The measure includes partial concession in certain areas, guarantees job continuity and aims to improve the efficiency, frequency and control of the system.
The Municipality of Concordia is advancing in the implementation of a new organizational scheme for the waste collection service, which contemplates partial concession in certain areas of the city, within the framework of a comprehensive strategy aimed at improving service quality, optimizing resources and responding to a problem that has deepened in recent years.
The decision is based on a technical diagnosis that shows limitations in the current system, marked by a lack of comprehensive planning, difficulties in measuring real costs, deterioration of the vehicle fleet and growing resident demand due to deficiencies in service regularity.
“With this step, we aim to make the service more efficient, improve planning, the definition of conditions and control. What we are doing is reorganizing how it is provided, so that it works better,” explained the Secretary of Public Services, Alejandro López.
LABOR GUARANTEE AND PERSONNEL REORGANIZATION
One of the central axes of the measure is the protection of municipal workers. In this sense, the department confirmed that there will be no layoffs or loss of labor rights.
Some of the workers will be relocated to different municipal areas, reinforcing, among others, the Urban Hygiene services, respecting their working conditions, salaries and categories, and prioritizing criteria linked to age, health and the physical demands of the tasks.
A RESPONSE TO AN ENVIRONMENTAL AND SANITARY PROBLEM
The measure is also framed within the Environmental Emergency declared by the Deliberative Council, given the sustained increase in waste generation, the proliferation of micro-dumps and the associated health risks.
The Deliberative Council authorized, through an ordinance, the Executive Department to grant the waste collection service and enabled it to do so, in a first stage, through direct contracting. It is a transitional scheme within the framework of the environmental emergency, which seeks to provide an immediate response while moving towards a public bidding process.
In this context, a contract with a duration of six months is foreseen and will cover only one sector of the city.
The new model aims to improve territorial coverage, reduce sources of pollution, decrease risks to public health and strengthen the municipality's control capacity.
“This is not just an operational issue, it is an environmental and sanitary issue. We need a system that is up to the standard of the city we want, that takes care of the environment and that provides concrete answers to the residents,” added the official.
MORE EFFICIENCY, BETTER SERVICE
Among the main objectives of the reorganization are service efficiency, the incorporation of management indicators, greater cost predictability and more efficient use of public resources.
“What we are looking for is for the service to work better. That the resident has answers, that there is regularity, that we can control and evaluate. And for that, we needed to change the model,” concluded López.
The municipality remarked that these types of mixed schemes are used in different cities, combining the presence of the State with management tools that allow for improving the provision of essential services, always maintaining public responsibility for the system.
