SEEN, the content of Internal Administrative case file No. 1,737 Letter “D” of the year 2024, and;
 
CONSIDERING:
That through Decree No. 870/2024, dated July 17, 2024, found on pages 16 and 16 reverse, and Decree No. 998/2024, dated August 12, 2024, found on page 27, the documentation to carry out the First and Second call for Private Bidding No. 29/2024 is approved, for the “PROVISION OF MATERIALS AND LABOR FOR THE MODERNIZATION OF ELEVATOR No. 1 OF THE CIVIC CENTER”.
That from pages 32 to 35, there are records referring to invitations and  delivery  of Bidding Documents carried out by the Directorate of Purchases and Supplies for the aforementioned Bidding.
That on page 36, there is the Opening Minutes of the 2nd Call for Bidding, dated August 28, 2024, reporting that at the opening act a single offer was presented corresponding to:

• RUBEN OSCAR MECCA and/or DIEGO J. MECCA: presenting forms, quoting what was requested for a total amount of TWENTY MILLION FIVE HUNDRED FIFTY THOUSAND PESOS WITH 00/100 ($ 20,550,000.00).

That once the offer presented was analyzed in its technical aspect, the Directorate of Electrotechnics and Communications carried out the control of its competence, from which the report attached on page 54 of this document arises.
That on page 55, there is the Opinion of the Evaluation Commission, dated September 03, 2024, stating that once the offer was analyzed in its formal aspect, it is verified that it does not comply with the presentation of the documentation requested in Article 4 of the Bidding Terms and Conditions:

• Financial Statements of the last fiscal year.

That, due to the above, the Evaluation Commission decides to formally notify the supplier firm to present the missing documentation within the period established in the current regulations.
That on page 72, there is a new Opinion of the Evaluation Commission, dated September 17, 2024, where it reports that, given what was requested from the bidding firm RUBEN OSCAR MECCA and/or DIEGO J. MECCA, through the Opinion of that Commission dated September 03, 2024, to date, it is verified that it complies with the missing documentation in accordance with Article 4 of the Bidding Terms and Conditions.
That once the only offer presented was analyzed in its economic aspect, it is verified that the quoted price turns out to be 18.10% higher than the Preventive Allocation.
That in compliance with the provisions of Article 118, subsection a) of Ordinance No. 34,698, a consultation was made in the SIPAM and it is verified that the bidder does not have any debt in the Commercial municipal tax.
That due to the above, and taking into account the report of the technical area cited above, the Evaluation Commission advises the awarding of Private Bidding   No. 29/2024, for the “PROVISION OF MATERIALS AND LABOR FOR THE MODERNIZATION OF ELEVATOR No. 1 OF THE CIVIC CENTER” – 2nd CALL, to the firm RUBEN OSCAR MECCA and/or DIEGO J. MECCA, upon updating the Preventive Allocation, for a total amount of TWENTY MILLION FIVE HUNDRED FIFTY THOUSAND PESOS WITH 00/100 ($ 20,550,000.00), in accordance with Annex I, which is an integral part of this Decree.
That the Budget Directorate has carried out the corresponding Preventive Allocation and the Undersecretariat of Finance took the intervention of its competence authorizing the expenditure.
That for the reasons invoked, it is the decision of this Executive Department to award the entirety of Private Bidding No. 29/2024, for the “PROVISION OF MATERIALS AND LABOR FOR THE MODERNIZATION OF ELEVATOR No. 1 OF THE CIVIC CENTER” – 2nd CALL, as described in the  Annex I, which is part of this Decree, to the firm RUBEN OSCAR MECCA and/or DIEGO J. MECCA, for a total amount of TWENTY MILLION FIVE HUNDRED FIFTY THOUSAND PESOS WITH 00/100                          ($ 20,550,000.00).
That the issuance of the measure is carried out in the use of the powers conferred to the Municipal Executive Department by Article 107, subsections ñ), q) and u), of Law No. 10,027 and its Amendment – Regime of the Municipalities of Entre Ríos.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Approve the bidding procedure found in Internal Administrative case file No. 1,737 Letter “D” of the year 2024, of Private Bidding No. 29/2024, for the “PROVISION OF MATERIALS AND LABOR FOR THE MODERNIZATION OF ELEVATOR No. 1 OF THE CIVIC CENTER” – 2nd CALL, arranged through Decree No. 870/2024, dated July 17, 2024, found on pages 16 and 16 reverse, and Decree No. 998/2024, dated August 12, 2024, found on page 27, corresponding to the First and Second Call of this bidding, respectively.
 
ARTICLE 2.- Award the Second Call to the entirety of Private Bidding No. 29/2024, for the “PROVISION OF MATERIALS AND LABOR FOR THE MODERNIZATION OF ELEVATOR No. 1 OF THE CIVIC CENTER” – 2nd CALL, to the firm RUBEN OSCAR MECCA and/or DIEGO J. MECCA, for a total amount of TWENTY MILLION FIVE HUNDRED FIFTY THOUSAND PESOS WITH 00/100 ($ 20,550,000.00), in accordance with Annex I, which is part of this Decree; and by virtue of what was considered above.
 
ARTICLE 3.- Allocate this expenditure to the Budgetary Item:
No. 0.7.90.02.05.08.61.01    O.P. (Miscellaneous and Unforeseen Works)  $ 20,550,000.00.
ARTICLE 4.- It is ordered that the Directorate of Purchases and Supplies carry out the necessary procedures for the fulfillment of this provision.
 
ARTICLE 5.- It is ordered that the Directorate of Purchases and Supplies notify the firm RUBEN OSCAR MECCA and/or DIEGO J. MECCA, which was the successful bidder, of the content of this administrative act and proceed in due course to carry out the procedures corresponding to this award.
 
ARTICLE 6.- Communicate, publish, give to the Government Secretariat; and in due course, archive.

HAVING SEEN Decree No. 2961 MHF of the Executive Power of Entre Ríos and;
 
CONSIDERING:
That for such reasons it is essential to expand the 2024 Budget,
That this measure is issued in accordance with the provisions of Article No. 8 of the 2024 Budget Ordinance No. 38,231 which empowers the Municipal Executive Department to expand it due to new and higher revenues with specific allocation, with the condition of prior communication of carrying out such expansions to the Deliberative Council,
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Articles 107 of Law No. 10,027 - Regime of the Municipalities of Entre Ríos and its amendments.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Approve the modification to the General Budget of the Municipal Administration as provided in the following articles.
 
ARTICLE 2.- Expand the Resource Calculation of the Municipal Administration corresponding to the 2024 Fiscal Year by the sum of TWO HUNDRED FORTY-THREE MILLION EIGHT HUNDRED FORTY-FIVE THOUSAND NINE HUNDRED FIFTY PESOS AND 20/100 ($ 243,845,950.20) intended to cover the expenses set in Article 3 of this Decree.
 
ARTICLE 3.- Expand the General Budget of expenses for the 2024 fiscal year, in the budget item 0.4.90.01.03.04.34.22 "HOUSING MODULES", of the GOVERNMENT Jurisdiction in the sum of TWO HUNDRED FORTY-THREE MILLION EIGHT HUNDRED FORTY-FIVE THOUSAND NINE HUNDRED FIFTY PESOS AND 20/100 ($ 243,845,950.20).
 
ARTICLE 4.- Communicate to the "Deliberative Council with a copy of this Decree, the use of the power of Article 8 of Ordinance 38,231.

The Municipality of the city of Concordia notifies the holding of a PUBLIC AUCTION OF DISUSED VEHICLES FROM ITS VEHICLE FLEET, according to the list attached hereto, to take place on November 7 of the current year 2024 at 09:00 AM at the Concordia Convention Center, located at Bv. San Lorenzo (O) No. 101 in the city of Concordia, Province of Entre Ríos. The condition of sale of the goods to be auctioned is cash, with a 10% down payment to be paid at the time of the auction and the remainder to be paid within 72 hours; likewise, the purchasers must pay the additional costs that weigh on the acquired good (auctioneer's fees, transfer expenses and fees, signature certification of forms or payment of debts), with such information being visible through a sign or note on the vehicles subject to the auction.  Likewise, the purchasers of the goods to be auctioned are responsible for the transfer of ownership and respective registrations, which must be carried out immediately, with the presence of agents and a notary public having been arranged for this purpose at the auction site. The goods to be auctioned will be delivered to the buyers once the full price has been paid. It is established that in the event of defaulting bidders at the end of the auction, the goods may be awarded without a base price. The goods to be auctioned are listed below:
