HAVING SEEN the administrative case file No. 1046"S"/2025 and,
 
CONSIDERING:
That the Monthly Agent Silva José Gustavo, Personnel File No. 3165, requests to be granted the benefit provided for in Article 1/3 of Ordinance No. 34,691/11 and amending Ordinance No. 36,077/17.
That on page 11 there is a report from the Human Resources Department, which communicates that said agent is 58 years old and has a seniority of 22 years and 3 months of service in this municipality.
That the Legal and Technical Undersecretariat reports that the Agent does not comply with the aforementioned requirement in order to access the benefit in question, that is to say, what is established by the cited articles and that it must be articulated with what is regulated by Law 8732.-
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Articles 107, subsection u) of Law No. 10,027 — Municipal Regime - amended through Law 10,082, according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch.-

Therefore,

ARTICLE 1.-  Do not grant what was requested by the monthly Agent Silva José Gustavo, Personnel File No. 3165, for not falling within what is established in Articles 1/3 of Ordinance 34,691/11 and that it must be articulated with what is regulated by Law 8732, by virtue of what is expressed in the preceding consideration.
 
ARTICLE 2.- Notify through the Human Resources Department and duly archive in his personal file.

HAVING SEEN the Internal administrative case file No. 3449 "D"/2025, in which the Neighborhood Commissions Department presents the documentation for the recognition of the new authorities of the Neighborhood Commission of the "25 DE MAYO" NEIGHBORHOOD and,

CONSIDERING:
That, on 07/22/2025, list No. 2, color WHITE, with the name "CELESTE Y BLANCO", was presented in due time and form for its registration, as appears on page 2, being the only list presented to participate in the elections of said neighborhood.
That on page 12 there is a record of the presentation of requirements, with list No. 2, color WHITE, with the name "CELESTE Y BLANCO" presented, dated 08/06/2025, set as the deadline for the presentation of requirements, which have been fulfilled.
That by virtue of the request for recognition appearing on page 16 and that list No. 2, color WHITE, with the name "CELESTE Y BLANCO" has fulfilled the requirements established by Ordinances No. 21,470 and its amendments No. 30,269 and 33,587, it is appropriate to proceed with the recognition of the new authorities with all the members of the list to occupy the elective positions.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article No. 107, of Law No. 10,027 and amendments — Municipal Regime of Entre Ríos.

HAVING SEEN the Internal administrative case file No. 3451 "D"/2025, in which the Neighborhood Commissions Department presents the documentation for the recognition of the new authorities of the Neighborhood Commission of the "SAN FRANCISCO OESTE" NEIGHBORHOOD and,
 
CONSIDERING:
That, on 08/20/2025, list No. 3109, color WHITE, with the name "VECINOS UNIDOS", was presented in due time and form for its registration, as appears on page 2, being the only list presented to participate in the elections of said neighborhood.
That on page 13 there is a record of the presentation of requirements, with list No. 3109, color WHITE, with the name "VECINOS UNIDOS" presented, dated 09/29/2025, set as the deadline for the presentation of requirements, which have been fulfilled.
Whereas, by virtue of the request for recognition found on page 16, and given that list No. 3109, color WHITE, named "VECINOS UNIDOS" has fulfilled the requirements established by Ordinances No. 21,470 and its amendments No. 30,269 and 33,587, it is appropriate to proceed with the recognition of the new authorities, with all members of the list to occupy the elective positions.

HAVING SEEN Decree 1.153/2025, Decree No. 382/2026, Ordinance No. 38.703/2025, and the need to consolidate the Municipal Cabinet; and
 
CONSIDERING:
Whereas, through Decree No. 1.153/2025, Mr. Roberto Oscar RAMÍREZ, DNI No. 18.346.965, was appointed to the position of Undersecretary of Public Services.
Whereas, through Decree No. 382/2026, Mr. Roberto Oscar RAMÍREZ, DNI No. 18.346.965, was appointed on a temporary basis to the position of Secretary of Public Services, without prejudice to the functions he was performing as Undersecretary of Public Services.
Whereas it is necessary to consolidate the Municipal Cabinet by permanently appointing the Secretary and the Undersecretary of Public Services, in order to guarantee the fulfillment of the functions determined in Ordinance No. 38.703/2025.
Whereas Mr. Roberto Oscar Ramírez, DNI No. 18.346.965, meets the conditions to hold the position of Secretary of Public Services on a permanent basis.
Whereas, likewise, Eng. Mariano Aníbal Mangioni, DNI No. 39.035.584, meets the necessary conditions to hold the position of Undersecretary of Public Services.
Whereas, consequently, it is necessary to issue this administrative act in accordance with the provisions of the current regulatory framework,
Whereas this measure is issued in the exercise of the powers conferred by Article 107, subsections ñ), q), and u) of Law No. 10.027 and its amendment - Municipal Regime - modified through Law 10.082, according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch. -
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1°.- Repeal Art. 1 of Decree 1.153/2025 and Art. 3 of Decree No. 382/2026, keeping the rest of their content in force.
 
ARTICLE 2°.- Appoint Mr. Ramírez Roberto Oscar, DNI No. 18.346.965, as Secretary of Public Services, in accordance with the functions and competencies established in Ordinance No. 38.703/2025, starting from May 26, 2026. Without position liquidation.
 
ARTICLE 3.- Appoint Eng. Mangioni Mariano Anibal, DNI No. 39.035.584, as Undersecretary of Public Services, for the performance of the functions assigned in Title III, Chapter V, Article 70 of Ordinance No. 38.703/2025, starting from May 26, 2026.
 
ARTICLE 4°.- This Decree shall be countersigned by the Secretary of Cabinet Coordination and Treasury.-

HAVING SEEN
That Mrs. Soto Griselda requests a special payment plan for the debt regarding the Commercial municipal tax, Commerce Code: 34742, as well as the cancellation of the commercial activity, and;
 
CONSIDERING:
That the taxpayer appeals to this Deliberative Body to express her willingness to pay the aforementioned debt through a special payment plan in 36 installments, due to the fact that it is very high and she could not otherwise settle it; she also requests the cancellation of said commercial activity;
That the applicant explains the difficult economic situation, as well as personal circumstances, for which she does not possess sufficient economic resources to face such a high amount under the conditions required by the General Directorate of Revenue;
That on page 04, the Directorate of Revenue intervenes in said request, considering the granting of said 36-installment plan viable (page 05). Regarding the request for cancellation of the commercial activity, it is made known that it must be processed once the payment plan is consolidated. To this effect, the cancellation must be processed either through the Citizen Portal (ARCA) or in person by submitting Form No. 118, complying with the established requirements, and may be requested retroactively to the date of the Monotributo cancellation or in accordance with supporting documentation that proves the cessation of activity.
 
Therefore:
 
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
RESOLUTION
 
ARTICLE 1.- Grant a special payment plan to the taxpayer Mrs. Soto Griselda for the debt regarding the Commercial municipal tax, in thirty-six (36) installments with financing interest, implying a monthly installment with a variable interest rate, starting at an amount of THIRTY THOUSAND SEVEN HUNDRED FOUR PESOS with 00/100 ($ 30,704.00), which must be signed at the offices of the General Directorate of Revenue.
 
ARTICLE 2°.- Inform the taxpayer that having fallen behind on two (2) consecutive or three (3) alternating installments of the Payment Agreement, the benefit granted herein shall be rendered void and the Municipal Executive Department may claim the total cancellation of the debt with the corresponding interest and expenses. Regarding the request for the cancellation of commercial activity, it is made known that it must be processed once the payment plan has been consolidated.
 
ARTICLE 3.- Notify the General Directorate of Revenue of the Secretariat of Cabinet Coordination and Treasury of this for the pertinent purposes.
 
ARTICLE 4.- Send a copy of this to Mrs. Soto Griselda, with address located at Calle Prospero Bovino No. 2912, for her notification and other effects.
 
ARTICLE 5.- Communicate, publish, register and archive.
