In the framework of the 20th Ordinary Session the Deliberative Council of Concordia, presided over by the vice-mayor Lic. Magdalena Reta de Urquiza and with the presence of eleven councilors, the legislative body gave unanimous approval to a set of projects promoted by the Municipal Executive Department. The day was marked by legislative responses aimed at mitigating the losses from the recent storm, the extension of tax regularization programs, and the unblocking of social infrastructure works.
100% tax relief for those affected by the storm
One of the central points of the agenda was the ratification of Municipal Decree No. 659/26, through which the creation of an Exceptional Tax Benefit Regime. The measure grants a total exemption (100%) both in the Commercial municipal tax and in the General Real Estate municipal tax for all businesses, SMEs, and establishments in the productive sector that suffered significant material damage after the severe meteorological phenomenon of last July 18th.
In this regard, the head of the legislative body highlighted the importance of the regulation: "It is a very important tax benefit that companies and merchants will have to be able to recover from losses within the period set by the regulations."
Likewise, the authorities highlighted the legislative recognition of the various operational areas of the Municipality that continue to carry out assistance and containment tasks in the most affected neighborhoods.
Extension of the tax moratorium until December 30th
In order to provide economic predictability to taxpayers, the chamber approved the extension of Ordinance No. 38.807, extending until December 30, 2026 the scheme for the regularization of municipal debts whose original expiration date was this July 31st.
The program allows for the total or partial reduction of compensatory interest in the following concepts: General Real Estate municipal tax, Sanitary Services municipal tax, Contribution for Improvements, Fines processed before the Misdemeanor Court
Reta de Urquiza placed special emphasis on the direct impact on the family economy: "In the case of the sanitary services municipal tax, there is a surcharge for late payment that represents a considerable amount. By accessing this regularization, that surcharge is completely eliminated, which also generates relief in the future billing of services."
Ownership regularization to unblock the CDI work in La Bianca
In the field of public works and community infrastructure, an ordinance on ownership regulation was sanctioned that will allow for the reactivation of the construction of the Child Development Center (CDI) in the La Bianca neighborhood, a work paralyzed for almost eight years.
The legal conflict stemmed from an ownership overlap: the funds allocated by the National State began to be executed on land that formally appeared in the name of the Province of Entre Ríos (intended for a primary school in the area). With the sanction of this regulation, the school institution formally returned a fraction of the land to the municipal heritage -its original owner-, legally framing the project for its subsequent completion.
Health Emergency in Mental Health and Municipal Interest
During the session, the project of the block Together for Entre Ríos was entered and referred for its treatment to adhere to the provincial decree that declares the Health Emergency in Mental Health.
At the same time, the deliberative body approved a series of Declarations of Municipal Interest:
Initiatives by councilwoman Claudia Villalba (Mas para Entre Ríos):
Initiatives by councilman Mauricio Rey (Together for Entre Ríos):
Tributes and political exchanges in the chamber
The final part of the session was marked by emotional expressions and a political counterpoint between the blocs:
Condolences for Darío Adolfo Báez: Council members Yaiza Pessolani Bechet (LLA), Claudia Villalba (Mas para Entre Ríos) and Felipe Sastre (Together for Entre Ríos) expressed their deep sorrow for the passing of the councilman from Paraná, which occurred last Tuesday, July 28. Pessolani Bechet highlighted his career and social commitment. Báez had been serving in his legislative position in the provincial capital since December 2023, having originally taken office for the party La Libertad Avanza. Subsequently, he formed the single-member bloc "Transformación" within the deliberative body.
Anniversary of Eva Perón and school canteens: Councilwoman Claudia Villalba (Más para Entre Ríos) commemorated the anniversary of the passing into immortality of Eva Perón (July 26, 1952). In her speech, she contrasted the historical legacy of child protection with the current provincial situation, criticizing the new criteria that the provincial administration plans to implement in the management of school canteens.
Response from the ruling party bench: Councilman Felipe Sastre (Together for Entre Ríos) praised the work of the Municipal Secretariat of Social Development in the face of climate emergencies and defended the new nutritional scheme for school canteens. Likewise, he requested that the opposition act with institutional responsibility regarding the dissemination of videos on social media about operational interventions by municipal areas—such as sidewalk repairs to ensure accessibility for people with reduced mobility—lamenting the use of the tribute space for political contention.
