HAVING SEEN the passing of the Holy Father FRANCIS, which occurred on this date in Vatican City at the age of 88, and,
 
CONSIDERING:
That Pope Francis, born Jorge Mario Bergoglio on December 17, 1936, in Buenos Aires, was the first Latin American and Jesuit pontiff.
That since the beginning of his papacy on March 13, 2013, he chose the name “Francis” in honor of Saint Francis of Assisi, a symbol of humanity and commitment to the poor.
That he chose to live in the Santa Marta residence instead of the Apostolic Palace, as a sign of simplicity.
That he promoted reforms in the Roman Curia, encouraged financial transparency, and advocated for greater lay participation in the church.
That he stood out for his defense of the environment, social inclusion, and interreligious dialogue.
That today the heart of the Argentine people mourns his departure.
That his papacy will be remembered for his pastoral approach close to the commitment to social causes.
That the Municipality of Concordia wishes to express its deep sorrow at this irreparable loss.
That the present measure is issued in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Law No. 10,027, as amended by Law No. 10,082 - Municipal Regime of Entre Ríos.-
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.-  To express the deep sorrow of the Government of the Municipality and the people of the city of Concordia, on the occasion of the passing of His Holiness Pope FRANCIS, which occurred on this date in Vatican City.
 
ARTICLE 2.- Adhere the Municipality of Concordia to the terms of National Decree No. 277/2025.
 
ARTICLE 3.-  Seven (7) days of mourning are hereby ordered from this date within the jurisdiction of the Municipality of Concordia, establishing that during this period the National, Provincial, and local flags shall remain at half-mast in all public buildings within the jurisdiction.
 
ARTICLE 4.- Invite institutions in general and the people of Concordia to display flags on their buildings in accordance with the provisions of this Decree.
 
ARTICLE 5.- Communicate, publish, register, and archive.

HAVING SEEN that the Municipal President, Dr. FRANCISCO AZCUÉ, must be absent from the city during the morning hours for matters related to the Municipal Administration, and,
 
CONSIDERING:
That it is deemed appropriate to place the Secretary of Government, Dr. LUCIANO DELL'OLIO, in charge of the Presidency of the Municipal Executive Department.
That it is deemed appropriate to place the Secretary of Cabinet Coordination and Treasury, Cr. PABLO SEBASTIAN FERREYRA, in charge of the Secretariat of Government, without prejudice to his specific duties.
That consequently, it is appropriate to proceed with the issuance of this provision.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Law 10,027, as amended by Law No. 10,082 - Organic Law of the Municipalities of Entre Ríos, according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1._ Place the Secretary of Government, Dr. LUCIANO DELL'OLIO, in charge of the Presidency of the Municipal Executive Department, starting from this date and during the morning hours.
 
ARTICLE 2._ Place the Secretary of Cabinet Coordination and Treasury, Cr. PABLO SEBASTIAN FERREYRA, in charge of the Secretariat of Government, without prejudice to his specific duties.
 
ARTICLE 3.- Communicate, publish, register and archive.
