The administrative investigation confirmed repeated unjustified absences and verified that the agent was carrying out a private activity while he was supposed to be performing duties for the Municipality.
The Municipality of Concordia resolved the dismissal of a municipal employee after verifying that he accumulated more than fifty days of unjustified absences and that, during the hours he was supposed to be providing services for the State, he was attending to a hair salon located in the heart of the city.
This concerns the agent Gustavo Gutiérrez, who worked in the Urban Hygiene Directorate, under the Secretariat of Public Services, and who previously held a position in the Deliberative Council as an advisor to councilwoman Claudia Villalba.
The investigation was carried out by the Control Unit Division of the Human Resources Directorate, which detected unjustified absences between April 11 and June 2, 2025. Based on those proceedings, the opening of the corresponding administrative case file was ordered.
During the investigation, it was also verified that the agent worked at a hair salon located on Santa María de Oro street, between Entre Ríos and San Luis streets, precisely during the same hours he was supposed to be performing his municipal duties.
According to the evidence incorporated into the administrative case file, the employee himself admitted to his clients that at that moment he should have been working at the Municipality.
With the gathered evidence, the Executive Department resolved to apply the sanction of dismissal, in accordance with the provisions of the Municipal Salary Scale Ordinance No. 11.275/49. The measure was notified to both the agent and his legal counsel.
The decision is part of the actions carried out by the municipal administration to strengthen internal controls, guarantee the responsible use of public resources, and ensure that each employee effectively performs the task for which they receive a salary funded by taxpayers.
From the administration, they remarked that there will be no tolerance for situations that imply a breach of the obligations of municipal agents or harm to the residents who support the functioning of the State with the payment of their municipal tax.
