WHEREAS,
Ordinance No. 35,415 which provides in its article 1 "Authorize the Municipal Executive Department to donate in favor of the SUPERIOR GOVERNMENT OF THE PROVINCE OF Entre Ríos, the property located in the western area of the city for the construction of primary school No. 78, identified as: "property in the name of the Municipality of Concordia, Surface 2,395.83 m2 belonging to a larger plot of land, Survey Plan No. 85,313, Municipal Record No. 79,793, Provincial Record No. 171,776, registered in the Property Registry according to deed No. 129,184, whose boundaries are as follows: NORTHWEST: 49.96 m., bordering the Municipality of Concordia; SOUTHEAST: 48.09 m. bordering Las Calandrias street; SOUTHWEST: 49.97 m. bordering Los Ruiseñores street; NORTHWEST: 47.81 m. bordering the Municipality of Concordia. Located at the corner of Los Ruiseñores street and Las Calandrias". and;
 
CONSIDERING:
That, the Municipal Executive Department considers Education and school training, at any of its levels, for all the inhabitants of this city as a fundamental value, which allows them, in this way, to promote their basic training, seeking as an objective their personal and professional fulfillment.-
That such being the case, this Executive Power sets as the north of its policies the objective of contributing to all those political decisions that allow for the personal development of all inhabitants.-
That it is appropriate to issue this document, complying with Ordinance No. 35,415, article 1 and therefore making effective the act of Donation of the Property registered in the name of this Municipality of Concordia, Surface 2,395.83 m2 belonging to a larger plot of land, Survey Plan No. 85,313, Municipal Record No. 79,793, Provincial Record No. 171,776, registered in the Property Registry according to deed No. 129,184, whose boundaries are as follows: NORTHWEST: 49.96 m., bordering the Municipality of Concordia; SOUTHEAST: 48.09 m. bordering Las Calandrias street; SOUTHWEST: 49.97 m. bordering Los Ruiseñores street; NORTHWEST: 47.81 m. bordering the Municipality of Concordia. Located at the corner of Los Ruiseñores street and Las Calandrias.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department, by Article 107, subsections II), u), of Provincial Law No. 10,027 - Municipal Regime.

Therefore,

ARTICLE 1.- Order the donation by the Municipality of the city of Concordia in favor of the Superior Government of the Province of Entre Ríos regarding the property with a Surface of 2,395.83 m2 belonging to a larger plot of land, Survey Plan No. 85,313, Municipal Record No. 79,793, Provincial Record No. 171,776, registered in the Property Registry according to deed No. 129,184, whose boundaries are as follows: NORTHWEST: 49.96 m., bordering the Municipality of Concordia; SOUTHEAST: 48.09 m. bordering Las Calandrias street; SOUTHWEST: 49.97 m. bordering Los Ruiseñores street; NORTHWEST: 47.81 m. bordering the Municipality of Concordia. Located at the corner of Los Ruiseñores street and Las Calandrias.-
 
ARTICLE 2.- Establish the condition that said donation is made effective with the exclusive purpose of the construction of primary school No. 78.-
 
ARTICLE 3.- Authorize the Superior Government of Entre Ríos to carry out the execution of the work, while the corresponding deed is being processed.-
 
ARTICLE 4.- Establish that the fees and expenses of the Deed shall be borne by the SUPERIOR GOVERNMENT OF THE PROVINCE OF Entre Ríos.-
 
ARTICLE 5.- Communicate, publish, notify the Honorable Deliberative Council of the city of Concordia, the Superior Government of the Province of Entre Ríos and the corresponding Secretariats, register, and archive.-

WHEREAS Decree No. 281/2024 and,
 
CONSIDERING:
That in it, a 15% increase is granted in the value received by officials for code 600, in accordance with its Annex.
That this code is granted to those political officials who perform certain hierarchical tasks in the municipal sphere, who do not receive an additional for the position, nor any other fixed or variable additional.
That given the commitment and responsibility that the position of Undersecretary of Citizen Security implies, this Executive Department understands it is strictly fair to increase the value provided therein for Mr. PURGART Claudio Alexis, file No. 3631.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department, by Article 107, subsection q) and u) of Law No. 10,027/11 and amending Law No. 10,082/11 - Regime of the Municipalities of Entre Ríos.

ARTICLE 1.- Exclude from the Annex of Decree No. 281/2024, the Undersecretary of Citizen Security Mr. PURGART Claudio Alexis, file No. 3631, and consequently, grant the aforementioned Official an additional under code 600, of FOUR HUNDRED AND NINETY THOUSAND PESOS ($ 490,000.00) by virtue of what is expressed in the present recital, starting from March 1st of the current year.
 
ARTICLE 2.- Communicate, publish, let the Human Resources Directorate, Salary Liquidation Directorate take note and, in due course, archive.

WHEREAS,
What is provided in Ordinance No. 38,226 "Organic of Secretariats and Undersecretariats", Decree No. 1769/23, Decree No. 1777/2023 and Decree No. 1793/2023 and,
 
CONSIDERING:
That, Article 189 of Decree 1769/23 creates the Productive Pole Management Department, dependent on the Secretariat of Urban Development.
That, in Article 189 of Decree No. 1777, the Administrative Unit and the Operational Unit dependent on the Productive Pole Management Department are created.
That in Articles 80, 81 and 82 of Decree No. 1793/23, the coverage of the aforementioned positions is proceeded with.
That by virtue of an adequate and correct restructuring of the Organic, it is considered that the aforementioned Department should depend on the Undersecretariat of Development and Entrepreneurship of the Secretariat of Productive Development.
That due to the aforementioned, it is necessary to Modify Decrees No. 1769/23, No. 1777/23 and No. 1793/2023.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department, by Article 107, subsections II), u), of Provincial Law No. 10,027 - Municipal Regime.

THE MUNICIPAL PRESIDENT
DECREES
 
ARTICLE 1.- Amend Article 186 of Decree No. 1769/2023, which shall read as follows:
"ARTICLE 186: The following shall operate under the scope of the Environmental Sanitation Directorate:
1. Administrative Department
2. Comprehensive Sanitary Landfill Department
3. Veterinary Department
4. Solid Waste Control Area Coordination
5. Supply Plant Control Area Coordination
6. Transfer Station and Clean Points/Sidewalks Control Area Coordination
7. Special Projects Coordination
 
ARTICLE 2.- Amend Article 189 of Decree No. 1777/2023, which shall read as follows:
“ARTICLE 189: The following shall operate under the scope of the Environmental Sanitation Directorate created in Art. 183 of Decree No. 1769/2023:
1. Environmental Education Division
2. Abasto Park Operational Unit
 
ARTICLE 3.- Repeal Article 189 of Decree No. 1769/2023 dated December 12, 2023, Articles 192 and 193 of Decree No. 1777/2023, and Articles 80, 81, and 82 of Decree No. 1793/2023, in accordance with the preceding recitals.
 
ARTICLE 4.- Create the Productive Hub Management Department, which shall be responsible for promoting and assisting training and technical assistance programs for sustainable and lasting production, in coordination with national, provincial, and local policies and strategies for economic and social development. It shall report to the Secretariat of Productive Development through the Undersecretariat of Entrepreneurship.
 
ARTICLE 5.- Create the Administrative Unit, which shall be responsible for all administrative tasks required for the development of the functions of the Productive Hub Management Department. It shall report to the Undersecretariat of Entrepreneurship through the Productive Hub Management Department.
 
ARTICLE 6.- Create the Operational Unit, which shall be responsible for coordinating training and instruction systems, promoting labor insertion, and facilitating the generation of employment and self-employment. It shall be oriented toward different levels of production, such as Primary Productive Development, Manufacturing and Industry, and Science and Technology. For the implementation of these activities, it shall work in coordination with different educational institutions, signing collaboration agreements and generating common work environments. It shall report to the Undersecretariat of Entrepreneurship through the Productive Hub Management Department.
 
ARTICLE 7.- Appoint Mauricio Schvartzman, D.N.I. No. 25,288,495, C.U.I.L. No. 20-25288495-6, to the position of Head of the Productive Hub Management Department, under the Undersecretariat of Entrepreneurship, of the Secretariat of Productive Development of the Municipality of Concordia. He shall have the rank of Political Director Level 1, in accordance with current regulations.
 
ARTICLE 8.- Appoint Ms. Barrio Ailén Roxana, D.N.I. No. 41,381,989, C.U.I.L. No. 27-41381989-5, to the position of Head of the Administrative Unit under the Productive Hub Management Department, of the Undersecretariat of Entrepreneurship, of the Secretariat of Productive Development of the Municipality of Concordia. She shall have the rank of Political Department Level 3, in accordance with current regulations.
 
ARTICLE 9.- Appoint Daniel Germán Escalante, D.N.I. No. 21,513,158, C.U.I.L. No. 20-21513158-1, to the position of Head of the Operational Unit under the Productive Hub Management Department, of the Undersecretariat of Entrepreneurship, of the Secretariat of Productive Development of the Municipality of Concordia. He shall have the rank of Political Department Level 3, in accordance with current regulations.
 
ARTICLE 10.- The scope of the preceding articles shall take effect starting March 1 of the current year.
 
ARTICLE 11.- Forward a certified copy to the Human Resources Directorate and the Payroll Directorate for their respective purposes.
 
ARTICLE 12.- Communicate, publish, register, and archive.-

CONSIDERING the need to have trained and qualified personnel within the scope of the Informatics Directorate, under the Secretariat of Government and Finance-Undersecretariat of Finance; and
 
CONSIDERING:
That it is necessary for the aforementioned department to have suitable persons to achieve a balance in the distribution of tasks carried out therein.
That Mr. OLIVERA ROVERE Carlos Guillermo, DNI No. 40,790,743, specialized in Web Programming, meets the requirements of capacity and aptitude necessary for the proper performance of the functions required by said department.
That for this reason, this Executive Department understands it is essential to arrange his hiring under the non-contribution modality from March 1 to June 30 of the current year.
That likewise, and by virtue of the tasks to be carried out by the aforementioned gentleman, it is considered necessary to include him within the scope of Decree No. 1.168/2023, regarding the additional for the IT Directorate.
That this additional shall be received while he performs functions in this Department, automatically becoming void in the event of transfer or assignment to another office.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107, subsections q) and u) of Law No. 10.027/11 and its amendment No. 10.082/11 - Municipalities Regime of Entre Ríos.

THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- The hiring of Mr. OLIVERA ROVERE Carlos Guillermo, DNI No. 40.790.743, is hereby ordered, under the non-contributory modality, for a monthly amount of ONE HUNDRED NINETY THOUSAND PESOS ($190,000.00) to perform functions in the IT Directorate - Undersecretariat of Finance - Secretariat of Government and Finance, from March 1st to June 30th of the current year, by virtue of what is stated in the preceding recital.
 
ARTICLE 2.- Include the contracted agent, mentioned in the previous Article, in the Annex of Decree No. 1.168/2023, for the purpose of receiving, as of March 1st of the current year, the IT Directorate additional, with a percentage corresponding to 65%, which is settled under code 661.
 
ARTICLE 3.- It is established that the additional granted in the previous Article shall be received while he performs functions in the IT Directorate, automatically becoming void in the event of transfer or assignment to another department.
 
ARTICLE 4.- Communicate, publish, let the Human Resources Directorate, Salary Liquidation Directorate take note and, in due course, archive.
