia.”
The Municipal Electronic Domicile will coexist with traditional means of notification, which may continue to be used when the characteristics of the case, accessibility reasons, or technical contingencies so require.
With this new tool, Concordia continues to advance towards a more modern, simple, and accessible tax management.
