ORDINANCE MOD. ORD. No. 24,288/89 AND ITS AMENDMENTS “GENERAL REGIME FOR PUBLIC AND PRIVATE CEMETERIES”
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
ORDINANCE
ARTICLE 1.- Amend the General Regime for Public and Private Cemeteries Ordinance No. 24,288/1989 and its amendments (No. 31,979 and 32,403).
ARTICLE 2.- Amend articles 6, 7, 8, 17, 18, 20, 23, and 26, which shall read as follows:
“ARTICLE 6.- The lease term for niches shall be annual, renewable for 25 years.
Bodies deposited in niches must be mandatorily reduced after twenty-five (25) years, calculated from the date of death.
The value of the rental price shall be stipulated by the municipal tax ordinance.
ARTICLE 7.- Repealed by Ordinance No. 32,403.
Once the lease term and/or renewals have expired, the responsible parties shall have a period of thirty (30) days to renew the lease; once this period has expired, they shall be formally notified by the municipality to carry out the renewal, granting a period of 30 days to complete the procedure, or this formal notice shall be carried out through home notification and publication in the Municipal Official Gazette.
ARTICLE 8.- Once the lease term for the niches or their extension has expired, they shall automatically and without any further procedure be placed at the disposal of the municipal cemetery, without the lessees having any right to any claim.
Having established the procedure by the municipality, as set forth in Art. 7, the niches shall be vacated immediately and the remains shall be disposed of in the general ossuary, cremation, or as the cemetery authority deems appropriate.
In the case of cremation, the ashes shall be deposited in a place conditioned for such purpose (pantheon). They shall be perfectly identified in individual bags with name, surname, and date of death.
In the event of a subsequent claim by the responsible party (and/or family members who prove as such), they must pay the cremation expenses, which shall be stipulated at the time of the claim.
The total may be paid at the time of the procedure and withdrawal of the ashes. In case of not having the total resources, the municipality shall provide a payment plan; upon completion of the same, the right to withdraw the ashes shall be granted.
ARTICLE 17.- Urns shall be kept in columbaria. Urns may be placed in niches where a body in a coffin already exists; it shall not be possible to place them for safekeeping in an empty niche.
ARTICLE 18.- In the case of death due to infectious-contagious diseases or if they are carriers thereof, burials shall be in the ground, niche, or pantheon. Exhumation (in case of being buried in the ground) shall be after 5 years.
ARTICLE 20.- The opening of graves containing human remains is prohibited without prior permission from the Executive Department and the provision of judicial authority (The judicial authority shall inform the situation through an official letter, with the Executive Department being the one to activate the protocol corresponding to these cases for the established period of 5 years).
In the case of niches, opening may be arranged at any time, with the request of the responsible party, who shall authorize the removal of the coffin. The funeral home shall remove the body for cremation, subject to compliance with the provisions of this cemetery's protocol and the presentation of signed documentation of conformity.
ARTICLE 23.- Bodies coming from the judicial morgue and/or those that are not identifiable shall be given individual burial in a place to be established by the Executive Department.
In the case of a part of the human body (dismemberment) with or without a claim from an interested party, the cremation of the same shall proceed and subsequently be deposited in the cemetery's ash repository.
ARTICLE 26.- For the purposes of interpreting this ordinance, it shall be understood:
By inhumation: the act of burying human remains (in-humus), of depositing human remains in niches and sealing them hermetically, and/or the act of depositing human remains in pantheons or vaults, leaving the coffin in view or on a closed bier;
By exhumation: the act of unearthing (ex-humus) human remains and/or the act of removing human remains from a niche or pantheon for their reduction and/or transfer
By reduction: the act of reducing human remains into bone or ash urns;
By transfer: the act of changing the location of human remains in coffins or urns.
By ossuary: the place intended for gathering the bones and remains that are removed from graves, niches, and/or columbaria.
By columbarium or urnary: a place where bone or ash urns are placed, in which the reduced remains of the bodies shall be placed.”
ARTICLE 3°.- Incorporate into this amendment Article 66, which shall read as follows:
ARTICLE 66.- “Create within the scope of the Municipal Cemetery a place dedicated to depositing the ashes of cremated bodies.
The use of the same shall have no cost for families who require this service.
The only condition shall be to request permission from the administration, after registration in a minute book implemented for such purpose, with the sole motive of keeping a record of those who make use of this service.”
ARTICLE 4.- Communicate, publish, register and archive.

DECREE No. 209/2025
Concordia, March 7, 2025.
HAVING SEEN the Private Bidding process No. 01/2025 "ACQUISITION OF FOOD FOR SOCIAL AID AND SOUP KITCHENS" which is processed in Digital Purchase Administrative case file No. 12/2025 and,
CONSIDERING:
That the aforementioned tender refers to the "ACQUISITION OF FOOD FOR SOCIAL AID AND SOUP KITCHENS" to be delivered to people in a situation of socioeconomic vulnerability.
That the present procedure was authorized by Decree No. 098/2025 dated January 31, 2025.
That the Budget Directorate has intervened within its competence.
That the Secretariat of Cabinet Coordination and Treasury has authorized this expenditure.
That there is an intervention by the Directorate of Purchases and Supplies.
That the corresponding publications were made.
That on digital pages 34 and 35 there is an Opening Record dated February 10, 2025, which reports that upon opening the first offer, it belongs to the firm PARTARRIE DISTRIBUCIONES S.A.S., which presents documentation and quotes the entirety of what was requested for a total amount of THIRTY-NINE MILLION THREE HUNDRED TWENTY-SEVEN THOUSAND FIVE HUNDRED PESOS WITH 00/100 ($39,327,500.00). Upon opening the second and final offer, it belongs to the firm MARIA CECILIA URBISTONDO, which presents documentation and partially quotes what was requested for a total amount of ELEVEN MILLION NINE HUNDRED TWENTY THOUSAND PESOS WITH 00/100 ($11,920,000.00), does not budget items 1, 2, 3, 4, 6, and 9, and invalid files were detected that will not be taken into account. Both bidders present brands of the merchandise.
That in the digital purchasing system there is documentation from the bidder PARTARRIE DISTRIBUCIONES S.A.S., and from the firm MARIA CECILIA URBISTONDO.
That on digital pages 52 and 53 there is an Opinion of the Evaluation Commission which reports that after analyzing the offers in their formal aspect, the firm PARTARRIE DISTRIBUCIONES S.A.S. does not present the documentation requested in Article 6 of the Terms and Conditions of Particular Specifications. The firm MARIA CECILIA URBISTONDO does not present the documentation requested in Article 6 of the Terms and Conditions, including what is required in subsection b), which motivates the declaration of inadmissibility of the offer. The Evaluation Commission formally requests the bidder PARTARRIE DISTRIBUCIONES S.A.S. to present the missing documentation within the period established in the current regulations.
That on digital pages 97 and 98, in a new Opinion of the Evaluation Commission, it is reported that the only admissible offer corresponding to the firm PARTARRIE DISTRIBUCIONES S.A.S. complies with what was requested in Article 6 of the Terms and Conditions of Particular Specifications. In the economic aspect, the offer turns out to be 7.64% lower than the Preventive Allocation; although it is verified that items 1, 2, 5, 6, and 7 exceed the estimate, the requesting area considers, at the time of reviewing the offer and its recommendation in the Gescom System, that the current prices are those of the market. For all the aforementioned, the Evaluation Commission advises that it be awarded for a total amount of THIRTY-NINE MILLION THREE HUNDRED TWENTY-SEVEN THOUSAND FIVE HUNDRED PESOS WITH 00/100 ($39,327,500.00) and in accordance with the following detail:
That the total awarded amounts to the sum of THIRTY-NINE MILLION THREE HUNDRED TWENTY-SEVEN THOUSAND FIVE HUNDRED PESOS WITH 00/100 ($39,327,500.00).

Therefore,
