Within the framework of a comprehensive policy for the prevention and strengthening of citizen security, the Municipality of Concordia presented to the Departmental Directorate of Schools a project for the implementation of the “Panic Button for Educational Institutions” system, a technological tool designed to optimize protection, monitoring, and immediate response mechanisms for emergency situations within the school environment.
The initiative is promoted by the Undersecretariat of Citizen Security, which reports to the Government Secretariat, and seeks to coordinate actions with the Departmental Directorate of Schools, security forces, emergency services, and competent provincial agencies.
The proposal arises in a context of growing concern expressed by principals of secondary schools in the Concordia department, who recently warned about an escalation of situations involving violence, threats, aggression, and complex conflicts that directly impact school coexistence and the educational trajectories of students.
The system will allow each educational institution to have physical devices or mobile applications connected to a monitoring center, enabling the issuance of immediate alerts and the rapid activation of intervention protocols in risk situations. The design and creation of the app will be carried out by the Municipality, through the IT Directorate.
Among the program's objectives are the strengthening of prevention and response capabilities, the comprehensive protection of students, teachers, and educational staff, and direct coordination with the Police, health services, and assistance agencies.
The Undersecretary of Citizen Security, Claudio Purgart, highlighted that the measure seeks to “provide a concrete response to a problem that currently deeply concerns the entire educational community.”
“We know that social violence often enters schools and that management teams and teachers are facing increasingly complex situations. This system will allow for improved response times and support institutions with concrete technological and operational tools,” the official noted.
Furthermore, he explained that the implementation will be accompanied by training sessions aimed at principals and authorized personnel of each establishment, addressing action protocols and the use of the system.
For his part, the mayor Francisco Azcué remarked that security and prevention are priority axes of the municipal administration and maintained that the State must act in a coordinated manner with institutions to collaborate in the prevention of this problem that affects children, adolescents, and teachers.
In that sense, the Mayor stressed that the proposal is part of a broader public policy linked to prevention, territorial presence, and institutional strengthening.
The Municipality also pointed out that the program aims not only to improve the capacity for immediate intervention but also to generate conditions of greater tranquility and protection for the entire educational community.
The proposal suggests the possibility that the incorporation of educational institutions into the system be coordinated with the Departmental Directorate of Schools, and it is expected to advance progressively in the implementation once the corresponding administrative and operational stages are completed.
