In the framework of the eleventh ordinary session of the legislative period, the Deliberative Council of Concordia sanctioned this Thursday, unanimously, the Municipal Cybercrime Prevention Program. The regulation, promoted by councilwoman Eliana Lagraña (Juntos por Entre Ríos), now has the force of local law and establishes an immediate application strategy to protect citizens against growing virtual scams.
The session was presided over by the vice-mayor, Lic. Magdalena Reta de Urquiza, and was attended by ten council members. The day also had a prominent institutional framework with the visit of 6th-year students from School No. 4 "Damián Pedro Garat" of Villa Adela, who attended along with their teachers as part of the pedagogical activities promoted by the legislative body.
The central axes of the legislative debate
At the end of the day, vice-mayor Reta de Urquiza reviewed the main topics addressed by the body, weighing the approval of preventive security tools, the halt to real estate irregularities, and the recognition of youth and local sports.
Tools against virtual scams
The formal approval of the ordinance against cybercrimes was unlocked after receiving reports from the Citizen Security and Informatics areas regarding the lack of initial infrastructure. The situation was resolved thanks to training launched by the province of Entre Ríos, which will allow for qualified personnel to instruct the population and alert the most vulnerable groups -such as older adults- about criminal modalities in virtual environments and cellular telephony, among other aspects.
Urban control and regularization
Regarding housing, the Deliberative Council rejected the request of a housing commission that intended to sell all of its lots without having the mandatory basic infrastructure (electrical lines, public lighting, and water network). The body's criterion was strict: they were only authorized to sell a portion of the land so that, with those funds, they could finance and complete the infrastructure works before proceeding with the allocation of the rest of the lots.
Details of the Municipal Cybercrime Prevention Program
Councilwoman Eliana Lagraña specified that the regulation seeks to reduce the vulnerability of residents to digital crime through four fundamental pillars:
To guarantee the operability of the ordinance, Lagraña detailed an institutional articulation scheme where the program will be in charge of the Government Secretariat, coordinated by the Undersecretariat of Citizen Security and the IT Directorate, who will design the campaigns and content. Likewise, the municipality will work together with the Justice system, security forces, banking entities, universities, and intermediate organizations through cooperation agreements, ensuring that prevention reaches classrooms, retirement centers, and neighborhood businesses directly, concluded Lagraña.
Declarations of Municipal Interest and Recognitions
During the session, various resolution projects were approved declaring events and personalities of the city as being of Municipal, Cultural, or Sports Interest:

The session also gave way to political expressions from the different blocs regarding current national and local affairs:
Public University Education
Councilwomen Celeste Fuscado (JxER) and Carolina Amiano (PJ) stated their position in defense of the university budget following the recent student mobilizations. "It is necessary to defend public education as a tool for upward social mobility in the face of budget cuts", stated Fuscado, supported by Amiano, who urged for the vindication of quality public universities. For her part, councilwoman Yaiza Pessolani Bechet (LLA) agreed on the importance of the public university but emphasized the need for greater efficiency and audits: "Citizens demand that every peso reaches where it needs to go; what is sought is to evaluate if the internal system is functioning correctly", she pointed out, warning of the current low level of adherence to audit agreements.
International Linkage and Local Development
For his part, councilman Felipe Sastre took the floor to celebrate and highlight the significance of the recent meeting held with representatives of the Italian Chamber of Commerce. The highest local authorities participated in said meeting, led by the mayor Francisco Azcué, the vice-mayor Lic. Magdalena Reta de Urquiza, and municipal cabinet officials whose areas are directly linked to the framework agreement that was formally signed this Wednesday. As the councilman detailed, this agreement has as its central axis promoting joint actions that stimulate and enhance local development.
During his speech, Sastre highlighted the value of the institutional process, noting that this achievement is the result of sustained work over two years of negotiations, which has finally concluded with concrete and measurable results for the city. In that sense, he pointed out that the framework agreement opens firm and real perspectives to position products and original productions from Concordia in the demanding European market, logically having Italy as the main destination and bridge.
Likewise, the councilman specified that there are foreign firms and investors interested both in the establishment of new companies and in the acquisition and enhancement of firms that are already currently operating in the Concordia Industrial Park. Added to this panorama of socio-productive development are, in addition, important proposals in the educational and training field, among other key points contemplated in the agreement.
To conclude, Sastre did not want to fail to highlight the legislative work of the institution itself: he highlighted the intense work that the current Deliberative Council has been developing in the design and modernization of the city's regulatory aspect, regulatory tools that, as he concluded, today allow Concordia to definitively consolidate its solvency and institutional solidity in the face of these types of international agreements.

Details of the Municipal Cybercrime Prevention Program
Councilwoman Eliana Lagraña specified that the regulation seeks to reduce the vulnerability of residents to digital crime through four fundamental pillars:
- Mass awareness: Campaigns on the most recurring scams (phishing, messaging hacks, bank fraud, and identity theft).
- Citizen training: Practical workshops for the most exposed sectors: older adults, students, merchants, and local SMEs.
- Rapid response protocols: Clear guides on how to act, where to turn, and how to preserve technological evidence in the event of an attack.
- Internal State training: Training for municipal staff so they act as the first advisor and resident preventer.
To guarantee the operability of the ordinance, Lagraña detailed an institutional articulation scheme where the program will be in charge of the Government Secretariat, coordinated by the Undersecretariat of Citizen Security and the IT Directorate, who will design the campaigns and content. Declarations of Municipal Interest and Recognitions
