Based on the preliminary results of the technical, environmental, regulatory, and economic feasibility study for the project to develop a Logistics Activities Zone, the modernization of the Industrial Park, and a River Barge Port, Mayor Francisco Azcué formally requested an audience with the Administrative Commission of the Uruguay River (CARU) to learn about the status of the Paso San Francisco.
The initiative, promoted by the Municipality of Concordia, shows encouraging progress. According to the initial reports prepared by the consulting firm Serman & Asociados, the project presents favorable conditions that would allow for progress in managing international financing for its execution. The final report will be presented in April 2026.
According to these preliminary results, Concordia has key structural conditions to consolidate itself as a multimodal logistics-industrial node. Among them, the primary road infrastructure, the existing railway network—Urquiza Line—, the potential river connectivity on the Uruguay River, and the proximity to an international crossing stand out.
In economic terms, the study concludes that the project is viable and would have a direct impact on reducing logistics costs for regional production chains, in addition to generating benefits for the local and provincial productive framework. In this sense, the incorporation of river transport and the development of a ZAL with functions such as a Fiscal Warehouse would allow for the optimization of times, costs, and customs processes, especially favoring small and medium-sized exporters.
From a regulatory point of view, the initiative has solid legal support at the municipal and provincial levels, in line with territorial planning instruments and industrial promotion regimes. Regarding environmental matters, the report indicates that the project is viable, provided that sustainability criteria are incorporated from its design and appropriate mitigation measures are implemented.
In this context, Mayor Azcué highlighted the importance of advancing in parallel with the navigability conditions of the Uruguay River. “We are taking firm steps in a strategic project that can change the productive matrix of Concordia and the entire region. To move forward, it is key to know the status of the works linked to the navigability of the river, because the development of the barge port depends largely on that,” he expressed.
Likewise, he added: “The Uruguay River is an opportunity that we must take advantage of. This project not only aims to improve the competitiveness of our regional economies, but also to generate employment, investment, and new opportunities for Concordia.”
The Municipality pointed out that the development of this logistics infrastructure would have a highly positive impact at the local and regional level, especially due to the potential for commercial navigation and the strengthening of the multimodal transport system.
The request for an audience with CARU is part of a comprehensive strategy aimed at coordinating with national and international organizations to advance an initiative considered key to the productive development of Concordia.
