WHEREAS the Secretary of Government and Treasury, Mr. ALDO DAMIAN ALVAREZ, has returned to his duties this morning, and,
 
CONSIDERING:
That the Secretary of Urban Development, Architect MIREYA LOPEZ BERNIS, was in charge of the Secretariat of Government and Treasury.
That consequently, it is appropriate to proceed with the issuance of this provision.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107 of Law 10,027, amended by Law No. 10,082 - Organic Law of the Municipalities of Entre Ríos, according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch.
 
Therefore,

ARTICLE 1.- Reinstatement of the Secretary of Government and Treasury, Mr. ALDO DAMIAN ALVAREZ, to his duties and position, effective as of this morning.

WHEREAS the Secretary of Urban Development, Architect MIREYA LILIANA LOPEZ BERNIS, National Identity Document No. 12,426,693, will be absent from the city starting on 09/06/2023, and,
 
CONSIDERING:
That it is deemed appropriate to place the Undersecretary of Public Works, Engineer CARLOS HORACIO PASQUET, National Identity Document No. 14,307,809, in charge of the Secretariat of Urban Development, without prejudice to his specific duties, starting on 09/06/2023, and for as long as the absence of its incumbent lasts.
That the issuance of the measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Article 107, Subsection u) of Law 10,027 and its amendment, Regime of the Municipalities of Entre Ríos.

CONSIDERING:
That Ms. María Cecilia Menta, file No. 9289, submits her resignation for personal reasons.
That this Executive Department deems it appropriate to accept the resignation submitted by Ms. María Cecilia Menta, D.N.I. No. 27,168,545, thanking her for the services rendered for the benefit of the community and her support during the Municipal Government Administration.
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive Department by Articles 107, subsection u) of Law No. 10,027 - Municipal Regime - amended by Law 10,082, according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch-

WHEREAS the Decree of the Government of Entre Ríos No. 550/23, 
 
CONSIDERING:
That the aforementioned Decree provides for a new scale of Family Allowances.
That in the same vein, it is the intention of this Executive Department to increase, as of 09/01/2023, the amount of the Prenatal and Child Allowance, Allowance for a child with disabilities, Birth Allowance, Adoption Allowance, and Marriage Allowance.
That for this reason, it is appropriate to repeal Decree No. 1,309/22 and 315/2023, which contain the values that were currently being settled for Family Allowances,
That the issuance of this measure is carried out in the use of the powers conferred upon the Municipal Executive by Article 107, subsections b), ñ), q) and u) of Law 10,027 - Organic Law of the Municipalities of Entre Ríos.
 
Therefore:
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Repeal the provisions of Decrees No. 1,309/2022 and 315/2023 for the reasons invoked in the preceding recital.
 
ARTICLE 2.- Set the new values for Family Allowances as of September 1, 2023:
Prenatal and Child Allowance $ 9,795.00
Allowance for a Child with Disabilities $ 31,900.00
Birth Allowance $ 11,418.00
Adoption Allowance $ 68,283.00
Marriage Allowance $ 17,098.00
 
ARTICLE 3.- Communicate, publish, provide a copy to the Secretariat of Government and Treasury, notify the Directorate of Settlements under the Undersecretariat of Treasury, and archive.

WHEREAS the Mayor, Dr. ENRIQUE TOMAS CRESTO, must be absent from the city during the morning hours due to matters related to the Municipal Administration, and,

That it is deemed appropriate to place the Secretary of Government and Treasury, Mr. ALDO DAMIAN ALVAREZ, in charge of the Presidency of the Municipal Executive Department.
That the duties of the Secretariat of Government and Treasury are entrusted to the Secretary of Health, Dr. MAURO JAVIER GARCIA, without prejudice to his specific functions.
That consequently, it is appropriate to proceed with the issuance of this provision.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107 of Law 10.027, amended by Law No. 10.082—Organic Law of the Municipalities of Entre Ríos, according to the consolidated text of Decree No. 4706/12 of the Provincial Executive Branch.

WHEREAS the balance of certain items of the General Budget of the Municipal Public Administration for the 2.023 Fiscal Year is insufficient to cover various expenditures, and,
 
CONSIDERING:
That in order to provide a solution to the described situation, the Department of Planning and Budget has advised transferring funds from other items for the purpose of reinforcing the items mentioned in the Whereas clause.
That this transfer is carried out in accordance with the provisions of Article 5 of Ordinance No. 37.880.
That the Secretariat of Government and Treasury and the Directorate of Legal Affairs have intervened within their respective competencies.
That the issuance of this measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Articles 107, subsections q) and u), and 155 of Law No. 10.027—Regime of the Municipalities of Entre Ríos.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Reinforce the budgetary credits of the items of the General Budget of Expenditures of the Municipal Public Administration corresponding to the 2.023 Fiscal Year in the amounts detailed in Annex I, which is an integral part of this Decree, in accordance with what is expressed in the preceding recital.
 
ARTICLE 2.- Transfer the budgetary credits of the item of the General Budget of Expenditures of the Municipal Public Administration corresponding to the 2.023 Fiscal Year in the amount detailed in Annex II, which is an integral part of this Decree, to cover the reinforcement referred to in Article 1.
 
ARTICLE 3.- Communicate this, through the Secretariat of Government and Treasury, to the Honorable Deliberative Council.
 
ARTICLE 4.- Communicate, publish, register, and archive.-
