ORDINANCE AUTHORIZING PROPERTY SUBDIVISION WITHOUT SUBMISSION TO THE HORIZONTAL PROPERTY REGIME, WITHIN THE FRAMEWORK OF THE “AHORA TU HOGAR” PROGRAM.-
THE DELIBERATIVE COUNCIL OF Concordia
ENACTS THE FOLLOWING
ORDINANCE
ARTICLE 1.- Authorization is granted, as an exception to the provisions of Ordinance No. 38.104/23 (Urban and Territorial Planning Code), Section 2.3.1.1, for the subdivision project presented by the Autonomous Institute of Planning and Housing (I.A.P.V.), on May 5, 2025, corresponding to the property located on Liniers Street, between Victorino Simón and Claudio Martínez Paiva, identified cadastrally in the Concordia Department —Concordia Ejido—, Provincial Record No. 166.546, Municipal Record No. 74.738, Survey Plan No. 78.971, Block 2097, Plot 7, with a total surface area of TWO THOUSAND THIRTEEN METERS AND FIFTY SQUARE DECIMETERS (2,013.50 m²), the ownership of which is registered in the name of the Autonomous Institute of Planning and Housing (I.A.P.V.), in accordance with the grounds of this document.
ARTICLE 2°.- It is established, in accordance with the provisions of the preceding article, that once the construction of the housing units is completed, any new construction within the area authorized by these regulations shall be strictly prohibited, as well as the execution of constructions, installations, enclosures, or any type of covered or semi-covered improvement, without the prior authorization of the Department of Private Works of the Municipality of Concordia or the area that may replace it in the future.

SEEN:
The holding of the II Folk Festival “Circo Criollo” to take place on October 24 from 19:00 to 23:00 at the La Bianca social and sports court, organized by Escuela Nep y Nina No. 69 MALVINAS ARGENTINAS.
CONSIDERING:
That the school is the privileged place of social inclusion for all children. Its mission is to make available a selection of the capital that society possesses at a given socio-historical moment;
That this event must be conceived as a space for communication, because it is there where children rehearse, build, and develop linguistic and communicative competencies; folk festivals are social and cultural gatherings, an excellent way to bring the culture of our people closer to them and their families, in addition to teaching and preserving the collective and individual memory of body expression, games, and our folk traditions;
That from this perspective, the theme of the Creole circus will be worked on; this reference is a cultural manifestation that precedes and transcends us;
The circus represents for the child a familiar and known environment that allows them to alternate the role of actor and spectator.
Objectives:
• Teamwork.
• Socializing inside and outside the institution.
• Building and valuing their own creations.
• Working in solidarity by collaborating with their peers.
• Demonstrating, defending, and increasing their attention and interest in learning and knowing cultural facts;
That the folk festival is a meeting point where different regional artists come together to show the community the importance of remembering our roots in a festive way and summoning all residents;
That the Nina school, organizer of the event, will present its students in a folk dance show worked on previously so that through learning they can explore and feel our culture, getting involved with it through practice;
That this meeting has an extensive schedule, full of excellent cultural representatives who will delight the public with their performances, the itinerary being as follows:

That admission to this display of artists will be free of charge.

ARTICLE 1.- Declare the II Peñón Folklórico “Circo Criollo” as being of Municipal, Educational, and Cultural Interest, to be held on October 24th from 19:00 to 23:00 at the La Bianca social and sports court, organized by Escuela NEP and Nina N° 69 MALVINAS ARGENTINAS.

The Municipality of the city of Concordia notifies and formally requests the occupants of the layout of Gendarmería Nacional street between Mateo Araujo street and Avda. Salto Uruguayo of our city to proceed, within a period of 30 (thirty) consecutive days from their notification, to remove the constructions corresponding to a dwelling located on the layout of Gendarmería Nacional street, adjacent to the property of Mrs. Ana María Soledad Rabellino, D.N.I. N° 31.565.350. The deadline is non-extendable and peremptory; otherwise, the Municipality of Concordia will proceed in accordance with the provisions of Law N° 10.027 and its amendments and regulations in force for such purposes. Likewise, it is ordered that once the aforementioned period has expired, the Department of Private Works, under the Secretariat of Urban Development, shall carry out an on-site inspection and report on it. Finally, the Secretariat of Public Services is authorized, in the event that non-compliance with the aforementioned provisions is verified, to proceed with the removal of the constructions corresponding to a dwelling located on the layout of public streets without the corresponding Municipal authorization and in total contravention of the regulations in force, remove the elements resulting from it, and deposit them in the Municipal Workshop located at Moulins and Tala streets in our city.- Signed Dr. FRANCISCO AZCUE Municipal Mayor of Concordia.
