The Undersecretariat of Citizen Security is created by means of ORDINANCE No. 35,597 dated November 26, 2015, which establishes in its Art. 3: “... It is the competence of this area to coordinate and organize the necessary activities for the fulfillment of the municipal policy regarding the management of citizen security, setting common criteria with other public and private, provincial and national agencies, Security Forces, Provincial and Federal Police, and the Judiciary for crime prevention, such as the use of citizen security cameras - 911 System or others -, panic buttons, urban control with different degrees of intervention, community alarms, safe paths, local police, and all those programs that are considered and are compatible with its main objective. It represents the Mayor, jointly with the Government Secretariat, in the Municipal Council for Preventive Local Security. It will relate to the Executive Department through the Government Secretariat.

In its Art. 4, this Ordinance establishes the creation of the Directorate of Citizen Security, which assists the Undersecretariat as an administrative area and specifically for the design, planning, and execution of citizen participation programs through debate forums and meetings with community sectors aimed at identifying structural problems related to security, developing and providing projects and statistics to local and provincial police forces.

Another significant task is that framed by the provisions of Ordinance No. 35632, which creates the Security Council of the City of Concordia and its new regulation, addressing everything concerning its organization and the follow-up of internal procedures. It also sets the Agenda for both the monthly meetings of the Security Committee and those of the Citizen Security Council, meeting in plenary session.
