HAVING SEEN the content of Internal administrative case file No. 1,200 Letter "S" of the year 2024, and;
 
CONSIDERING:
That there are, on page 29 of this administrative case file, Decree of the Municipal Executive No. 1,455/2024 dated October 4, 2024; on page 746 of this file, Decree of the Municipal Executive No. 1,644/2024 dated November 29, 2024; on page 1222 of this file, Decree of the Municipal Executive No. 090/2025 dated January 28, 2025.
That according to Article No. 11 of the Terms and Conditions of this tender, approved by Decree No. 1,455/2024 dated October 4, 2024, it is provided that the Execution of the Works may be extended for an equal or shorter period, starting from the first day of the month following the end of the original term, with the right to extension remaining at the exclusive option of the Municipality of Concordia.
That according to Decree No. 1,644/2024 dated November 29, 2024, the corresponding circuits were awarded and the documentation was approved for a second call for Public Tender No. 54/2024 for the "CONTRACTING OF THE CLEANING SERVICE IN VARIOUS CIRCUITS OF THE CITY OF CONCORDIA".
That according to Decree No. 090/2025 dated January 28, 2025, the circuits corresponding to the Second Call for Public Tender No. 54/2024 were awarded for the "CONTRACTING OF THE CLEANING SERVICE IN VARIOUS CIRCUITS OF THE CITY OF CONCORDIA".
That according to Decree No. 192/2025 dated March 5, 2025, the extension of the award of the circuits included in the first call was approved, for a second period equal to the original one, starting from the first day of the month following the end of the original term.
That the issuance of the measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107, subsections ñ), q) and u), of Law 10.027 and its amendment - Regime of the Municipalities of Entre Ríos.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Approve the extension of the award of the circuits corresponding to the Second Call for Public Tender No. 54/2024 for the "CONTRACTING OF THE CLEANING SERVICE IN VARIOUS CIRCUITS OF THE CITY OF CONCORDIA", according to Decree No. 090/2025 dated January 28, 2025; for a period of one month, starting from the first day of the month following the end of the original term. The extension is carried out based on what is established in Article No. 11 of the Terms and Conditions of this tender, approved by Decree No. 1,455/2024 dated October 4, 2024, corresponding to Public Tender No. 54/2024, for the "CONTRACTING OF THE CLEANING SERVICE IN VARIOUS CIRCUITS OF THE CITY OF CONCORDIA"
 
ARTICLE 2.- Charge this expense to the 2025 Fiscal Year; in the Budget Item:
No. 3.2.30.01.01.02.21.03.05 Environmental Development $ 181,020,000.00.-
 
ARTICLE 3.- It is ordered that the Directorate of Purchases and Supplies carry out the necessary procedures for the fulfillment of this provision.
 
ARTICLE 4.- It is ordered that the Directorate of Purchases and Supplies notify the firms that were awarded the contract of the content of this administrative act.
 
ARTICLE 5.- Communicate, publish, give to the Secretariat of Cabinet Coordination and Treasury; and in due course, archive.

DECREE No. 474/2025

HAVING SEEN the content of Digital administrative case file No. 25, which arises through Digital Purchase Request No. 133 of the year 2025; and,
 
CONSIDERING:
That through Decree No. 333/2025, dated March 14, 2025, the bidding procedure for the 1st and 2nd call for Private Tender No. 25/2025 for the "ACQUISITION OF CA 30 ASPHALT FOR THE PREPARATION OF HOT MIX ASPHALT - PATCHING IN DIFFERENT SECTORS OF THE CITY" is approved.
That there are proceedings from the Directorate of Purchases and Supplies regarding the publications and the delivery sheet of the Terms and Conditions-
That there is an Opening Record dated April 8, 2025, which states that the Directorate of Purchases and Supplies proceeded to the opening of the Second Call of the aforementioned Tender, where it is stated that no bidders have presented themselves.
That due to the above, this Executive Department deems it convenient to declare the offer for this second (2nd) call for Private Tender No. 25/2025 void, and that actions be taken to carry out this acquisition in accordance with what is established in Art. 12, subsection d) 3 of Ordinance No. 34,698/11.
That the issuance of the measure is carried out in the exercise of the powers conferred upon the Municipal Executive Department by Article 107, subsections ñ), q) and u), of Law No. 10.027 and its amendment - Regime of the Municipalities of Entre Ríos.
 
Therefore,
 
THE MUNICIPAL PRESIDENT
DECREES:
 
ARTICLE 1.- Declare the offer for the second (2nd) call for Private Tender No. 25/2025 for the "ACQUISITION OF CA 30 ASPHALT FOR THE PREPARATION OF HOT MIX ASPHALT - PATCHING IN DIFFERENT SECTORS OF THE CITY - 2nd CALL" void, the background of which is in Digital administrative case file No. 25, which arises through Digital Purchase Request No. 133 of the year 2025, in accordance with what is expressed in the preceding recital.
 
ARTICLE 2.- It is ordered that the Directorate of Purchases and Supplies proceed to carry out the actions aimed at finalizing this acquisition in accordance with what is established in Art. 12, subsection d) 3 of Ordinance No. 34,698/11.
 
ARTICLE 3.- Forward to the Directorate of Purchases and Supplies and the Budget Directorate for the purposes provided; take note; once completed, send for the knowledge of the Directorate of Road Works and Maintenance.
 
ARTICLE 4.- Communicate, publish, give to the Secretariat of Cabinet Coordination and Treasury; and in due course archive.-
