Immediately, they shall assume the presidency of the session and in their presence, the elected municipal president shall take the oath with the same formula”.-
TITLE II
ON SESSIONS IN GENERAL
"ARTICLE 3º bis.- Virtual Sessions. The Deliberative Council may hold sessions through the use of a virtual videoconferencing system, when due to situations affecting institutional functioning, health emergencies, natural disasters, or force majeure, it is not possible or it is difficult to gather the councilors physically. It must be convened by the President of the Deliberative Council with the agreement of the blocs.-
For the purposes of its realization, a computer system must be used that guarantees the participation of the councilors in the debate simultaneously and in real time, allowing for the use of the floor and the casting of votes.
Likewise, the physical presence of the President or representative of each Bloc must be ensured at the time of holding the session.
In the event that a councilor present during the course of the debate is absent during the voting due to technical problems, they may leave a record of their vote before the Presidency of the Deliberative Council, by submitting a signed note from said councilor within 24 hours of the end of the session, which shall not modify the result of the vote".
“ARTICLE 4º.- The sessions of the Council shall always be public, unless a simple majority decides in each case that they be secret, due to the nature of the matters to be discussed requiring it.-
They are constituted with a quorum of half plus one of the total of their members, except for enacting the extension ordinance, in which case it may hold a session with more than one third of its members.-
When two consecutive ordinary sessions have failed, the Body may hold a session with one third of its members, in accordance with Article 88º of the Organic Law of Municipalities No. 10,027.-
The determination of the quorum in the case of virtual sessions shall be calculated based on the connection of the councilor in the system established to operate, without prejudice to the requirements of physical presence. It shall be good practice that the connection must be available half an hour before the time set for the session."
TITLE III

“ARTICLE 9º.- When any councilor is noted for their absence, disorderly conduct in the exercise of their duties, indignity, or physical or mental incapacity surviving their incorporation, which prevents them from exercising the position, the president shall bring it to the attention of the Body so that it may adopt the pertinent measures, as established in Articles 98º and 99º of the Organic Law of Municipalities No. 10,027”.-
