That March 22 commemorates "World Water Day". and;
CONSIDERING:
That World Water Day 2026 is celebrated on March 22 under the theme "Water and Gender: Where water flows, equality grows";
That since 1993, World Water Day has been celebrated every year on March 22. This was established at the United Nations Conference on Environment and Development, and different States were invited to dedicate this day to the celebration of concrete activities such as promoting public awareness through production and dissemination, the creation of documentaries, festivals, and the organization of conferences, seminars, and exhibitions related to the conservation and development of water resources;
That furthermore, the United Nations General Assembly on July 28, 2010, approved a Resolution establishing that access to safe drinking water networks, as well as sanitation, are an essential human right for the enjoyment of life and all human rights;
That in this Resolution, the UN calls upon “States and International Organizations” to provide financial resources, capacity building, and technology transfers through international assistance and cooperation, particularly to developing countries, in order to increase efforts to supply safe drinking water and sanitation for all;
That although this 2010 UN Resolution is not part of the eleven fundamental international human rights treaties incorporated into the 1994 Constitutional Reform, to which constitutional hierarchy was granted; in the reform of our National Constitution, new rights were added such as a healthy environment, personal data protection (habeas data), and consumer rights;
That this points to the need for the formation of national awareness and marks the magnitude and importance of the water issue in our country and in our city. It is a date that encourages efficient development, conscious consumption, and the effective management of this resource;
That we must remember that water is a renewable but limited, fragile, and vulnerable resource;
That the Wetland Protection Council of the city of Concordia recognizes and highlights WATER as the most vital and essential input for the healthy development of human beings, biodiversity, and ecosystems, which is why it must be cared for and protected.
