WHEREAS the Lease Agreement entered into between the Municipality of Concordia and the San Antonio de Padua de la Concordia Parish, signed by the Mayor, Dr. Enrique Tomas Cresto, assisted in this act by the Secretary of Government, Mr. Alfredo Francolini, and ratified by Decree No. 1342/2019, and,
 
CONSIDERING
That the fourth clause of the Agreement establishes the amount to be paid starting from 08/01/2019 and the modality of semi-annual adjustment starting from 01/01/2020.
The lease agreement is agreed upon for a term of five (5) years starting from August 1, 2019, until July 31, 2024.
That through Decree 427/2024, it is ordered to pay for the months of January to June 2024.
That due to what is stated in the fourth clause, it is appropriate to pay from 07/01/2024 until 07/31/2024 the amount equivalent to the minimum wage, Maestranza A basic category without increases or remunerative additions, of the salary of commercial employees corresponding to the month of June 2024.
That according to the current table, the minimum salary for commercial employees for the month of June 2024 amounts to the sum of FOUR HUNDRED FORTY-ONE THOUSAND ONE HUNDRED EIGHT PESOS AND 00/100 ($ 441,108.00). This corresponds to the last increase ordered starting from the month of June 2024.
That it is appropriate to classify the expenses arising from the aforementioned Decree under Article 12, subsection d.11 of Ordinance 34698.
That the expenses required for the fulfillment of this Decree shall be charged to the budget item No. 0.5.90.01.01.02.21.08 Human Development.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Law No. 10.027, Municipalities Regime, and its amendments by Provincial Law No. 10.082, according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch.

ARTICLE 1.- It is ordered to approve and pay the San Antonio de Padua de la Concordia Parish, with the payment to be issued in the name of the Parish Priest, Presbyter Juan Ángel Percara, DNI No. 10.487.351, for the rent processed in these proceedings for the Total sum of FOUR HUNDRED FORTY-ONE THOUSAND ONE HUNDRED EIGHT PESOS AND 00/100 ($441,108.00) corresponding to the month of July 2024.
 
ARTICLE 2.- The expenses required for the fulfillment of this Decree shall be charged to the current Expense Budget item. Budget item No. 0.5.90.01.01.02.21.08 Human Development.
 
ARTICLE 3.- Classify the expenses arising from the aforementioned Decree under Article 12, subsection d.11 of Ordinance 34698.
 
ARTICLE 4.- Communicate, Publish, Register, and archive in due course.

WHEREAS through Decree No. 1.776/2023, Arch. Bruno María Alejandra was appointed as President of the Municipal Autonomous Institute of Housing and Land, and,
 
CONSIDERING:
That through a note dated August 5, 2024, the aforementioned person submitted her resignation from the position of President of the Municipal Autonomous Institute of Housing and Land.
That due to the above, this Executive Department thanks Arch. Bruno María Alejandra, DNI No. 18.006.120, for having performed the required functions with responsibility and dedication.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107, subsections b), h), and u) of Law No. 10.027, Municipalities Regime of Entre Ríos.
 
Therefore,

ARTICLE 1.- Accept the resignation submitted by Arch. Bruno María Alejandra, DNI No. 18.006.120, appointed through Decree No. 1.776/2023, as expressed in the preceding recital.
 
ARTICLE 2.- Thank Arch. Bruno María Alejandra, DNI No. 18.006.120, for the performance and dedication to the functions assigned in due course.
 
ARTICLE 3.- Repeal subsection a) of Article 1 of Decree No. 1.776/2023 and keep the rest of the content in force.
 
ARTICLE 4.- For the purposes of its registration, forward to the Human Resources Directorate, and upon completion, forward to the Payroll Directorate for the purposes provided in this Decree.-

WHEREAS Decree 675/2024 of May 27, 2024, and Ordinance 38.292/2024 "Regulation of the Private Passenger Transport System and Public Taxi Services," and,
 
CONSIDERING
That said regulation governs the private passenger transport system and the public taxi system, the conditions of their administration, provision, and planning within the city of Concordia; including in the private passenger transport system, remise services and transport through electronic platforms.
That after an analysis of Decree 675/2024, having detected an error in Article 15 thereof, the need to modify it arises.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Law No. 10.027, amended by Law No. 10.082 - Municipalities Regime of Entre Ríos.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Modify Article 15 of Decree 675/2024, which shall read as follows: "ARTICLE 15.- It is ordered, as established in Article 33, granting the enforcement authority to determine the different types and characteristics of stops according to the traffic regulations in force, establish that the stops shall be as follows:
a) Fixed Stops: These shall be those assigned to the taxi licensee, having a maximum limit and complying with the provisions of Article 34 of Ordinance 38.292/2024.
b) Shared Stops: These shall have a maximum and remises and taxis may stop there. They shall be located based on the user's need."
 
ARTICLE 2.- Maintain the rest of the content of the Decree mentioned in Article 1 in force.
 
ARTICLE 3.- Communicate, publish, register, and archive in due course.

WHEREAS the content of the Internal administrative case file No. 1.206 Letter "S" of the year 2024; and,
 
CONSIDERING:
That the Directorate of Road Works and Maintenance, under the Undersecretariat of Public Services of the Secretariat of Urban Development, submits documentation for the Call for Public Bidding No. 45/2024, for the "ACQUISITION OF GRAVEL".
That the Official Budget for this procurement amounts, according to the attached documentation, to the total sum of ONE HUNDRED SEVENTEEN MILLION PESOS AND 00/100 ($ 117,000,000.00), therefore, in accordance with the current provisions, it is appropriate to issue a call for Public Bidding.
That the Budget Directorate carries out the preventive allocation in Budget Item No. 0.7.90.02.05.08.61.05 O.P. (PUBLIC WORKS FUND) $ 117,000,000.00.
That the Secretariat of Cabinet Coordination and Treasury takes the intervention of its competence, authorizing the present expenditure.
That there is an intervention by the Directorate of Purchases and Supplies, attaching from pages 10 to 13 verso of the present, the Terms and Conditions of the aforementioned Tender; and from pages 14 to 15 the Terms and Technical Specifications.
That the opening of the present must be provided for in the Directorate of Purchases and Supplies, which must propose an available opening date and carry out the legal publications.
That taking into account the urgency of the Municipality to carry out the present acquisition, use must be made of the provisions of Article 25 of the current Ordinance No. 34,698 on Procurement, within the framework of the Emergency established by Ordinance No. 38,364/24.
That, due to the above, this Executive Department deems it convenient to approve the documentation and consequently; to grant the Call for Public Tender No. 45/2024, for the "ACQUISITION OF GRAVEL", whose Annex I is part of this Decree.
That the issuance of the measure is carried out in the use of the powers conferred to the Municipal Executive by Article 107, subsections ñ), q) and u) of Law No. 10,027 and its Amendment, Regime of the Municipalities of Entre Ríos -.
Therefore;
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Approve the documentation and order the First Call for Public Tender No. 45/2024, for the "ACQUISITION OF GRAVEL", in accordance with Annex I which is part of this Decree, whose background information is in the Internal administrative case file No. 1,206 Letter "S" of the year 2,024.
 
ARTICLE 2.- Approve the Official Budget of ONE HUNDRED SEVENTEEN MILLION PESOS WITH 00/100 ($ 117,000,000.00).
 
ARTICLE 3.- Charge the present expenditure to the Budgetary Item:
No. 0.7.90.02.05.08.61.05 O.P. (PUBLIC WORKS FUND) $117,000,000.00.
 
ARTICLE 4.- Order the Directorate of Purchases and Supplies to carry out the Call for this Tender and set the date for the opening of proposals, given the provisions of Article 25 of Ordinance No. 34,698 on Municipal State Procurement and the preceding considerations.
 
ARTICLE 5.- Order the Directorate of Purchases and Supplies to carry out the legal publications for this Tender.
 
ARTICLE 6.- Form the Evaluation Commission in accordance with the provisions of the Terms and Conditions approved above.
 
ARTICLE 7.- Forward to the Directorate of Purchases and Supplies for the purposes provided, let the Municipal Accounting Office take note; once completed, remit for the knowledge of the Secretariat of Urban Development.
 
ARTICLE 8.- Communicate, publish, give to the Secretariat of Government; and in due course, archive.
