HAVING SEEN the background information contained in the Internal administrative case file N°2680 "D"/2022, and,
 
CONSIDERING:
That on page 1, the then Director of the Directorate of Workshops and Warehouses, under the Undersecretariat of Public Services of the Secretariat of Urban Development, Mr. Jorge Raúl Pérez, submits a report regarding irregularities in the tires of the Mercedes Benz L1620 sewage truck, year 2006, License Plate FVD192, Internal N° 02; given that on 06/12/2.022, roadside assistance was provided to said unit due to tire damage, at Italia and Chile streets in our city, at which time the tire repair agents who performed the required assistance noted that the six (6) tires on the truck did not correspond to those installed by that department.
That on page 3, there is a report from the then Director of Neighborhood Commissions of the Secretariat of Urban Development.
That on page 7, the Directorate of Legal Affairs, through Opinion N°387/23 dated 03/17/2.023, modified on page 12 through Opinion N°475/2024 dated 03/14/2024, advises: "...that the instruction of a summary information be ordered for the purpose of establishing the facts reported on page 1, establishing the forms and circumstances regarding how they occurred, and determining the responsibility that may fall upon the municipal agent or agents involved... designating Dr. Gisela Trentin as the summary instructor."
That on page 10, there is an intervention by the head of the Legal Advisory Department of the Secretariat of Urban Development.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Law No. 10.027/11 and its amendment Law No. 10.082 - Regime of the Municipalities of Entre Ríos. According to the consolidated text of Decree No. 4706/12 of the Provincial Executive Power.
 
Therefore;
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Order the instruction of a Summary Information, in order to clarify the reported facts, establish the forms and circumstances regarding how they occurred, and determine the responsibility and/or clear the responsibilities that may correspond, by virtue of the preceding considerations.
ARTICLE 2.- Designate Dr. Gisela Araceli Trentin, from the Summary Department of the Directorate of Legal Affairs, as Summary Instructor.
 
ARTICLE 3.- Communicate, publish, register, and, in due course, archive.

HAVING SEEN the note on page 1 of the Internal administrative case file N°418 Letter "S"/2024 of the Undersecretariat of Social Development belonging to the Secretariat of Human Development, requesting a call for Public Bidding for the acquisition of MATTRESSES AND BEDS and,
 
CONSIDERING:
That the total approximate cost of what is requested amounts to the sum of THIRTY-THREE MILLION FOUR HUNDRED EIGHT THOUSAND THREE HUNDRED SIXTY-FIVE PESOS AND 00/100 CENTS ($33,408,365.00), therefore, in accordance with the current provisions, it is appropriate to make a call for Public Bidding.
That the Directorate of Planning and Budget has intervened.
That the Directorate of Purchases and Supplies accompanies the draft of the Terms and Conditions and Nomenclature Spreadsheet.
That the Undersecretariat of Finance intervenes within its competence, authorizing the present expenditure.
That the opening of the bidding must be carried out at the Directorate of Purchases and Supplies, which must propose an available opening date.          
That the present Measure is dictated in the use of the powers conferred to the Municipal Executive Department by Provincial Law N° 10027 - Municipal Regime - modified by Provincial Law N° 10082; according to the Consolidated Text (T.O.) Decree 4706/12 of the Provincial Executive Power.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Approve the documentation of the Terms and Conditions and Nomenclature Spreadsheet of the Internal administrative case file N°418 Letter "S"/2024, prepared by the Directorate of Purchases and Supplies for the call for Public Bidding N°16/2024 for the ACQUISITION OF MATTRESSES AND BEDS
 
ARTICLE 2.- Order that the Directorate of Purchases and Supplies carry out the call for this bidding and set the date for the opening of the proposal, as established in Art. 25 of Ordinance N°34.698 on Municipal State Contracting and considering it appropriate.
 
ARTICLE 3.- Charge the present expenditure to the following budget items:
0.4.30.01.03.04.34.01 - SOCIAL DEVELOPMENT
 
ARTICLE 4.- Order that the payment be made in accordance with the provisions of Article N°11 of the Terms and Conditions.
 
ARTICLE 5.- Form the Evaluation Commission in accordance with the provisions of Article 7 of the Terms and Conditions approved above.
 
ARTICLE 6.- Carry out the legal publications.
 
ARTICLE 7.- Forward to the Directorate of Purchases and Supplies for its effects.

That Mrs. Silvia Leticia Cettour, Museologist, Head of the Department of the Museum of Anthropology and Natural Sciences, requests to declare of Cultural Interest the conference "Dinosaurs, the big, the ancient, the surprising" which will take place on April 26 at the Concordia Convention Center, at 8:30 PM, and;
 
CONSIDERING:
That said conference will be led by the prestigious Doctor of Natural Sciences, specialized in paleontology, Rodolfo A. CORIA.
That it aims to highlight the cultural-heritage and educational value of the findings, sites, and dinosaur fossils found in the country and to promote the scientific research carried out by the summoned professional and the important discoveries that have been made in the Argentine Patagonia, reaching international significance.
That the Doctor specialized in paleontology Rodolfo A. CORIA has an extensive trajectory in the global scientific field and as a national and international professor.
That what is requested in administrative case file 27.885 DE. is accompanied by the topics that will be addressed, the place to register, and a biographical summary of Doctor Rodolfo A. CORIA.
That an attempt will be made to address almost 150 years of history of scientific research on the dinosaurs of Argentina and Antarctica.
Whereas, the first investigations date back to the late 19th century, and it is in the 20th century that the most significant findings were made by very few researchers.
Whereas, during this conference, Dr. Rodolfo CORIA will address the following topics:
 
•              Dinosaur research in Argentina and Antarctica;
•              Initial data and findings;
•              The evolution of knowledge;
•              Main advances of the 20th century;
•              The latest discoveries;
•              The issue of size;
•              Diversity and evolution of main lineages;
•              What we still need to know;
•              A general overview of the most significant discoveries made in the last 30 years.
Whereas the conference has free admission, and certificates will be issued, subject to prior registration and limited capacity,

ENACTS THE FOLLOWING
RESOLUTION
 
ARTICLE 1.- Declare the conference "Dinosaurs, the big, the ancient, the surprising" to be held on April 25th of the current year at the Concordia Convention Center, at 8:30 PM, with the support of the Undersecretariat of Culture, in virtue of the preceding recitals, as being of Municipal Cultural Interest.-
 
ARTICLE  2nd.-  Grant Doctor of Natural Sciences Rodolfo A. CORIA a commemorative diploma expressing the delivery of the conference.-
 
ARTICLE 3.- Deliver a copy of this Resolution to Doctor Rodolfo A. CORIA.-

Whereas Mrs. Silvia Leticia Cettour, Museologist, head of the Department of the Museum of Anthropology and Natural Sciences, requests to declare the prestigious Doctor of Natural Sciences, specialized in paleontology, Rodolfo A. CORIA, who will give a conference "Dinosaurs, the big, the ancient, the surprising" on April 28th at the Concordia Convention Center, at 8:30 PM, as an "Illustrious Visitor"; and
 
CONSIDERING:
Whereas said conference aims to promote the cultural-heritage and educational value of the findings, sites, and dinosaur fossils found in the country. To promote the scientific research carried out by the invited professional and the important discoveries that have been made in the Argentine Patagonia, reaching international significance.
Whereas the Doctor specialized in paleontology Rodolfo A. CORIA has an extensive career in the global scientific field and as a national and international professor.
Whereas, among his outstanding curricular works, we highlight that he was the organizing director of the CONICET Institute for Research in Paleobiology and Geology and organizing director of the Paleontology Degree at the National University of Río Negro.
Whereas, he is the author of more than 100 technical articles, two popular science books on dinosaurs in Patagonia, and participated in eight technical books and several outreach articles and presentations at scientific meetings.
Whereas he has carried out paleontological exploration and excavation campaigns in different locations in Patagonia and eight campaigns in the Antarctic Peninsula
Whereas TIME magazine included him in 1999 as one of the 50 American Leaders for the New Millennium.
Whereas, in the years 2004-2005 he held the Presidency of the Argentine Paleontological Association.
Whereas, in 2019 he was recognized with the Honorary Mention for Scientific Value by the Science and Technology Commission of the National Senate.
Whereas, he is currently Director Emeritus of the Carmen Funes Museum, Director of the Paleontology Degree at the National University of Río Negro, and a regular Associate Professor at said institution,
 
Therefore;

ENACTS THE FOLLOWING
RESOLUTION
 
ARTICLE 1.-Declare Doctor of Natural Sciences Rodolfo A. CORIA, whose curriculum is attached hereto, as "Guest of Honor of the city of Concordia", in accordance with the provisions of the Honors Regime, Ordinance No. 33,699.
 
ARTICLE 2.- Grant the Doctor a diploma expressing the issuance of this resolution.
 
ARTICLE 3rd- Deliver a copy of the Resolution to Doctor Rodolfo A. Coria.
