The Budget project plans to allocate $37 billion to public works, almost double what was initially budgeted for 2026. The proposal aims to strengthen urban infrastructure, improve services, and sustain the city's development toward the Bicentennial.
The Municipality of Concordia presented the 2027 Budget project to the Deliberative Council, which foresees a strong increase in investment in public works and a greater share of physical investment in total expenditure. The objective is to advance concrete improvements for residents, strengthen urban infrastructure, and continue with the city's planning toward the Bicentennial in 2031.
One of the main data points of the project is the projected increase for the Public Works category, which would go from $18.85 billion in the initial 2026 budget to $37 billion in 2027, a 96.3% increase in nominal terms. At the same time, total physical investment, which includes public works and capital goods, would reach $41.4 billion, equivalent to 25.1% of the total projected expenditure.
The 2027 budget amounts to $165 billion, representing a total increase of 20.65% compared to the current budget.
WHAT CHANGES IN THE CITY AND FOR THE RESIDENT?
A greater capacity to promote infrastructure and equipment works, sustain urban maintenance, and improve the services that make up the daily life of the citizens of Concordia.
Among the management's priorities are the improvement of streets, storm drains, water and sewage networks, lighting, urban hygiene, and the maintenance of public spaces. These interventions are part of a plan that seeks to improve neighborhood conditions, strengthen urban integration, and accompany the city's growth.
The proposal is part of the Infrastructure and Development Plan toward the Bicentennial, a long-term strategy that proposes a more integrated Concordia, with better services and favorable conditions for production, investment, and job creation.
The budget also contemplates the continuity of social policies and actions aimed at supporting the most vulnerable sectors, along with measures to promote local economic and productive development.
MORE INVESTMENT BASED ON RESPONSIBLE RESOURCE MANAGEMENT
The projected increase for works is linked to a reorganization of the composition of municipal spending, which seeks to progressively reduce the relative share of personnel expenses and expand resources allocated to investment, without affecting the purchasing power of municipal workers.
In parallel, the project foresees savings between current income and current expenses. According to budget projections, this result, together with the contemplated financing sources and once debt amortization has been addressed, would allow for covering capital expenditures without resorting to new debt.
In this way, the planning seeks to reconcile the operation of essential services with a greater investment capacity, under the criterion of responsibly managing public resources and directing an increasing proportion of the budget to works and improvements for the community.
PLANNING, EXECUTING, AND EVALUATING RESULTS
The 2027 Budget also establishes objectives linked to the quality of public services, the modernization of administrative processes, and the strengthening of social policies. Regarding local development, it proposes to continue creating conditions to boost production, promote employment, and simplify procedures for those who wish to start or sustain an economic activity in Concordia.
The specific goals of each municipal area will be established in the 2027 Annual Operational Plan, which will allow for defining concrete objectives and monitoring results.
In this way, the 2027 budget constitutes a planning tool that links available resources with the priorities of municipal management. Its execution will allow for monitoring the planned investments and evaluating progress in infrastructure, services, and urban development, within the framework of Concordia's path toward its 200th anniversary.
