Within the framework of the process of reorganization, modernization, and efficiency of the State that the municipality has been carrying out, the project sent by the Executive branch to dissolve the INVyTAM and concentrate urban planning in Public Works was approved this morning.
The ordinance project proposes the dissolution of the Municipal Autonomous Housing and Land Institute (INVyTAM), within the framework of a reorganization process aimed at improving efficiency, transparency, and urban planning.
The Executive branch clarified that the measure does not imply the elimination of policies for access to land, housing, or property regularization, but rather their integration into the Secretariat of Public Works, with the objective of achieving more orderly urban development and better results for the residents.
The measure seeks to ensure that housing solutions arrive with planning, infrastructure, and responsibility in the use of public resources
A CHANGE BASED ON A CONCRETE DIAGNOSIS
The decision is based on a technical analysis that detected structural problems in the Institute's operation, in its financial, administrative, and operational aspects.
Among the main points, the following stand out:
Lack of real financial autonomy: only 6.6% of the budget corresponds to genuine income, while the agency depends largely on municipal contributions.
Non-operational funds: more than 60% of the budget comes from old programs with unfinished works or without administrative closure.
Overlapping functions: in practice, a large part of the Institute's structure already depends on the Municipality.
Administrative disorder: coexistence of multiple registration systems that hinder the control and monitoring of payments.
DEFICIENCIES THAT IMPACTED THE RESIDENTS
The survey also identified situations that directly affected those who were supposed to be beneficiaries of the programs:
In different neighborhoods where the Institute intervened in urbanization processes through national plans (2017 and 2022), internal water and sewage networks were executed without first building the necessary links to connect them to the city's main system networks.
Also, land was allocated without prior guarantees of the minimum conditions of basic infrastructure such as access to drinking water, sanitation services, and electricity.
The programs have high levels of uncollectibility, which in some cases reach between 50% and 75%.
WHAT CHANGES WITH THE NEW PROPOSAL
The initiative proposes integrating the functions of the INVyTAM into the Secretariat of Public Works, which will allow: planning subdivisions together with the necessary infrastructure, avoiding unfinished works, improving administrative and financial controls, and optimizing the use of public resources.
GUARANTEE OF CONTINUITY
The municipality emphasizes that the works in progress will continue normally. Current programs will remain active. All acquired rights will be respected, and ongoing administrative case files will not be interrupted. It should be mentioned that payments for active payment agreements will continue at the Revenue Directorate.
The Executive branch remarked that the measure is part of a broader policy of modernization of the local State to guarantee results and ensure that solutions truly arrive.
