With the presidency of Dr. Felipe Sastre, 1st Vice President, the Deliberative Council of Concordia held its twenty-fourth ordinary session this Thursday, September 3rd. During the legislative debate, issues of significant economic impact, urban development projects, declarations of municipal interest, and a wide range of tributes linked to the social and historical current events of the city were addressed.
Progress in Sanitary Works and neighborhood nomenclature
One of the central points of the day was the unanimous approval of the expansion to the General Budget of Expenses and Calculation of Resources of the Decentralized Entity of Sanitary Works (EDOS) for the 2026 Fiscal Year. The initiative contemplates an increase in both the budget of expenses and the calculation of resources for a sum of $2,140,000,000. Said funds will be covered through $1,500,000,000 from current resources and $640,000,000 through financing.
Likewise, ordinances aimed at the regularization and naming of streets in the Pierrestegui and Carretera La Cruz neighborhoods were enacted, complying with Ordinance No. 37,497. When justifying the project, councilman Emmanuel Godoy highlighted the joint work between Citizen Participation and the Neighborhood Commissions. Based on this regulation, the arteries were designated as Dra. Cecilia Grierson in the Pierrestegui neighborhood and Juan Jáuregui in the Carretera La Cruz neighborhood.
Debate, tributes, and historical memory
The space reserved for tributes concentrated diverse reflections from the council members. Councilman Javier Aguilar (La Libertad Avanza) expressed his support for the end of life pensions for governors and vice-governors in the province of Entre Ríos, a measure that ends a scheme in force for 61 years and which the councilman described as a key step towards austerity and institutional transparency.
In turn, councilwoman Claudia Villalba lamented the occurrence of a new femicide in the city and demanded the strengthening of public policies against gender-based violence. In the same vein, councilwoman Celeste Fuscado adhered to her words and questioned the journalistic approach to these tragic events, pointing out the importance of not reporting as "deaths" or "passings" what constitute alleged femicides.
On the other hand, councilwoman Verónica Del Boca recalled the 88 years since the start of the construction of the Municipal Palace, whose work began on September 2, 1938. During her speech, she reviewed the history of the site - where a public market and the Splendid Park cinema previously operated - up to the laying of the cornerstone by the radical mayor Domingo Larocca in 1937 and the subsequent contest won by architects Carlos Baldini Garay and Stella Genovese, prior to its inauguration in October 1940.
Concern regarding PAMI services
In the block of Resolution Projects, the deliberative body unanimously approved an initiative agreed upon by the three benches, referring to the critical service situation suffered by PAMI affiliates in Concordia. The resolution calls for a working meeting with the Board of Directors of the Sanatorio Concordia and the authorities of the UGL Concordia PAMI together with the council members, extending the invitation to provincial officials, with the purpose of seeking joint solutions to the health problem.
Declarations of Municipal Interest and requests for reports
During the session, various educational, cultural, and productive activities were declared of Municipal Interest:
The "OCEDIC goes to School" program, promoted at the proposal of councilwoman Claudia Villalba within the framework of the project on digital citizenship and cybercrime prevention developed by the Instituto NEA Siglo XXI, to be held this Friday, September 4th, at the city's Civic Center.

The XXIX International Education Conference, promoted by councilman Mauricio Rey, which, with the sponsorship of UNESCO, will take place on September 9th and 10th at the Faculty of Administration Sciences of the UNER to address issues such as artificial intelligence, the socio-emotional context, and current pedagogical challenges.
Finally, the chamber addressed a Request for Reports presented by the Más para Entre Ríos block regarding the status of the work on the New Water Treatment Plant and Optimization of the Potable Water Distribution System. The initiative was approved with only four positive votes, registering the opposition of the rest of the parliamentary blocks.
