CONSIDERING:
That the proceedings regarding the enactment of the Ordinance passed by the Deliberative Council on November 28, 2024, which aims to formalize the limits of the Industrial Park of the City of Concordia, have reached the Municipal Executive Department;

No. 10.163
SEEN:
The uncertainty experienced by the employees of the Yeruá Station Toll, located south of the Concordia department, regarding the expiration of the toll service concession on routes 12, 14, and 174, currently in the hands of the firm Caminos del Río Uruguay Sociedad Anónima ; and,
CONSIDERING:
That this situation is framed within the route privatization plan announced by the Government of Javier Milei, through the deregulation of the activity and in the midst of the restructuring of the National Directorate of Highways;
That CRUSA has been in charge of the toll concession on the mentioned routes since 1990, but there will be no more extensions and a tender has been opened for a new operation, within the Federal Concession Network;
That the process began with a public hearing, marking the start of the award to a new company;
That the main problem lies in the fact that the terms and conditions of the new tender do not contemplate the transfer of workers or the continuity of their labor rights;
That on March 17, a hearing was held within the framework of the preventive contest of Caminos del Río Uruguay before Commercial Court No. 9;
That the Company reported that it had requested “an extension of the concession term until a new operator is appointed and takes over”, with the aim of “preserving the source of work for the more than 500 direct workers” and the indirect hiring that impacts several cities in the interior of the country;
That however, after the meeting, there was no “concrete proposal from the National Secretariat of Transport and the National Directorate of Highways”, so the uncertainty persists and the fear of possible mass layoffs starting in April grows;
That in use of the powers granted by Law No. 10.027 amended by Law No. 10.082 and Ordinance No. 35.649.
Therefore:
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
RESOLUTION
