WHEREAS the Mayor, Dr. ENRIQUE TOMAS CRESTO, has returned to his duties this morning, and,
CONSIDERING:
That the Secretary of Urban Development, Arch. MIREYA LOPEZ BERNIS, was in charge of the Executive Department of the Municipality.
That this Decree shall be countersigned by the Secretary of Government and Treasury, Mr. ALDO DAMIAN ALVAREZ.
That consequently, it is appropriate to proceed with the issuance of this provision.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Law 10,027, amended by Law No. 10,082 - Organic Law of the Municipalities of Entre Ríos, according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Power.
Therefore,

ARTICLE 1.- The Mayor, Dr. ENRIQUE TOMAS CRESTO, is hereby placed in possession of his office, effective as of this morning.
ARTICLE 2.- The Secretary of Urban Development, Arch. MIREYA LOPEZ BERNIS, is hereby reinstated to her duties and position, effective as of this morning.

WHEREAS the proceedings contained in the Internal administrative case file No. 2673 D 2022, and,
CONSIDERING:
That the Cadastre Directorate submits the donation deed and transfer form, corresponding to Survey Plan No. 85622, Registration No. 131314 and No. 131311, for the space designated as Public Street, requesting the registration of the property in favor of the Municipality in the Public Property Registry of the city of Concordia, Province of Entre Ríos, in compliance with the provisions of the Urban and Territorial Planning Code, Ordinance No. 36.536, Title 3, Section 3.2.2 Transfer of ownership of public spaces.
That from pages 2 to 3, there is a donation deed from Mr. VARELA, Roberto Alfredo, D.N.I. No. 11.076.892, holder of 50%, and Mrs. DORFMAN, Mónica Lea, D.N.I. No. 13.575.425, holder of 50%, through which they effect the donation of the surface area to be registered, according to the documentation attached hereto, and they are in a position to offer the aforementioned property as a donation.
That from pages 4 to 6, there is a transfer form for the donated space designated as Public Street, Survey Plan No. 85622 of the Concordia Department - Municipality of Concordia - Concordia District - Chacras Zone - Chacra "B", with a total surface area of Zero Hectares, Sixteen Ares, Seventeen Centiares, Fourteen Square Decimeters (0 ha. 16 a. 17 ca. 14 dm2"), whose measurements, limits, and boundaries are as follows:
- North: Straight line (1 - 2) marked at bearing S 83° 14' E of 323.43 meters, bordering with Mario Daniel Kaplan and Others.
- East: Straight line (2 - 3) marked at bearing S 06° 46' W of 5.00 meters, bordering with Chile Street.
- South: Straight line (3 - 9) marked at bearing N 83° 14' W of 323.43 meters, bordering with Lots No. 2 and No. 3 of Roberto Alfredo Varela and Another.
- - West: Straight line (9 - 1) marked at bearing N 06° 46' E of 5.00 meters, bordering with Altos de Zorraquín Sociedad Anónima.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107, subsection u), of Law 10.027 and its amendment, the regime of the Municipalities of Entre Ríos.

THE MUNICIPAL PRESIDENT
DECREES:
ARTICLE 1.- The donation made by Mr. VARELA, Roberto Alfredo, D.N.I. No. 11.076.892, holder of 50%, and Mrs. DORFMAN, Mónica Lea, D.N.I. No. 13.575.425, holder of 50%, in their capacity as owners of the property, corresponding to Survey Plan No. 85622, Registration No. 131314 and No. 131311, for the space designated as Public Street in favor of the Municipality of Concordia, is hereby accepted, in accordance with the preceding recital and the following description:

ARTICLE 2.- Establish that the expenses resulting from this procedure shall be borne by the Municipality of Concordia.
ARTICLE 3.- The Legal and Technical Advisor, Dr. María Magdalena Ponti, Registration No. 5124 F° 140 T I, reporting to the Secretariat of Urban Development, is authorized to carry out the administrative and/or judicial procedures aimed at completing the property ownership registrations in question.
ARTICLE 4.- Forward to the Legal and Technical Advisory Department reporting to the Secretariat of Urban Development for its knowledge, with intervention to be given to the Cadastre Directorate and, in due course, to the Revenue Directorate, both reporting to the Secretariat of Government and Treasury.
ARTICLE 5.- Communicate, publish, register, submit to the Secretariat of Government and Treasury, and archive in due course.

WHEREAS,
Resolution -2021-998-APN-ATCON#MT and Resolution -2021-897-APN-SE#MT with their corresponding Result Matrix where the projects presented by the Municipality of Concordia to the National Ministry of Labor, Employment and Social Security for the execution of Employability Support and Social Integration Courses (CAE) and Introduction to Work Courses (CIT) are approved; and,
CONSIDERING:
That, through Decree No. 1339/2021 dated 11/30/2021, it was ordered to comply with the payment of the first installment established in both Resolutions of the National Ministry of Labor, Employment and Social Security.
That it is necessary to comply with the payment of the second installment established in the Result Matrix of the aforementioned Resolution -2021-998-APN-ATCON#MT and Resolution -2021-897-APN-SE#MT.
That this second installment will be paid with municipal funds using the special remuneration codes for the payment to trainers and assistants of the Youth with More and Better Work program for the execution of the Employability Support and Social Integration Course (CAE) and the Introduction to Work Course (CIT) as detailed in ANNEX I, created by Decree No. 1339/2021 dated 11/30/2021. And once the corresponding reporting is completed, the Nation will transfer the committed funds.
That several municipal agents who carried out the workshops are already providing services in other areas, since this activity was carried out in the year 2021, completed in due time and form, meeting all goals, and the corresponding exception must be made for agents who no longer belong to this department and who currently may receive additional payments through agreements.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107, subsections II), u), of Provincial Law No. 10.027 - Municipal Regime.
Therefore,

DECREES:
ARTICLE 1.- It is ordered to pay the amounts detailed in the attached Annex I, under the special remuneration codes for the payment to trainers and assistants of the Youth with More and Better Work program for the execution of the Employability Support and Social Integration Course (CAE) Code 528 and the Introduction to Work Course (CIT) Code 530 as detailed in ANNEX I, created by Decree No. 1339/2021 dated 11/30/2022, corresponding to the second installment according to the Result Matrix of Resolution -2021-998-APN-ATCON#MT and Resolution -2021-897-APN-SE#MT.
ARTICLE 2.- Charge the payment of what is provided in Article 1 of this Decree to the municipal accounts corresponding to each agent.
ARTICLE 3.- This measure is excepted for agents who are assigned to other secretariats and receive agreements and other additional payments.
ARTICLE 4.- Communicate, publish, send to the Liquidation Directorate, and archive.

HAVING SEEN the proceedings contained in administrative case file No. 1224 "D" 2023
CONSIDERING:
That on page 1 of the aforementioned administrative case file, the monthly Agent Delgado Ricardo Adrian, file No. 2437, requests to be granted one additional category in accordance with the benefit provided for in Article 1 of Ordinance 34.691/11.
That there is a report from the Human Resources Directorate regarding the Agent, who is 50 years old and has been providing services for 27 years and 7 months -Date of entry 01/11/1995-
That the Legal Affairs Directorate, through Opinion No. 926/23 on page 4, states the following: "... this Directorate considers that he DOES NOT meet the requirements demanded by Article 1 of Ordinance No. 34691 for the granting of the category assignment",
That the present measure is issued in the use of the powers conferred upon the Municipal Executive Department by Provincial Law No. 10027 - Municipal Regime -modified by Provincial Law No. 10082; according to T.O. Decree 4706/12 of the Provincial Executive Branch.
Therefore:

ARTICLE 1.- Do not grant what was requested by the monthly Agent Delgado Ricardo Adrian, file No. 2437, who requests to be granted one additional category in accordance with the benefit provided for in Article 1 of Ordinance 34.691/11, for not falling within the provisions established in the cited Ordinance and by virtue of what is expressed in the preceding consideration.
ARTICLE 2.- Refer to the Human Resources Directorate, for the purposes of its knowledge, registration, and notification of the provisions of Article 1 to the monthly Agent Delgado Ricardo Adrian, file No. 2437; once completed, comply with the Transit and Transport Center and duly archive in his personal file.-

That there is a report from the Human Resources Directorate regarding the Agent, who is 52 years old and has 24 years of service. - Date of entry 01/06/1999 –
That the Legal Affairs Directorate, through Opinion No. 936/23 on page 10, considers that the monthly Agent Cabrera María Laura, file No. 2899, meets the requirements demanded by Article 1 of Ordinance No. 34691 for the granting of the category assignment.

ARTICLE 1.- It is ordered to classify the monthly Agent Cabrera María Laura, file No. 2899, within the benefit established in Article 1 of Ordinance No. 34.691/11 and to promote her to the 24th category by virtue of what is expressed in the preceding consideration of this Decree.
ARTICLE 2.- Notify through a note to the Human Resources Directorate, let the Payroll Directorate take due note, and duly archive in her personal file.
