HAVING SEEN, the Internal administrative case file No. 54 “L”/2023, where the Agent Contracted with Contributions, LACUADRA, Cynthia Nayla, Personnel File No. 5285, DNI: 39716615, requests a transfer to the Undersecretariat of Health and;
CONSIDERING:
That the Agent Contracted with Contributions LACUADRA, Cynthia Nayla, Personnel File No. 5285, DNI 39.716.615, is processing the transfer from the Undersecretariat of Social Development to the Undersecretariat of Health - Directorate of Statistics and Epidemiology, both dependent on the Secretariat of Human Development.
That the competent areas do not present objections to the transfer of said agent being ordered.
That this Executive Department, by virtue of there being no objections to be made, deems this provision pertinent.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107 of Law No. 10.027/11 and its amendment Law No. 10.082 - Regime of the Municipalities of Entre Ríos.
Therefore,
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Remove from the Undersecretariat of Social Development the Agent Contracted with Contributions LACUADRA, Cynthia Nayla, Personnel File No. 5285, DNI 39.716.615, and assign to the Undersecretariat of Health - Directorate of Statistics and Epidemiology, both dependent on the Secretariat of Human Development, for the reasons invoked in the Recitals of this document. 
 
ARTICLE 2.- Establish that the expenses arising from the transfer provided for herein shall be charged to Item 0.01.90.01.01.01/Undersecretariat of Health.
 
ARTICLE 3.- Repeal Liquidation Code No. 820 “Undersecretariat of Social Development Agreement", for the reasons invoked in the Recitals of this document.
 
ARTICLE 4.- Remit to the Directorate of Liquidations, forward to the Directorate of Human Resources for their knowledge, acknowledgement, and notification. Once completed, send a certified copy to the Undersecretariat of Social Development and the Undersecretariat of Health for their knowledge.
 
ARTICLE 5.- Communicate, publish, register, and in due course archive.

CONSIDERING:
That the Agent Contracted with Contributions RIOS, Pedro Fabián, Personnel File No. 6812, DNI 20.765.021, is processing the transfer from the Undersecretariat of Social Development to the Undersecretariat of Health - Directorate of Preventive Management, both dependent on the Secretariat of Human Development.
That the competent areas do not present objections to the transfer of said agent being ordered.
That this Executive Department, by virtue of there being no objections to be made, deems this provision pertinent.

HAVING SEEN the course on "Territorial Operator - Social Survey" and,
CONSIDERING:
That said meeting aims to strengthen the activities of the health operator at the local municipal primary health level and proposes to improve the care, social, and health conditions that communities require, in the first place, from the commitment of government authorities and fundamentally, from the active participation of health agents.
That the Municipal Executive Department considers declaring of Municipal Interest the course "TERRITORIAL OPERATOR - SOCIAL SURVEY" aimed at municipal agents, intermediate institutions, forces, and others, which will be held on January 08, 2024, at the NODO effector in VILLA ADELA.
That this measure is issued in accordance with the powers conferred upon the Municipal Executive Department by Article 107, subsection u) of Law 10.027 and its amendment - Regime of the Municipality of Entre Ríos.
Therefore,

ARTICLE 1.- Declare of Municipal Interest the course "TERRITORIAL OPERATOR - SOCIAL SURVEY", which will be held on January 08, 2024, at the NODO effector in Villa Adela, in our city, by virtue of what is expressed in the preceding recitals.

DECREE No. 50/2024.
Concordia, January 08, 2024.
HAVING SEEN, Internal administrative case file No. 534 “C” 2023, where the Municipal Agent CASSOTTANO, Rubén Horacio requests a transfer to the Coordination of the Contribution for Improvements Program dependent on the Secretariat of Urban Development and;
CONSIDERING:
That on page No. 1, there is a Transfer Sheet regarding the Municipal Agent Contracted with contributions, CASSONATO Rubén Horacio DNI: 27.599.652 Personnel File 6826.
That it is necessary to have qualified personnel in the Coordination of the Contribution for Improvements Program, dependent on the Secretariat of Urban Development.
That in this sense, it is necessary to remove from the Undersecretariat of Social Development the Municipal Agent, CASSOTTANO, Rubén Horacio and assign him to the Secretariat of Urban Development, for the fulfillment of tasks and functions inherent to the Coordination of the Contribution for Improvements Program.
That on page No. 2 reverse, the Directorate of Planning and Budget reports that it is appropriate to charge the expense to Item No. 0.1.90.01.01.01/S. of Health.
That on page No. 3, the Directorate of Human Resources reports that the Municipal Agent, CASSOTTANO, Rubén Horacio, has been providing services in this Municipality since 06/01/2023. He is listed as personnel Contracted with Contributions, dependent on the Undersecretariat of Social Development.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107 of Law No. 10.027/11 and its amendment Law No. 10.082 - Regime of the Municipalities of Entre Ríos.
Therefore,

DECREES:
 
ARTICLE 1.- Remove from the Undersecretariat of Social Development the Municipal Agent Contracted with Contributions, CASSOTTANO, Rubén Horacio, DNI: 27.599.652, personnel file No. 6826 and assign to the Coordination of Contribution for Improvements Programs dependent on the Secretariat of Urban Development, for the reasons invoked in the Recitals of this document.
 
ARTICLE 2.- Repeal the Liquidation Code "Social Development Undersecretariat Agreement", for the reasons invoked in the Recitals of this document.
 
ARTICLE 3.- Charge what was approved in Article 1, to the Budgetary Item: 0.1.90.01.01.01/Undersecretariat of Public Works.
 
ARTICLE 4.- Communicate to the Directorate of Liquidations, Directorate of Human Resources, publish, register, and in due course archive.

DECREE No. 052/2024.

HAVING SEEN the special supplement received by the personnel of the Automotive Department of the Municipality of Concordia, and,
CONSIDERING:
That Article N°2, of Decree N°1235/2016, dated 11/11/2016, provides for the update of the special additional Code 371 based on the salary adjustments that are established.-
That through Decree of the Municipal Executive Department No. 1837 of December 22, 2023, the new salary scale was approved, at NINE POINT FIVE percent (9.5%), which is effective starting from the month of DECEMBER of the year 2023.-
That the Secretariat of Government and Treasury has taken the intervention of its competence.-
That the issuance of this regulation is carried out in the exercise of the powers conferred by Law No. 10.027, Organic Law of the Municipalities of Entre Ríos.-
Therefore,

DECREES
 
ARTICLE 1.- It is ordered that as of the month of DECEMBER 2023, by a percentage of NINE POINT FIVE percent (9.5%), the settlement of the Special Additional Code 371 received by the personnel of the Automotive Department, included in ANNEX 1 which is part of this document, be updated to the sum of FIFTEEN THOUSAND ONE HUNDRED ONE PESOS AND 26/100 ($15,101.26), based on the update in the salary recomposition granted by the Municipal Executive Department, Decree No. 1837 of December 22, 2023, in accordance with Article No. 2 of Decree No. 1235/2016.-
 
ARTICLE 2.- Instruct the Human Resources and Payroll Directorates for the pertinent purposes.

DECREE No. 053/2024.

HAVING SEEN the need to have qualified and trained personnel in the different municipal offices and;
CONSIDERING
That it is the intention of this Government Administration to have professionals specialized in the different subjects, to advise the new officials on the procedure and legality control in the area where they perform their duties.
That Mrs. RODRIGUEZ, Patricia Laura, DNI No. 16.409.315, meets the necessary requirements to fulfill the advisory functions within the scope of the Undersecretariat of Finance, in everything related to municipal public finances,
That in relation to the responsibility entailed by the assigned tasks, this Executive Department understands it is fair to recognize an additional amount that could cover common expenses.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107, subsections q) and u) of Law No. 10.027/11 and its amendment No. 10.082/11 - Regime of the Municipalities of Entre Ríos.

ARTICLE 1.- Repeal Article 1 of Resolution No. 11.123/2023 dated December 21, 2023, as of January 1 of the current year. 
 
ARTICLE 2.- Appoint as Advisor to the Undersecretariat of Finance, Mrs. RODRIGUEZ, Patricia Laura, DNI No. 16.409.315, as of January 1 of the current year and consequently, grant her a non-remunerative additional amount of SIX HUNDRED THOUSAND PESOS ($ 600,000.00), to be settled under code 600 in order to cover common expenses implied by the fulfillment of the assigned functions.
 
ARTICLE 3.- Communicate, publish, let the Payroll Settlement Directorate take note, and archive in due course.

HAVING SEEN the content of the Internal administrative case file No. 02 Letter "E" of the year 2024 and,
CONSIDERING:
That the Permanent Carnival Entity submits documentation for the call for Private Tender No. 01/2024 for the "CONTRACTING OF THE OFFICIAL SOUND SERVICE AT THE CONCORDIA CARNIVAL 2024 EDITION".
That in the referenced administrative case file, documentation corresponding to the call for Bidding is attached.
That the opening of this tender must be provided for in the Purchasing and Supplies Directorate, which must propose an available opening date and carry out the legal publications.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107, subsections ñ), q) and u), of Law No. 10.027 and its amendment - Regime of the Municipalities amended by provincial law 10.082, according to T.O Decree No. 4706 2012 of the Provincial Executive Power.
Therefore,

DECREES:
 
ARTICLE 1.- Approve the documentation for the 1st call for Public Tender No. 01/2024 for the "CONTRACTING OF THE OFFICIAL SOUND SERVICE AT THE CONCORDIA CARNIVAL 2024 EDITION", the background of which is in Internal administrative case file No. 02 Letter "E" of the year 2024, in accordance with what is expressed in the preceding Recital.
 
ARTICLE 2.- Order the Purchasing and Supplies Directorate to carry out the call for Private Tender and set the date for the opening of proposals, in accordance with the provisions of the current Ordinance on Procurements.
 
ARTICLE 3.- Carry out the legal publications.
 
ARTICLE 4.- Form the Evaluation Commission in accordance with the provisions of the Terms and Conditions of Particular Specifications approved above.
 
ARTICLE 5.- Forward to the Purchasing and Supplies Directorate for the purposes provided, let the Accounting Directorate take note, and once completed, send for the knowledge of the Government Secretariat.
