WHEREAS,
Decree 281/2023 and the need to regulate more specifically the bonus conditions for the secondary education degree corresponding to permanent municipal staff and;
 
CONSIDERING:
That the Municipal Executive Department has detected circumstances in which secondary education degrees have been submitted for validation that lack the legal formalities to be considered as such.-
That as things stand, it is understood that controls must be reinforced to minimize the risks in the presentation of public documents that do not appear credible and that, therefore, generate prejudice to the state, resulting, in turn, in a fraud against the resources of the entire population.-
That it is appropriate to issue this measure, establishing the prior requirement of validation by the General Council of Education of the Province of Entre Ríos and/or any similar Provincial Educational Governing Body where the secondary education degree was issued prior to its presentation before this Municipal Administration.-
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107, subsections II), u), of Provincial Law No. 10.027 - Municipal Regime.
 
Therefore,

DECREES
 
ARTICLE 1.- Establish that all those secondary education degrees presented before this Municipal Government by permanent Municipal staff aimed at the recognition of the secondary degree bonus must have the prior visa of the General Council of Education of the Province of Entre Ríos and/or any similar Provincial Educational Governing Body where the secondary education degree was issued, certifying its authenticity and veracity.-
 
ARTICLE 2.- It is provided that this Decree is complementary to Decree No. 281 issued on February 23rd, 2023.-
 
ARTICLE 3.- Communicate, publish, register, and archive.-

DECREE No. 330/2024

SEEN that it is necessary to carry out the transfer of the monthly-paid Agent MARTINEZ, Leda Anahí, File No. 6214, DNI 35.120.553, through administrative case file No. 3 "M"/24. And;
 
CONSIDERING:
That the monthly-paid Agent MARTINEZ, Leda Anahí, File No. 6214; DNI 35.120.553, is processing the transfer from the Directorate of Neighborhood Commissions of the Secretariat of Institutional Development, to the Undersecretariat of Culture belonging to the Secretariat of Human Development.
That in the Transfer form, the Secretary of Institutional Development Dr. Cristian Federik and the Undersecretary of Culture Mr. Jorge Eduardo García Belleza have presented their consent.
That the Directorate of Planning and Budget reports that it is appropriate to charge to the following budget item: 0.5.90.01.01.01- Undersecretariat of Culture.
That this measure is issued in the use of the powers conferred by the Municipal Executive Department by Article 107, of Law No. 10.027 modified by Law No. 10.082.- Regime of the municipalities of Entre Ríos
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Remove from the Directorate of Neighborhood Commissions - Secretariat of Institutional Development - the Monthly-paid Agent MARTINEZ, Leda Anahí, File No. 6214 and assign to the Undersecretariat of Culture, in accordance with the precedents contained in Internal administrative case file No. 3 M 2024
 
ARTICLE 2.- It is appropriate to charge to the following item: 0.5.90.01.01.01.-
 
ARTICLE 3.- Forward to the Directorate of Human Resources, for the purposes of their knowledge, acknowledgement and notification, compliance, inform the Undersecretariat of Culture dependent on the Secretariat of Government and Treasury for the purposes of its Liquidation and duly archive as a precedent in the personal File of the Municipal Agent Ms. MARTINEZ, Leda Anahí, DNI No. 35.120.553, File No. 6214
 
ARTICLE 4.- Communicate, publish, register, and archive in due course.

DECREE No. 331/2024

SEEN, Internal administrative case file No. 74 "P"/2023, where the Contracted Agent with Contributions, Pérez Mercedes Alicia, File No. 3617, DNI: 21.697.960, requests a transfer to the Undersecretariat of Health and;
 
CONSIDERING:
That the Contracted Agent with Contributions PEREZ, Mercedes Alicia, File No. 3617, DNI 21.697.960, is processing the transfer from the Undersecretariat of Social Development to the Undersecretariat of Health - Directorate of Primary Health Care, both dependent on the Secretariat of Human Development.
That the competent areas do not present objections to the transfer of said agent being ordered.
That this Executive Department, by virtue of there being no objections to be made, deems this provision pertinent.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107 of Law No. 10.027/11 and its amending Law No. 10.082 - Regime of the Municipalities of Entre Ríos.
 
Therefore;
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Remove from the Undersecretariat of Social Development the Contracted Agent with Contributions PEREZ, Mercedes Alicia, File No. 3617, DNI: 21.697.960, and assign to the Undersecretariat of Health - Directorate of Primary Health Care, both dependent on the Secretariat of Human Development, for the reasons invoked in the Recitals of this document.
 
ARTICLE 2.- Establish that the expenses arising from the transfer ordered herein shall be charged to Item 0.3.10.01.01.011 Undersecretariat of Health.
 
ARTICLE 3.- Repeal the Liquidation Code "Social Development Undersecretariat Agreement", for the reasons invoked in the Recitals of this document.
 
ARTICLE 4.- Forward to the Directorate of Liquidations, send to the Directorate of Human Resources for the purposes of their knowledge, acknowledgement and notification. Once completed, send a certified copy to the Undersecretariat of Social Development and the Undersecretariat of Health for their knowledge.
 
ARTICLE 5.- Communicate, publish, register and in due course archive.-
