ORDINANCE OF THE MUNICIPAL REGISTRY OF FOOD PRODUCT MANUFACTURING ESTABLISHMENTS (RME).
 
THE HONORABLE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
ORDINANCE
 
ARTICLE 1.- THE Municipal Registry of establishments for food and/or beverage manufacturers, packagers, and/or distributors is hereby created. The conditions for incorporation into said registry shall be: to possess a municipal permit and to operate under the standards established by the Argentine Food Code; obtaining the registry shall be subject to a fee, and renewal shall be annual. The owner may designate an advisor or technician who is incorporated into the registry of professionals. The documentation to be submitted must be presented in duplicate
1.            Establishment registration form.
2.            Note requesting establishment registration.
3.            Copy of the municipal permit renewed for the current year.
4.            Access map to the establishment.
5.            Descriptive plan of the establishment.
6.            Building descriptive report.
7.            List of food products that are manufactured, packaged, or distributed.
8.            Descriptive report of operations.
9.            Copy of the payment receipt for running water service.
10.          Copy of the payment receipt for establishment registration.
11.          Designation and acceptance of the technical director accompanied by RMP.
12.          Photocopy of owner's DNI.
 
ARTICLE 2.- The Registry of Food Products Manufactured and/or Marketed within the jurisdiction of the City of Concordia is hereby created, the conditions of which shall be: to be endorsed by an advisor or a technical director registered in the RMP and to originate from an establishment that possesses an RME. The application and renewal of the RMPA shall be subject to a fee, and the latter shall be annual. The requirements and documentation to be presented are:
 
1.            Product registration form.
2.            Note requesting food product registration.
3.            Municipal registry of the establishment.
4.            Descriptive report of the manufacturing process endorsed by the establishment's advisor or technical director.
5.            Storage conditions and commercial shelf life of the product.
6.            Draft of the product label.
7.            Label of ingredients and additives of the product to be registered.
8.            Certification of primary packaging.
9.            Protocol of bromatological fitness analysis of the product.
10.          Payment receipt for the product registration fee.
 
                                                       
It must be presented in duplicate.
 
ARTICLE 3°.- The Municipal Registry of Professionals is hereby created, authorized to advise and direct food manufacturing and distribution establishments. The conditions for incorporation into said registry are: to have attended and passed a fee-based training course to learn the administrative procedure for permits and registry applications. They shall renew the registry annually through a fee, and must present the following documentation to the Bromatology Directorate office for a one-time submission:
 
1.            Photocopy of DNI authenticated by Bromatology Directorate personnel.
2.            Proof of registration or professional license issued by the corresponding professional association.
3.            Payment receipt for the advisor or technical director fee.
4.            Qualifying degree

Upon completion of the authorization, a card with a registration number shall be granted.
 
ARTICLE 4.- Communicate, register, publish, and archive in due course.

ORDINANCE EXEMPTION FROM PAYMENT OF PUBLIC ENTERTAINMENT MUNICIPAL TAX
PUBLIC, USE OF THE PREMISES AND ADMISSION FEES TO THE EVENT
“EXPO.SOLIDARIA TODOS POR NATACHA”

ENACTS THE FOLLOWING
ORDINANCE
 
ARTICLE  1st.- Grant the exemption from payment:
A: From the municipal tax for Public Entertainment to the event “EXPO SOLIDARIA TODOS POR NATACHA” to be held on May 18 and 19 of the current year.-
B: Use of the Parque Central premises to hold said event.-
C: Payment of admission fees.-
 
ARTICLE  2nd.- The exemption granted in the preceding article does not include the percentage corresponding to the Fund for Aid to the Disabled.-
 
ARTICLE 3°.- Notify the General Inspection Directorate of the Government Secretariat of the Municipality of Concordia of this document for the pertinent purposes.-
 
ARTICLE 4.- Notify the Director of the Parque Central premises of this document for the pertinent purposes.-
 
ARTICLE 5.- Notify the Director of Revenue of this document for the pertinent purposes.-
 
ARTICLE  6°.- Send a copy to the interested parties.-

CONSIDERING, the need to adapt the jurist value to the result of the application of the increases in the lowest quality gasoline produced since the last adaptation of the value table, in accordance with the provisions of the Tax Ordinance N° 38.225 and;
 
CONSIDERING:
That every year in the months of June and December, the values of the Jurista are adapted to the values of the lowest quality gasoline and to the dates established by the Tax Ordinance in accordance with what is established in Article N° 65 of the aforementioned Ordinance.
That the Misdemeanor Court reports the price of a liter of the lowest quality gasoline obtained from the comparison between three retailers in the city of Concordia, effective as of April 30, 2024, which amounts to the sum of $ 966.00.-
That the issuance of the measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Provincial Law N° 10.027 - Municipal Regime, amended by Provincial Law N° 1082; according to the consolidated text (T.O.) of Decree N° 4706/12 of the Provincial Executive Branch.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Adapt the values of the Jurista to the result of the application of the increases produced in the lowest quality gasoline since the last adaptation to date, in accordance with the provisions of Tax Ordinance N° 38.225.
 
ARTICLE 2.- Establish the Jurista Value at $14,490.00 (FOURTEEN THOUSAND FOUR HUNDRED NINETY PESOS AND 00/100), starting in JUNE 2024.-
 
ARTICLE 3.- Forward to Revenue, Accounting, Government Secretariat and Misdemeanor Court.-
