EIn the framework of the 29th ordinary session of the Deliberative Council of Concordia, the president of the legislative body, Lic. Magdalena Reta de Urquiza, presented a balance of the resolutions sanctioned by the chamber. The day was marked by the progress of ordinances linked to accessibility in the municipal sphere, progress in urban nomenclature, and the monitoring of contracts and expenditures during the Environmental Emergency. Social and cultural institutions of the region were also recognized.
Universal accessibility in the municipal public administration
One of the central axes of the day was the approval of the Municipal Program for Communicational Accessibility and Inclusion, an initiative that seeks to guarantee equitable service in all local offices and decentralized entities. The regulation requires the presence of personnel trained in Argentine Sign Language (LSA) or the implementation of Braille signage in every public service area. To achieve this objective, training sessions for municipal agents will begin next week, who will be included in an official registry for their eventual call or redistribution according to service needs.
Urban nomenclature, land transfer, and debate over the bus terminal
Regarding territorial planning, the legislative body approved the naming of "Nicolás Spinelli" for public street Code 1721, whose route begins at Monseñor Rosch Avenue and extends westward parallel to the Hugo Ricardo Castelli artery. Likewise, a favorable course was given to the administrative case file submitted by the Ministry of Security and Justice of Entre Ríos to correct cadastral information regarding the donation of a property in favor of the Provincial Superior Government.
On the other hand, the chamber was the scene of an intense debate following the rejection of a communication minute linked to the maintenance of the restrooms at the Bus Terminal.
From the presidency and the ruling bloc, they explained that conservation tasks at the site are constant, although they are strongly conditioned by frequent vandalism and the misuse of the facilities. In that sense, they remarked that the space is in the midst of a comprehensive remodeling process, with work having already been completed in the restrooms for people with disabilities and in the men's sector.
Likewise, they pointed out that the main difficulty lies in the impossibility of controlling individual behavior in the privacy of the restrooms, which causes permanent deterioration despite the continuous presence of assigned security personnel.
Request for reports on the Environmental Emergency
The discussion reached a high point with the approval of a request for reports on the contracts and expenditures made within the framework of the Environmental Emergency. The measure prospered with the vote of the Más para Entre Ríos bloc and of La Libertad Avanza. On this point, Reta de Urquiza clarified that there is a Monitoring Commission - an agency in charge of auditing said funds - and that it is within the administrative deadlines provided to present its report on what was done in the last quarter, July, August, and September, so the required documentation will be available starting then.
Health awareness and actions for Pink October
In the framework of World Breast Cancer Awareness Day, promoted by councilwoman Claudia Villalba, the campaign "Pink October" was declared of Municipal, Social, and Public Health Interest, highlighting the community work of LALCEC Concordia Branch. During the month, the institution will develop free mammograms for women over 40 without health insurance at its headquarters (Monday, Wednesday, and Friday from 9:00 to 11:00 AM), in addition to educational workshops, medical training, and a preventive day at Plaza 25 de Mayo on October 19. The agenda includes the allocation of 15 studies for residents of La Criolla and will culminate on Saturday, October 25, with the traditional Pink Walk from the headquarters on Urquiza Street towards the Costanera or San Carlos Park.
Promotion of culture, education, and regional production
At the proposal of the deliberative bloc, multiple distinctions were awarded to events and personalities of the city. The 2026 Horticultural Day, organized by INTA Concordia and AIANER for October 15 at the Yuquerí Station, was declared of Municipal Interest, focusing on agri-food innovation, bio-inputs, and hydroponics. At the same time, the VI Transcultural Encounter and Arts Week of Secondary School No. 37 Ernesto Che Guevara, scheduled from October 13 to 16, received its declaration of interest.
The legislative body also paid tribute to the more than three-decade career of Marcelo Alfredo Alejandro Cortiana for his educational work in the Scout Movement and his dedication to the conservation of natural areas in the region. In the artistic and pedagogical field, the "Drama Fest" project of the Instituto San José Adoratrices D-7 was distinguished, an English-language theatrical contest that will present the play Robin Hood on October 23 at the Gran Odeón Theater, and the XXX Inter-American Dance Competition, organized by CIAD and the Orange Jazz Institute for November 7 and 8, with a special recognition to Teresita García de Costa for her impact on local tourism and culture.
Likewise, at the initiative of councilwoman Carolina Amiano, the historical proposal integrated by the talk "The San Antonio de Padua Cathedral" - led by professor Susana Labéque - and the exhibition of unpublished ecclesiastical documents at the Palacio Arruabarrena Regional Museum, scheduled for October 9 at 10:00 AM, was supported.
Tributes
The Deliberative Council dedicated a space of tribute to International Dyslexia Day, commemorated every October 8. Councilwoman Celeste Fuscado made visible this neurobiological condition that affects reading and writing, emphasizing that it is unrelated to the person's intelligence or effort. Likewise, she remarked that early detection is key to applying the corresponding pedagogical adaptations in schools.
In that framework, the councilwoman highlighted the color turquoise as a global symbol of the cause and granted recognition to Vanesa Neiffert, representative of DISFAM Entre Ríos, and to the members of the organization for their continuous work and for the recent meeting of institutions and NGOs held at the city's Convention Center.
Assistance in the face of weather contingencies
In the final stretch of the session, the authorities of the Deliberative Council expressed formal recognition to the municipal crews and areas dedicated to providing aid in the neighborhoods affected by the weather conditions linked to the El Niño phenomenon. Given this situation, the community was reminded that the WhatsApp line 3454132744 remains active as the only official channel to channel requests for assistance directly.
