According to the Evaluation Committee's report, VITSA Soluciones Ambientales S.A. obtained the highest score and was recommended for the award by a majority of the Committee members. The contract will have a duration of four years.
By means of Decree No. 854/2026, the Executive Department, based on the Evaluation Committee's report, awarded Public Tender No. 47/2026 for the contracting of the household Urban Solid Waste collection service corresponding to the eight operational zones of the city currently outsourced, with the incorporation of a sector of Pampa Soler.
Six companies were present at the opening of the tender envelopes. In accordance with Art. 10 of the Terms and Conditions, the Evaluation Committee, composed of representatives from the Secretariat of Cabinet Coordination and Treasury, the Directorate of Legal Affairs, and the Secretariat of Public Services, with the intervention of the Directorate of Purchasing and Supplies, analyzed the admissible bids: ASHIRA S.A., Bodegas y Viñedos Santa Elena S.R.L., Transportes Malvinas S.R.L., and VITSA Soluciones Ambientales S.A.
The analysis was conducted in accordance with the objective criteria set forth in the tender documents: economic bid, age and condition of the fleet, availability of additional units, track record in services of a similar scale, and operational and contingency plan. On that basis, VITSA obtained, from the majority of the members of the evaluation committee, the highest score in the process, above the other evaluated bids.
Among the factors that defined the award, the operational capacity of the proposal stands out: VITSA offered the greatest availability of additional units, two compactor trucks above the minimum required by the tender documents, which allowed it to obtain the maximum score in that item and guarantee a greater margin of reserve, replacement, and reinforcement to sustain the service without interruptions in the face of operational contingencies.
The proposal also reached the maximum score in the operational and contingency plan, and fully complied with the technical requirements demanded by the Secretariat of Public Services.
As a complementary part of its proposal, VITSA incorporated a specific plan for the remediation of micro-landfills identified in the area: it identified some 30 critical points of clandestine accumulation and proposed a special crew with a backhoe and dump truck for their removal, the installation of 20 containers at the most recurrent points (within the total of 50 required by the tender documents), and a photographic and georeferenced tracking system to certify the status of each intervention.
In economic terms, VITSA's bid was also competitive, offering only 0.11% more than the lowest proposal received among those submitted.
CONTINUOUS IMPROVEMENT PROCESS
The municipal Executive branch pointed out that the tender is part of the objective of improving the quality and efficiency of an essential service, guaranteeing the continuity of collection and establishing conditions for provision, control, and monitoring during the execution of the contract.
The award represents a new step within the process of continuous improvement of the comprehensive management of urban solid waste, with the objective of having an efficient, planned service in accordance with the current needs of the city.
