No. 10,147
SEEN:
The note submitted by NATACIÓN RÍO URUGUAY, requesting the declaration of interest for the SALTO-CONCORDIA INTERNATIONAL OPEN WATER SWIMMING COMPETITION; AND,
CONSIDERING:
That it is the oldest and most emblematic competition in the region, scheduled for March 15, 2025, on our Uruguay River, this being the final date of the 2024/25 URUGUAY RIVER OPEN WATER CIRCUIT, which included Federación, Concepción del Uruguay, and Liebig - San José on its agenda, in addition to a special long-distance race, such as the 22 KM Concordia - Puerto Yeruá.
That the aforementioned Concordia - Salto competition dates back to the original peoples, the Charrúas and the Yaros, who crossed the Uruguay River by swimming. Closer in time, we find the Exodus of the Oriental People of 1811, which crossed the Uruguay from the Oriental Salto, through Salto Chico to the mouth of the Ayuí; and more strictly in sporting terms, the yearbooks of the Club Regatas Concordia are mentioned, which place this challenge in time; Concordia - Salto was consolidated as a summer classic among the young members of the Regatas and Pesca Concordia clubs, to which the Remeros Salto were later added.
That the competitions are organized by the local Sports Directorates, official bodies, and intermediate institutions (sports and social clubs, parent-teacher associations, foundations), the latter being the beneficiaries of the economic results of the activity. This event is of a burdensome nature, as its organization requires various expenses. Its objective is to promote the practice of open water swimming in a systematic and organized manner, as well as to create a space for disseminating the benefits of the aquatic environment, generate a tourist-sports phenomenon for the region, and strengthen ties of union with the Uruguayan people through sports.
That the competitions have already been declared of municipal interest by this Deliberative Body in previous editions.
That both this request and its submission comply with the requirements of Ordinance No. 38,537 (NEW HONORS REGIME), Arts. 5 and 6.
That this Resolution is issued in the exercise of the powers inherent to this Deliberative Council, in accordance with the provisions of Law No. 10,027 (amended by Law No. 10,082).
Therefore:
THE DELIBERATIVE COUNCIL OF Concordia

----------Concordia, March 13, 2025.
No. 10,146
SEEN:
That Secondary School No. 2 "José Gervasio Artigas" celebrates its 50 years of educational trajectory in our city, playing a fundamental role in the training of generations of students, providing opportunities to young people and adults, and consolidating itself as a space for inclusion, effort, and self-improvement.
CONSIDERING:
That education is a fundamental right and an essential pillar for the social, cultural, and economic development of a community, guaranteeing equal opportunities and promoting social mobility.
That the history of secondary education in Concordia has been marked by the search for greater opportunities for its inhabitants, especially in contexts of demographic growth and industrial development.
That in the 1970s, the city experienced an economic boom driven by the citrus industry, the railway, and the construction of the Salto Grande Dam, which generated an increase in educational demand, especially at the secondary level.
That Secondary School No. 2 "José Gervasio Artigas" was born from the struggle and commitment of a group of residents of Colonia Ayuí, who managed before the provincial government of the then-governor, Don Enrique Tomás Cresto, the creation of an educational establishment that would allow for the continuity of studies in the rural area.
That on March 18, 1975, through Decree No. 669 of the Ministry of Government, Justice, and Education, the institution was created as a Night School of Commerce, initially oriented towards young people and adults in the region.
That since its inception, this institution became an educational refuge for young people and adults who, due to various circumstances, could not find continuity in their studies in the city's schools, being an example of perseverance and commitment to education.
That the name "José Gervasio Artigas," adopted in 1976, reflects the spirit of struggle, freedom, and social justice that characterized the Rio de la Plata hero and which was reflected in the history of the school and its educational community.
That proposing the name of Artigas at that time, in the context of an authoritarian regime, was an act of courage, since the hero symbolizes the struggle for freedom, justice, and education as a tool for progress.
That throughout these 50 years, Secondary School No. 2 "José Gervasio Artigas" has been a fundamental pillar in the education of Concordia, providing opportunities to thousands of students and consolidating values of effort, solidarity, and autonomy.
That its contribution to the education of Concordia has been fundamental, consolidating itself as an institution that, beyond academic content, has known how to provide support, guidance, and opportunities for self-improvement to its students.
That the 50th anniversary of Secondary School No. 2 "José Gervasio Artigas" represents a favorable occasion to recognize and value its trajectory, as well as the effort of its entire educational community throughout the years.
Therefore,
THE DELIBERATIVE COUNCIL OF Concordia
