The Deliberative Council approved the new ordinance, No. 38,648, which regulates the operation of the Mixed Entity of Tourism of Concordia (EMCONTUR), incorporating changes that strengthen internal democracy, management transparency, and equitable participation of all sectors.
The central aspect of the reform is the rotation of the vice-presidency and the positions held by private representatives, which ensures that each institution that is part of the Entity can be part of the leadership. This change leaves behind the scheme in force since 2019, which restricted alternation, and paves the way for a more plural, representative, and democratic model. In addition, the executive president will be appointed by the municipal mayor and a councilor for the second minority is added, thus allowing all blocs to have representation.
The ordinance also introduces control and accountability mechanisms that consolidate transparency and ensure that the Entity's decisions respond to the collective interest. Among the main advances are: mandatory rotation of positions in the private sector, guaranteeing equity and participation. Greater access to public information, with balance sheets and resolutions available in a clear manner. More precise operating rules, which reduce discretion and strengthen participatory processes.
With this reform, EMCONTUR projects itself towards a modern, open, and participatory model, which reinforces public-private cooperation under clear rules and with a focus on transparency and democratization.
A NEW MANAGEMENT MODEL
Since December 2023, the Entity has been applying a new management model, based on three pillars:
1. Participatory: all actors actively intervene in decision-making.
2. Collaborative: through exchange and debate in deliberative meetings, consensus is sought and the best strategies for local tourism development are defined.
3. Transparent: accounts of expenses and investments are reported monthly, without the need for them to be requested by private institutions.
This scheme allowed for concrete results to be achieved:
At the beginning of the administration, personnel expenses represented nearly 65% of the budget; today they are less than 25%, thanks to efficient and transparent administration.
This reduction of more than 40% translated into more investment for tourism promotion and development.
Transfers from the municipality were streamlined, which allowed for greater predictability and planning.
In 2024, the investment in tourism promotion and development was more than double that of 2023, always defined in consensus with the private sector that makes up the board of directors.
SOME OF THE MAIN ACHIEVEMENTS
Development of the 2025-2030 Sustainable Tourism Strategic Plan, together with UNER, which will be finalized this year (with the second participatory workshop scheduled for 8/22).
The ordinance for the 3-year exemption of the municipal tax for new accommodation ventures was achieved.
Concordia became the city in the province with the highest investment in training, aimed at tourism informants, the Citizen Guard, tour guides, traffic inspectors, hotel receptionists, fuel dispatchers, and other related sectors.
