HOW THE PREVENTIVE MANAGEMENT DIRECTORATE OF THE MUNICIPALITY OF CONCORDIA WAS FORMED
During the administration of mayor Francisco Azcué, the “Directorate of Prevention and Promotion Management” was renamed the “Directorate of Preventive Management”. Reporting to the Undersecretariat of Health, the area belongs to the Secretariat of Human Development of the Municipality. It is headed by Yanina Techera (Degree in Psychology) and covers three areas: “STI” (Sexually Transmitted Infections), “Sexual Diversity”, and “Zoonosis”. It operates at San Juan 618.
FUNCTIONS
The Directorate of Preventive Management is made up of a team of people trained to implement comprehensive prevention policies in the “STI Area” (Sexually Transmitted Infections), “Sexual Diversity Area”, and “Zoonosis Area”.
Its function is to facilitate access to justice and promote the equal exercise of human, health, educational, labor, and cultural rights for people living with HIV/AIDS and the LGBTIQNBA+ community. Likewise, they work on the surveillance, prevention, and control of zoonosis in the city, promoting community participation.
SEXUALLY TRANSMITTED INFECTIONS (STI) AREA
It carries out communication, awareness, training, and testing actions to prevent Sexually Transmitted Infections. At the same time, it coordinates with institutions and social organizations, executes prevention policies, and provides guidance and support in situations of discrimination and/or mistreatment to people living with HIV/AIDS. From a comprehensive approach, with a focus on gender and human rights, it is committed to intercultural, responsible citizenship that is the author of its own health.
SEXUAL DIVERSITY AREA
It promotes the mainstreaming of the gender and sexual diversity perspective in the actions of the different municipal units, for the effective exercise of the economic, social, political, and cultural rights of LGBTIQNBA+ people.
At the same time, it provides technical assistance and training on gender and sexual diversity to the staff of the different municipal areas.
As well as coordinating with civil society organizations, public agencies, and academic institutions to generate spaces for dialogue and intervention in defense of human rights and in the resolution of conflicts regarding gender and sexual diversity.
ZOONOSIS
This area addresses the prevention of infectious diseases transmissible from animals to humans and is coordinated by María Ester Aldaz (Veterinary Doctor). The main objective of this area is to monitor, control, and prevent diseases in animals that affect human health, in harmony with the environment; coordinating with state institutions and non-governmental organizations to reduce the population of stray dogs and cats. It promotes education and raises awareness about the responsible ownership of domestic animals. It also promotes actions for compliance with current municipal ordinances, provincial and national laws, such as the prohibition of animal-drawn vehicles in the city.
HOW THE STI AND DIVERSITY AREAS WILL WORK
The STI Area, coordinated by Eloisa Azanza (Degree in Social Communication), and the Sexual Diversity Area, coordinated by Florencia Stechina (General Practitioner), work together addressing four work strategies: communication, awareness, training, and testing. Through this work proposal, the team will carry out preventive management policies aimed at decentralizing public health care, facilitating access for HIV and Syphilis testing. Likewise, work will be done on the creation of pre- and post-test counseling, which provides adequate scientific information on the prevention and treatment of sexually transmitted infections.
Communication and awareness actions are carried out transversally, including workshop dynamics, talks, and activities aimed at the general population. This type of action focuses on the importance of talking about daily life, love, sexuality, care, identity, relationships between people, and human rights. Regarding the training on STIs and Sexual Diversity that both areas will carry out, they will begin to be developed in different health centers in the city and will be aimed at training health professionals.
