ORDINANCE DISQUALIFICATIONS TO HOLD MUNICIPAL POSITIONS.
 
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
ORDINANCE
 
ARTICLE 1.- Establish the prohibition to hold the following municipal positions:
-              Secretaries
-              Undersecretaries
-              Directors-
-              Department Heads
-              Area Heads
-              Secretaries of the Deliberative Council
-              Undersecretaries of the Deliberative Council
 
Those persons convicted in the first or second instance for the following serious intentional crimes, related to acts of corruption or against the sexual integrity of persons:
 
a) The crimes provided for in Chapters I and II of Title IX (crimes against the security of the Nation) of Book Two of the National Penal Code.
b) The crimes provided for in Chapters I and II of Title X (crimes against public powers and the constitutional order) of Book Two of the National Penal Code.
c) The crimes provided for in Chapters VI (bribery and influence peddling); VII (embezzlement of public funds); VIII (negotiations incompatible with the exercise of public functions); IX (illegal exactions); IX bis (illicit enrichment of public officials); and XIII (concealment) of Title XI of Book Two of the National Penal Code.
d) The crime of fraud to the detriment of the public administration provided for in article 174, subsection 5 of the National Penal Code.
e) The crimes provided for in Title XIII (crimes against the economic and financial order) of Book Two of the National Penal Code.
f) The crime of femicide, gender-based violence or sexual abuse in all modalities provided for in the Penal Code.
g) Those crimes that are incorporated into the National Penal Code or by special laws, in compliance with the United Nations Convention against Corruption or any other notified by the Argentine Republic on the matter.

ARTICLE 2.- Establish as a requirement to occupy the positions mentioned in ARTICLE No. 1, the submission to the Municipal Executive Department of the following documents:
-              Criminal record certificate.
-              Certificate of no child support debt.
-              Proof of certificate of no outstanding debt of municipal taxes.
-              Sworn Statement of Assets.

ORDINANCE ANGELA MARIA HOLLMAN
REQ. ASPHALT PAYMENT PLAN FOR IMPROVEMENTS.-
 
THE DELIBERATIVE COUNCIL OF THE CITY OF CONCORDIA
ENACTS THE FOLLOWING
ORDINANCE
 
ARTICLE 1°.- Grant a special payment plan to the taxpayer Hollman Ángela María DNI No. 3.916.454, for the debt regarding Asphalt for Improvements corresponding to the property registered with Provincial Record No. 103960, Municipal Record No. 5274, registered in the name of CHAVES ROQUE ELEUTERIO, in one hundred and twenty (120) installments, without financing interest, implying a monthly installment of FOUR THOUSAND SEVEN HUNDRED TWENTY-FIVE PESOS and EIGHTEEN CENTS ($4,725.18), which must be signed before the Offices of the General Directorate of Revenue.-
 
ARTICLE 2°.- Inform the taxpayer that having fallen behind on two (2) consecutive or three (3) alternate installments of the Payment Agreement, the benefit granted by this document will be rendered void and the Municipal Executive Department may claim the total cancellation of the debt plus the corresponding interest and expenses.-
 
ARTICLE 3.- Give notice of this document to the General Directorate of Revenue of the Secretariat of Cabinet Coordination and Treasury for the pertinent purposes.-
 
ARTICLE 4°.- Forward a copy of this document to Ms. Hollman Ángela María for her notification and other effects.-
 
ARTICLE 5°.- Communicate, publish, register, and archive.-

CONSIDERING
That Ms. Meza Silvia Beatriz has fulfilled with responsibility and dedication the tasks assigned to her through Decree 935/2,024.
That the objectives set in a timely manner by the Municipal Executive Department for the aforementioned area have been met.
That due to the above, it is considered pertinent to issue this document, leaving without effect the appointment made through Art. 7 of Decree No. 935/2,024.
That this Executive Department appreciates the performance and dedication shown by the aforementioned agent during this Government Administration in the functions assigned to her.  
That Ms. Lopez Beatriz Aurelia, DNI 25,398,888, is the person who meets the conditions to perform the required functions.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107, Subsections b), h), and u) of Law No. 10,027, Regime of the Municipalities of Entre Ríos.

ARTICLE 1.- Leave without effect the appointment made through Art. 7 of Decree No. 935/2,024 dated August 01, 2,024, by virtue of what was considered above.
 
ARTICLE 2.- Thank Ms. Meza Silvia Beatriz, DNI 16,794,074, for the service provided in the performance of her duties and the dedication shown to this Government Administration in the functions assigned to her.
 
ARTICLE 3.- Appoint Ms. López Beatriz Aurelia, DNI 25,398,888, as Director of Inspection for the performance of the functions assigned in Title III, Chapter II, Article 32 of Ordinance No. 38,363/24. She will have Level 1.

CONSIDERING:
That through the mentioned administrative case files, Mr. Cristina Eduardo H requests a response to the administrative claim made.
That on page 2 there is an intervention by the Directorate of Legal Affairs.
That through Opinion No. 696/24, the Directorate of Legal Affairs considers not to grant what was requested for not presenting documentation that proves said legal representation and for not presenting documentation that supports his claim.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107 of Law 10,027, amended through Law 10,082 – Organic Law of the Municipalities of Entre Ríos.
 
Therefore,

ARTICLE 1.- Reject the submission made by Mr. Cristina Eduardo H, DNI No. 21,060,071, requested through administrative case files No. 1336270 and 1340126, where the Directorate of Legal Affairs, through Opinion No. 696/24, considers not to grant what was requested for not presenting documentation that proves said legal representation and for not presenting documentation that supports his claim.
 
ARTICLE 2.- Notify the Asociación Deportiva y cultural Emperatriz “Comparsa emperatriz”.

DECREE No. 1,084/2,024

WHEREAS the new municipal organic and functional structure approved by Ordinance No. 38,363/2024 on July 29 of the current year and;
 
CONSIDERING:
That it creates the Secretariats, Undersecretariats, and Directorates of the Municipal Executive Department.
That in its Title III - Chapter I - Article 9, it establishes the competencies of the Secretariat of Cabinet Coordination and Treasury.
That through Decree No. 980/2024 dated August 6 of the current year, the Departments, Divisions, and Areas that will become part of said Secretariat are created, as well as the appointment of the persons who meet the necessary conditions of suitability and responsibility for the coverage of these positions.
That in IT terms, the current Government Program has set objectives for technological modernization in administrative processes and procedures that allow for agile and effective digital procedures.
That its implementation requires greater control of IT security, as well as the systematic analysis of the networks that allow for its operation, which is why it is considered necessary to expand the organizational structure of the IT Directorate and appoint the person responsible for carrying out these roles.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107, subsections q) and u) of Law No. 10.027/11 and its amendment No. 10.082/11 - Municipal Regime of Entre Ríos.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Create the Division of Networks and IT Security, which will be responsible for the analysis and implementation of computer networks and the management of IT security. It will complement the functions of the head of the Infrastructure and Services Department and will be the substitute in their absence. It will relate to the IT Directorate through the Infrastructure and Services Department.
 
ARTICLE 2.- Appoint as Head of the DIVISION OF NETWORKS AND IT SECURITY, Mr. INDA Kevin - File 6009, for the fulfillment of the functions established in Article 1 of this Decree. It will have Level 1.
 
ARTICLE 3.- Order that this measure shall take effect as of August 1 of the current year.
 
ARTICLE 4.- Communicate, publish, let the Payroll Settlement Directorate and the Human Resources Directorate take note, and in due course, archive.
