During the 21st ordinary session of the Deliberative Council of Concordia, held in the "Federico Zorraquín" chamber under the presidency of the vice-mayor and head of the legislative body, Lic. Magdalena Reta de Urquizaand with the presence of twelve councilors, key ordinances sent by the Municipal Executive Department were approved to provide an immediate response to the environmental impact and optimize the municipality's financial administration.
Among the measures adopted, the legislative body sanctioned the declaration of a Water and Climate Emergency state in the face of forecasts of a "El Niño" phenomenon of severe intensity. The regulation will remain in effect initially until March 31 - the period estimated for the development of the meteorological event between September and March -, remaining subject to extension or early termination through a substantiated decree from the Executive.
To face this situation and guarantee the water supply and infrastructure, the ordinance authorizes the Municipality of Concordia to reallocate budget items, issue complementary regulations, and implement the direct purchase system in order to expedite assistance to those affected. In this regard, Reta de Urquiza clarified that direct purchase allows for an immediate response to the resident while maintaining accounting control, as it requires a price comparison with a minimum of three quotes before deciding.
In financial matters, the Council unanimously endorsed the municipal adherence to the debt restructuring process in foreign currency, originally contracted in 2017 during the administration of former governor Gustavo Bordet through a dollar loan taken by the Province and co-participated to the municipalities.
The approved financial scheme establishes that 76% of the refinanced capital will only accrue interest payments during the coming years, postponing the cancellation of the capital in three annual installments starting in 2031. For its part, 24% of the non-refinanced capital will maintain its original scheme of semi-annual capital and interest payments. This renegotiation will alleviate the municipality's dollar financial commitments for the current fiscal years and the 2027-2028 period, freeing up operational resources intended for the execution of public works.
Finally, during the parliamentary day, a resolution project presented by the Más para Entre Ríos bloc regarding the new food provision system in school canteens in the province was addressed, which was rejected by a majority after the corresponding report. The head of the body justified the refusal by pointing out that the Deliberative Council lacks the authority to resolve on strictly provincial matters - a competence that corresponds to the legislators of Entre Ríos - and added that there is currently not enough technical information available to evaluate said measure, maintained Reta de Urquiza.
In this Thursday's ordinary session, the Deliberative Council of Concordia approved various Resolution Projects which declare outstanding academic, pedagogical, and preventive health initiatives in the city to be of municipal, educational, and cultural interest.
Among the distinguished projects, the proposal stands out "Growing with a Healthy Heart", stands out, which will be officially presented this Friday, August 7, at 7:30 a.m. at School No. 232 "Creer", located at 70 Las Heras Street. Designed by Dr. Ezequiel Schnyder, Head of the Cardiology Service at the Delicia Concepción Masvernat Hospital, this pioneering program positions the establishment as a national benchmark in childhood cardiovascular prevention. The proposal actively integrates students, educators, and families through the articulation between healthy eating habits, physical activity, and medical prevention, putting local scientific knowledge at the service of childhood.
Likewise, based on an initiative by councilor Mauricio Rey, the deliberative body unanimously declared the 7th Edition of the "Technical Expo No. 2: Educational and Production Exhibition"to be of Municipal and Educational Interest, organized by Technical Education School No. 2 Independencia for September 8 and 9, 2026. The resolution recognizes the institution's trajectory in technical, professional, and human training, highlighting its academic offer in Business Administration, Computing, and Gastronomy, along with its Professional Training paths in Cooking, Pastry, Custom Tailoring, Loom Weaving, Vitrofusion Printing Operation, and Production of Decorative Objects. The exhibition will include the permanent display of works from the Basic Cycle and the different specialties, institutional stands, workshop demonstrations, professionalizing projects, commercialization of gastronomic productions, vocational guidance talks for primary school students, and the dissemination of the offer of the Professional Training Annex for youth and adults.
In the academic and sports field, the VI International Congress of Physical Education ISEEF 2026was declared to be of Municipal and Educational Interest, an event promoted by the Higher Institute of Physical Education Specialties that will take place on August 12 and 13, 2026. Councilor Carolina Amiano stated that this meeting will bring together national and international specialists to address axes such as health, educational technology, didactics, inclusive education, recreation, psychology, sociology of education, and Comprehensive Sex Education. The councilor remarked that the event promotes the incorporation of pedagogical, scientific, and methodological tools for the continuous training of professionals in the region, while consolidating Concordia as a venue for academic events of international significance.
Finally, the Council declared the III History Meeting of Entre Ríos to be of Municipal, Educational, Cultural, Historical, and Scientific Interest, a day that will take place on August 14, 2026, at the Faculty of Administration Sciences of the National University of Entre Ríos (UNER). Under the conceptual axis "Archives as spaces of memory, rights, and sources for the history of Entre Ríos", this academic space seeks to consolidate itself as a permanent environment for debate and scientific research on the provincial past, promoting critical reflection regarding the preservation of documentary heritage, free access to historical information, and the articulation between researchers, teachers, students, and social science specialists.
Tributes
During the tributes turn, the deliberative body opened a space in its agenda to pay tribute to two pillar professions for the academic and productive development of the country. First, councilor Felipe Sastre (Juntos por Entre Ríos) evoked Veterinarian's Day, in memory of that August 6, 1883, when the first university classes of the specialty were taught at the Santa Catalina Veterinary Agronomic Institute, in Llavallol. In that framework, he took the opportunity to highlight in a special way the work of the veterinarian Julio Gesualdi, responsible for the municipal area. In turn, councilor Claudia Villalba (Más para Entre Ríos) joined the greetings addressed to the agronomist engineers, who share this same festive date in commemoration of that founding day of agricultural education in Argentina.
