CONSIDERING the need to encourage the preservation and care of public space through the recognition, monitoring, and control of environmental conditions, and to increase competencies, skills, and abilities for work through theoretical training and the development of community practices programmed for each neighborhood of the City of Concordia, and,
 
CONSIDERING:
That for this purpose, it is necessary to take into account individual needs for the achievement of objectives through the articulation of public policies.
That in view of this, the implementation of a Program arises within the scope of the Municipality of Concordia, which shall henceforth be called the "CUIDA TU BARRIO" PROGRAM.
That the objective of the program is to increase competencies, skills, and abilities for work, through the foundations of an environmental education and culture process in order to know and manage one's environment in a preventive manner against the risk of environmental contamination.
That it is necessary to implement methods to provide help to those who need it, opting for an approach that transcends extreme social assistance, so that the help becomes a tool that generates benefits.
That the "CUIDA TU BARRIO" PROGRAM will be under the charge of the Undersecretariat of Environment, reporting to the Secretariat of Urban Development.
That the aforementioned program will be in effect from January 1, 2025, to December 31, 2025.
That the beneficiaries will enter through the signing of an agreement act for a period of TWO (2) months, starting from January 1, 2025.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107 of Provincial Law No. 10027 and its amendments - Regime of the Municipalities of Entre Ríos.  
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Create the "CUIDA TU BARRIO" PROGRAM, by virtue of the preceding considerations.
 
ARTICLE 2.- Implement and supervise through the Undersecretariat of Environment, reporting to the Secretariat of Urban Development.
 
ARTICLE 3.- The program created in Article 1 shall be in effect from January 1, 2025, to December 31, 2025.
 
ARTICLE 4.- Authorize the total sum of up to THREE MILLION FIVE HUNDRED THOUSAND PESOS ($ 3,500,000.00) per month, from January 1, 2025, to February 28, 2025, for the implementation of the created program. This amount may be modified from the aforementioned date, according to the budgetary availability at the time.
 
ARTICLE 5.- Empower the Undersecretariat of Treasury, reporting to the Secretariat of Cabinet Coordination and Treasury, to carry out the pertinent budgetary modifications of the Undersecretariat of Environment, so that the implementation of this program is not hindered.
 
ARTICLE 6.- Approve Annexes I and II, which form an integral part of this Decree.
 
ARTICLE 7.- Communicate, Publish, Register, and Archive.

ANNEX I
REGULATIONS OF THE "CUIDA TU BARRIO 2025" PROGRAM
APPLICABLE WITHIN THE SCOPE OF THE UNDERSECRETARIAT OF ENVIRONMENT
 
FIRST: OBJECTIVE.
THE "CUIDA TU BARRIO" PROGRAM has the objective of increasing the competencies, skills, and abilities for work of "THE ENVIRONMENTAL PROMOTER" through the foundations of an environmental education and culture process in order to know and manage their environment in a preventive manner against the risk of environmental contamination, paying special attention to their individual needs for the achievement of these objectives. Community activities are understood as all those that result in benefits for the community, implemented through the Undersecretariat of Environment.
"THE ENVIRONMENTAL PROMOTER" will enter the program through the signing of an agreement act (ANNEX II) between the parties.
 
SECOND: ENTRIES, TERMINATIONS, AND CONTINUITY:
In case of resignation by "THE ENVIRONMENTAL PROMOTER", they will be automatically terminated, with a written communication from the person in charge of the specific area where they provided services being sufficient.
The "CUIDA TU BARRIO" program will be evaluated bimonthly, starting from 01/01/2025. This means that at the beginning of each period, the agreement acts of the participants who continue to be assigned to the program must be signed again, and new entries will be authorized in case of operational needs. The list of participants will be communicated through a Resolution of the Municipal Executive Department, without fail.
NO NEW PARTICIPANTS MAY ENTER DURING THE COURSE OF EACH PERIOD.
 
THIRD: WORKDAY.
The workday to be fulfilled by “THE ENVIRONMENTAL PROMOTER” in training tasks or effective practice at the workplace will be from Monday to Saturday and at the time to be agreed upon with the Undersecretariat of Environment. Said workday may in no case exceed", FIVE (5) hours per day or THIRTY (30) hours per week, nor provide for a schedule outside the range between FIVE (5) and TWENTY-TWO (22) hours.
 
FOURTH: LOCATION.
The activities to be carried out by "THE ENVIRONMENTAL PROMOTER" will be developed at various clean points distributed throughout the city and facilities of the Undersecretariat of Environment.
 
FIFTH: COMMITMENTS.
"THE ENVIRONMENTAL PROMOTER" commits to properly developing the assigned activities, complying with the agreed workday; communicating and justifying their absences; attending to the suggestions made by the supervisor; accepting and observing the guidelines for organization, hygiene, and safety and for the conservation of equipment and tools, and reporting any difficulties that could hinder the normal development of their activities.
THE MUNICIPALITY commits to providing the necessary resources for "THE ENVIRONMENTAL PROMOTER" to carry out their activities and to contract Personal Accident Insurance in favor of "THE ENVIRONMENTAL PROMOTER".

SIXTH: FINANCIAL AID.
"THE ENVIRONMENTAL PROMOTER" shall receive a variable monthly non-remunerative financial incentive, paid by the Municipality of Concordia.
 
SEVENTH: TRAINING
Authorize the Undersecretariat of Environment, reporting to the Secretariat of Urban Development, to sign internal agreements aimed at conducting training sessions that promote the efficiency and effectiveness of the "CUIDA TU BARRIO" program.
 
EIGHTH: CONTROL AND MONITORING.
The control of the effective participation of "THE ENVIRONMENTAL PROMOTER" shall be demonstrated through the receipt of  an attendance sheet, which must be submitted MONTHLY, duly signed by the competent authority and presented to the Administrative and Dispatch Coordination of the Undersecretariat of Environment. Absences must be duly justified.

ANNEX II
AGREEMENT ACT "CUIDA TU BARRIO" PROGRAM
 
Between the Municipality of Concordia, represented by the Undersecretariat of Environment, reporting to the Secretariat of Urban Development, with legal domicile at 76 Mitre St. in this City, and "THE ENVIRONMENTAL PROMOTER",…………….. D.N.I. No....................... C.U.I.L. No.............……………., with domicile at.............…………………… in the City of Concordia, Province of Entre Ríos, agree to enter into this Agreement Act.
 
FIRST: OBJECTIVE. THE "CUIDA TU BARRIO" PROGRAM aims to increase the competencies, skills, and abilities for the work of "THE ENVIRONMENTAL PROMOTER" through the foundations of an environmental education and culture process in order to know and manage their environment preventively against the risk of environmental pollution, paying special attention to their individual needs for the achievement of these objectives. Community activities are understood as all those that result in benefits for the community, implemented through the Undersecretariat of Environment, reporting to the Secretariat of Urban Development:
