Following the confirmation of a final judgment for embezzlement of services, the Municipal Executive of Concordia decreed the initiation of an administrative case file and a 45-day suspension, without pay, for the agents involved.
The agents were convicted for having traveled in August 2018 to Encarnación, Paraguay, to buy tires with family members, in a van belonging to the Municipality's Disability department.
The mayor of Concordia, Francisco Azcué, issued a decree ordering the initiation of an administrative case file and a 45-day suspension without pay for four municipal employees who were convicted of the crime of embezzlement of services in the context of the case “Wetzel Julio Domingo and others regarding Embezzlement – File 7009/18”.
The agents Héctor Javier Muñoz, Lidia Liliana Ruiz Díaz, Dante Nelson Piñeyro Giovanetty, and Silvia Rosa Benítez had been formally requested to submit their resignations, as established by the agreement formulated before the Trial and Appeals Court of Concordia, but they did not comply with said obligation.
Given this situation, after 7 years of proceedings and following the confirmation that the sentence is final and consented to, the Executive Department decided to initiate the corresponding administrative procedure. The measure is based on the provisions of Ordinance No. 11.275/49, which establishes judicial conviction and lack of dignity in the public or private life of municipal agents as grounds for dismissal from employment.
Regarding this decision, the mayor stated: “We will not tolerate failures to comply with the law, nor with the obligations of the municipal administration staff; we are public servants and must behave as such.” He added: “It must be made very clear the difference between municipal personnel who strive, train, and work with responsibility every day, and those who fail to comply and abuse their position for their own benefit.”
The decree establishes that during the term of the administrative case file—which may not exceed 45 days—the employees will remain suspended without receipt of salary. In this way, the Municipality seeks to guarantee a transparent procedure in accordance with the law, safeguarding the public interest.
