In the framework of a new ordinary session, the Deliberative Council of Concordia addressed an extensive legislative agenda marked by the enactment of public health regulations, the approval of control requirements for the municipal Executive, the announcement of changes in the composition of bloc authorities, and the presentation of recognitions to personalities and institutions of the local community.
The legislative session was presided over by the 1st vice president of the body, Dr. Felipe Sastreand was attended by ten councilors in the chamber.
Institutional tribute to Dr. Satalía Méndez
At the beginning of the session, the deliberative body paid an emotional tribute to the former councilor and political leader Dr. Guillermo Satalía Méndez, following his recent passing on August 9th. Through the words of councilor Carolina Amiano (Más para Entre Ríos Bloc), which were supported by representatives of the different benches, his public career and human value were reviewed. The councilors agreed to highlight his vehemence, warmth, spirit of camaraderie, and rigorous respect for his word in political debate. After expressions of condolence directed to his family, the full Council observed a minute of silence in his memory.
Adherence to the provincial Mental Health Sanitary Emergency
Regarding health policies, the Deliberative Council formally enacted the municipal adherence to Provincial Decree No. 2130/26, through which the Government of Entre Ríos declared a Sanitary Emergency in Mental Health throughout the Entre Ríos territory.
The regulation empowers and urges the Municipal Executive Department to coordinate direct actions with the Ministry of Health of Entre Ríos through the corresponding local areas. The central objective of this institutional synergy is to strengthen the schemes for prevention, promotion, assistance, and comprehensive approach to both mental health conditions and problematic substance use. The approved legislation specifies that the execution of the resulting programs and interventions will be adjusted to the current budgetary availability of the municipality, ensuring that their implementation does not affect the provision of other essential public services.
Restructuring of authorities in the ruling bloc
During the session, the request for authorization presented by councilor Eliana Lagraña (Juntos por Entre Ríos) to be absent for the remainder of the 2026 legislative period, extended for health reasons, was formally processed. For the same reasons, Lagraña formalized her resignation from the presidency of the ruling bloc. Consequently, the Juntos por Entre Ríos bench announced the election of councilor Celeste Fuscado to assume the presidency of the bloc for the remainder of the current year's period.
Approval of request for reports on the Municipal Nursery
In the exercise of its control powers, the legislative body approved a request for reports addressed to the Municipal Executive Department regarding the operation of the Municipal Nursery and the technical-administrative process of Public Tender No. 30/2026.
The requirement seeks to clarify the building and productive status of the nursery, the volume of local production, the assigned personnel, and the stock of available plant species, in order to determine the technical foundations that justified the external acquisition of specimens. Likewise, copies of the reports prepared by the Directorate of Parks and Promenades, the comprehensive reforestation plan provided, and the detail of the urban destinations where the contracted species will be planted were requested. From the opposition benches, the initiative was based on the need to ensure transparency in the administration of public funds, while the ruling bloc ratified the Executive's vocation for dialogue and guaranteed the submission of the information within the institutional deadlines.
